Message Body: Dear Governor Scott, Thank you for standing firm by not accepting Syrian refugees. Though I wish we could save the world, we have to also know when such actions could exterminate our own existence.

Recent events have me wondering why Americans are not being taught how to defend ourselves in the event of a terrorist act similar to the ones that occurred in France. Couldn't the hundreds of people in the theater have rushed the bombers to minimize the casualties? I have no idea. There are survival skills that could have been used to reduce the casualties. But if I were in that situation, I would not have known what to do. Can't you find a way to educate us in our own homeland defense? Why must we depend on the government to protect us when it is obvious that they cannot do so at all times? You could start in our middle schools or our high schools. Go to our work places. Teach us. We are capable of learning. I will be researching this on my own but I really feel that the public should be educated. There is strength in numbers but terrorists know that we are ignorant when it comes to our own defenses.

I realize that our second amendment gives us the right to carry arms but most people do not do so because we have been so rarely threatened. I fear the threat is increasing but so many people will be vulnerable in an attack. Please teach us how to defend ourselves as a crowd in a situation such as the one in France.

The government cannot always be there to protect us. Help us learn to protect ourselves and our own communities. I believe if we were simply educated, knowledge of our readiness would naturally reduce the chances of such an attack by a terrorist - or homegrown terrorists.

I have had a concealed weapon permit for about 7 years now and thankfully never had to use it. U.S. Rep. Ted Yoho (R-Fla.) says his bill would allow governors, like Fla. Gov. Rick Scott and Ga. Gov. Nathan Deal, who have voiced their opposition to resettling Syrian refugees in their states to turn them away.

The bill also calls for the directors of the FBI, the Department of Homeland Security and other agencies to certify to Congress that any Syrian refugees accepted have been thoroughly vetted.

Yoho's proposal follows measures proposed by two other Florida congressman aimed at barring Syrian refugees.

Rep. Tom Rooney, R-Okeechobee, is co-sponsoring a bill that would require Congress to sign off on future refugee resettlement programs in the U.S. Meanwhile, Rep. Curt Clawson, R-Bonita Springs, is proposing a measure that would ban the use of federal money to help relocate refugees until a satisfactory vetting system is in place.

Their efforts have joined a chorus of opposition to the Obama Administration's plans to admit as many as 10,000 refugees who are trying to escape the country's civil war. Gov. Scott has called for the federal government to intervene and block hundreds of refugees from coming to Florida. On Wednesday night, the governor doubled down on his opposition to the president's plan, expressing his concerns about the influx of refugees to Fox News anchor Sean Hannity.

"We already have said we will not accept the Syrian refugees. We want the federal government to slow down. We don't even know what is happening in Paris," Scott said in part.

Scott is one of more than two-dozen governors, mostly Republican, who oppose letting Syrian refugees into their states. Through Tuesday, 1,861 refugees from Syria had resettled in the United States since Jan. 1, including 104 in Florida, according to State Department records. 1 Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress assembled,

3 SECTION 1. SHORT TITLE. 4 This Act may be cited as the ‘‘Give States a Chance 5 Act of 2015’’.

6 SEC. 2. FINDINGS. 7 The Congress finds as follows:

F:\M14\YOHO\YOHO_068.XML 2 1 (1) On November 13, 2015, 3 teams of radical 2 Islamic terrorists staged coordinated attacks at 6 lo- 3 cations throughout Paris. 4 (2) ISIS leader Abu Bakr al-Baghdadi ordered 5 this cowardly attack on innocent civilians. 6 (3) At least one of the attackers carried a fake 7 Syrian passport and arrived among the refugees 8 from the Syrian conflict. 9 (4) The recent attacks in Paris illustrate the se- 10 riousness of the threats posed by extreme radical Is- 11 lamic terrorists groups and those sympathetic to 12 their cause. 13 (5) President Obama has stated that the 14 United States will take in at least 10,000 Syrian ref- 15 ugees. 16 (6) The potential of ISIS and other terrorist 17 groups inserting terrorists in the flow of refugees is 18 high, as demonstrated by the attacks in Paris. 19 (7) The governors of Alabama, Arizona, Arkan- 20 sas, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, 21 Kansas, Louisiana, Maine, Massachusetts, Michigan, 22 Mississippi, Nebraska, Nevada, New Hampshire, 23 New Jersey, New Mexico, North Carolina, Ohio, 24 Oklahoma, South Carolina, Tennessee, Texas, Wis- 25 consin, Wyoming, South Dakota, and Maryland al-

6 SEC. 3. AUTHORITY OF STATES TO REFUSE RECEIPT OF

7 REFUGEES.

8 (a) STATES AUTHORIZED TO ACT.—The Governor of 9 any State in which it is proposed to place or resettle a 10 refugee (as defined in section 101(a)(42) of the Immigra- 11 tion and Nationality Act (8 U.S.C. 1101(a)(42))) who is 12 an alien described in subsection (b) may refuse such place- 13 ment or resettlement if the Governor certifies that the 14 Governor— 15 (1) has not properly been informed of the in- 16 tended sponsorship process for the refugee; 17 (2) has determined that the proposed location 18 for the refugee within the State is inappropriate be- 19 cause the proportion of refugees and comparable en- 20 trants in the population in the location area is too 21 high; or 22 (3) is not reasonably satisfied that the refugee 23 does not post a security threat.

