On one side, antisemitism appears as a pressing contemporary problem, intimately connected to an intensification of hostility to Israel. Opposing accounts downplay the fact of antisemitism and tend to treat the charge as an instrumental attempt to de-legitimize criticism of Israel. I address the central relationship both conceptually and through a number of empirical case studies which lie in the disputed territory between criticism and demonization. The paper focuses on current debates in the British public sphere and in particular on the campaign to boycott Israeli academia. Sociologically the paper seeks to develop a cosmopolitan framework to confront the methodological nationalism of both Zionism and anti-Zionism. It does not assume that exaggerated hostility to Israel is caused by underlying antisemitism but it explores the possibility that antisemitism may be an effect even of some antiracist forms of anti- Zionism. -

WHAT COUNTS IN COUNTERTERRORISM Jonathan H. Marks* Abstract The recent bombings in London and Madrid raise the specter of episodic terror attacks in the United States that fall short of the “mushroom cloud” scenarios discussed in the aftermath of 9/11 and the run-up to the Iraq war. Despite the smaller scale of these attacks, they have the potential to generate widespread fear and anger. This article builds on new work in behavioral law and economics to show how these emotional responses can generate systematic biases that motivate and direct counterterrorism policy. These biases should be cause for concern, not least when they lead us to adopt policies that are more burdensome on others instead of those that are most effective at preventing further attacks. Not surprisingly, policies which impose burdens on others—and therefore appear less costly—tend to interfere with civil liberties, particularly those of non-citizens. Recent psychological studies offer an unprecedented opportunity to recognize and understand these biases, and to take action to correct them. The views expressed are those of the authors and do not necessarily reflect those of the ECB. Abstract: On 1 June 2018 the ECB celebrated its 20th anniversary. This paper provides a comprehensive view of the ECB’s monetary policy over these two decades. The first section provides a chronological account of the macroeconomic and monetary policy developments in the euro area since the adoption of the euro in 1999, going through four cyclical phases “conditioning” ECB monetary policy. We describe the monetary policy decisions from the ECB’s perspective and against the background of its evolving monetary policy strategy and framework. We also highlight a number of the key critical issues that were the subject of debate. The second section contains a partial assessment. We first analyze the achievement of the price stability mandate and developments in the ECB’s credibility. Next, we investigate the ECB’s interest rate decisions through the lens of a simple empirical interest rate reaction function. This is appropriate until the ECB hits the zero-lower bound in 2013. Finally, we present the ECB’s framework for thinking about non-standard monetary policy measures and review the evidence on their effectiveness. One of the main themes of the paper is how ECB monetary policy responded to the challenges posed by the European twin crises and the subsequent slow economic recovery, making use of its relatively wide range of instruments, defining new ones where necessary and developing the strategic underpinnings of its policy framework. -

Finkelstein August 17, 2018 "Information Clearing House" - The current hysteria engulfing the British Labour Party resolves itself into a pair of interrelated, if discrete, premises: Anti-Semitism in British society at large and the Labour Party in particular have reached crisis proportions. If neither of these premises can be sustained, then the hysteria is a fabrication. In fact, no evidence has been adduced to substantiate either of them; on the contrary, all the evidence points in the opposite direction. The rational conclusion is that the brouhaha is a calculated hoax—dare it be said, plot?—to oust Jeremy Corbyn and the principled leftist politics he represents from British public life. But even if the allegations were true, the solution would still not be to curb freedom of thought in the Labour Party. At its worthiest, the Left-Liberal tradition has attached a unique, primordial value to Truth; but Truth cannot be attained if dissentients, however obnoxious, are silenced. Given the fraught history of anti-Semitism, on the one hand, and its crude manipulation by Jewish elites, on the other, an objective, dispassionate assessment could appear beyond reach. Still, it must be attempted. The prospect of a historic victory for the Left might otherwise be sabotaged as, thus far, Corbyn’s supporters, whether it be from fear, calculation, or political correctness, dare not speak the name of the evil that is afoot. The degree of anti-Semitism infecting British society has been the subject of numerous polls over a sustained period of time. -
