BHADRA VOLUNTARY RELOCATION INDIA INDIA FOREWORD During my tenure as Director Project Tiger in the Ministry of Environment and Forests, Govt. of India, I had the privilege of participating in voluntary relocation of villages from Bhadra Tiger Reserve. As nearly two decades have passed, whatever is written below is from my memory only. Mr Yatish Kumar was the Field Director of Bhadra Tiger Reserve and Mr Gopalakrishne Gowda was the Collector of Chikmagalur District of Karnataka during voluntary relocation in Bhadra Tiger Reserve. This Sanctuary was notified as a Tiger Reserve in the year 1998. After the notification as tiger reserve, it was necessary to relocate the existing villages as the entire population with their cattle were dependent on the Tiger Reserve. The area which I saw in the year 1998 was very rich in flora and fauna. Excellent bamboo forests were available but it had fire hazard too because of the presence of villagers and their cattle. Tiger population was estimated by Dr. Ullas Karanth and his love for this area was due to highly rich biodiversity. Ultimately, resulted in relocation of all the villages from within the reserve. Dr Karanth, a devoted biologist was a close friend of mine and during his visit to Delhi he proposed relocation of villages. As the Director of Project Tiger, I was looking at voluntary relocation of villages for tribals only from inside Tiger Reserve by de-notifying suitable areas of forests for relocation, but in this case the villagers were to be relocated by purchasing a revenue land which was very expensive. -

INTRODUCTION: The Saalumarada Thimmakka Tree park is located near Koppa Town, Koppa Range of Koppa Division, Chikkamagaluru District. It is located at Taluk headquarter with GPS location N 13° 31′ 34.1” E 075 21’ 26.9”. The Koppa Taluk has 64 Villages. The tree park is centrally located and can be approached from Sringeri, Balehonnur, Agumbe, Thirthahalli and Kuppalli and many tourists and pilgrims visit these places. Kannada and Tulu is the Language spoken by most of the people in Koppa. The Tree Park is located in Shringeri Legislative Assembly constituency. It is adjacent to Guthyamma temple of Hulumakki & situated on left side of Koppa to Chikmagalur highway road. The highway road is frequented by many pilgrims and tourists who regularly visit the shringeri, Agumbe, Kuppalli, Thirthahalli, Balehonnur and Horanadu. The Koppa town has population of around five thousands and office head quarters of Taluk and many schools and colleges are also present here. -

217 1THE DELIMITATION OF COUNCIL CONSTITUENCIES 2[(KARNATAKA)] ORDER, 1951 In pursuance of section 11 of the Representation of the People Act, 1950 (43 of 1950), the President is pleased to make the following Order, namely:— 1. This Order may be called the Delimitation of Council Constituencies 2[(Karnataka)] Order, 1951. 2. Only the one who can show all of them the way to lead a righteous life can be called a Jagadguru . There is no doubt that Adi Sankara was such a Jagadguru . Sankara gave upadesa in jnana to those who wished to tread the path of knowledge. In his works, he has given extensive advice on jnana . For those people who could not go along the jnana marga , he taught karma yoga . His valuable advice to chant the Vedas daily and do the prescribed karmas was meant for those following the path of duty. For those who were unable to follow this advice, he prescribed the way of bhakti . As he said, such people will find it useful to recite the Gita and Vishnusahasranama and think of Hari at all times. The paths of karma , bhakti and jnana are thus conducive to man’s welfare. Adi Sankara who prescribed these various yogas for all people is indeed worshipful. It is bordered by the districts of Udupi to the north, Chikkamagaluru to the northeast, Hassan District to the east, Kodagu to the southeast, and Kasaragod in Kerala to the south. The Arabian Sea bounds it on the west. Mangalore is the capital and chief city of the district. There is also the good presence of mountainous region in the state, with tea and coffee plantations. Dakshina Kannada and Udupi districts are often called Tulu Nadu, as Tulu is the majority language in the region. -

Four years after relocation, all households have access to electricity, water, Protected areas schools, health care, transportation, and communication facilities. Yet, there were differences between the two different- Tropics resettlement villages, with one of them faring better in terms of economics, hardships, and Western Ghats uncertainty. This paper draws out insights important for improving conservation practices related to resettlement efforts. It documents short to mid-term successes and challenges that affect the communities involved. -