24 (b) ALIENS DESCRIBED.—An alien is described in 25 this subsection if the alien—

4 (c) LIMITATION ON LIABILITY.—A State may not be 5 held liable in any Federal civil action for any decision de- 6 scribed in subsection (a).

7 SEC. 4. REVIEW OF REFUGEES TO IDENTIFY SECURITY

8 THREATS.

9 (a) CERTIFICATION.—A covered refugee may not be 10 admitted to the United States until the Secretary of 11 Homeland Security, in consultation with the Attorney 12 General, the Director of the Federal Bureau of Investiga- 13 tion, and the Director of National Intelligence, certifies 14 to Congress that that covered refugee is not a security 15 threat to the United States.

16 (b) INSPECTOR GENERAL REVIEW OF CERTIFI-

17 CATIONS.—The Inspector General of the Department of 18 Homeland Security shall review 20 percent of all certifi- 19 cations made under subsection (a) each fiscal year.

20 (c) FBI BACKGROUND INVESTIGATION.—The Direc- 21 tor of the Federal Bureau of Investigation shall take all 22 actions necessary to ensure that each covered refugee re- 23 ceives a thorough background investigation prior to admis- 24 sion. A covered refugee may not be admitted until the Di-

3 (d) DEFINITION.—The term ‘‘covered refugee’’ 4 means any alien applying for admission to the United 5 States as a refugee who— 6 (1) is a national or resident of Iraq or Syria; 7 (2) has no nationality and whose last habitual 8 residence was in Iraq or Syria; or 9 (3) has been present in Iraq or Syria at any 10 time on or after March 1, 2011.

Dear Governor Scott,

It is with great urgency and concern that I am writing to ask you take a stand for the families, daughters and sons of our state of Florida. The current President spoke to the nation early today and actually referred in speech to the 22 year old American student and other young people in France who were summarily executed in horror as just a “set back.” To many, including me, that speech was just unbearable in the wake of the American and other lives already lost to these evil animals. The President scolded the good people of USA claiming we needed to “open our hearts” by taking in “Syrian Refugees” and stated that there paperwork will be thoroughly vetted. We have open hearts and that implication was faulty and insulting. FBI and others including Former CIA Al Qaeda Infiltrator say that vetting in a meaningful way is not possible. FBI has stated the Syrian refugees most often don’t have papers in some cases and some have gotten into the western world with phony licenses and passports. FBI is on the record stating Congress has been warned repeatedly that they cannot adequately verify these Syrian people and that a percentage of these violent evil criminals will be among them. ISIS has warned that over 4000 have been infiltrated among the refugees and that American Blood will be shed soon. Hillary Clinton stated that due to taking in Syrian refugees, that Jordan has been attacked and threatened. So carefully vetting is a sham. The President in his speech stated casually we will have more “set backs.” Well set backs he referenced are American lives and are not worth it when other actions can be taken. It is a careless and ill conceived plan. Florida has very vulnerable targets and it is a state that depends on its tourism. It is our home. It is a place that draws people to relax and vacation. To take any refugees from Syria would be to welcome terror and evil into our state and put the well being of our families last. You have always stood up for Florida families.

Governor Scott, I trust you will now do what is right for Florida families, daughters, sons and refuse any of these horrible ISIS infiltrated refugees into our home.

I beseech you with all that is good to please act in the interest of Floridians. No one else seems to be willing.

WHEREAS, we join all Americans to mourn with our French allies and stand in unity to condemn these acts of terror.

Ms. Boho, the daughter of the late Hungarian professor and anti-communist activist, Robert Boho (https://news.google.com/newspapers? nid=1946&dat=19861022&id=l1kiAAAAIBAJ&sjid=S6gFAAAAIBAJ&pg=6743%2C480353&hl=en) was seeking to come to the U.S.A. in order to begin humanitarian and higher educational work in finishing her B.A./B.S. while seeking to bring her late father's books, historical archives, etc. for inclusion in the Florida Holocaust Museum. She was to begin meeting with local leaders such as former Ambassador Mel Sembler, the National Republican fundraising chair during the Bush-Cheney era, along with other civic, higher educational and cultural leaders.

Since Ms. Boho's mother, the wife of the late Robert Boho, had shown 3400 Euros in her bank account, and since Andrea Boho was to be provided airfare, room and board as sponsored by my professional network (i.e. myself, the former head of the appellate section for the FL Bar, et al), I can only interpret your denial as a combination of political ideology, and possible socio-economic discrimination as based upon nation of origin.

Thus, since even Syrians with no money, and potential massive security gaps, are being admitted into the U.S. (un-vetted) I thus request either a refund of Ms. Boho's fees and/or a granting of non-immigrant visa status. Furthermore, if the oversight was more than accidental (e.g. any form of anti-Semitism since Ms. Boho is Jewish) then I would like to register an official complaint.

I will be sending a copy of this email to our Florida Governor Rick Scott who has just pledged to accept no Syrian refugees due to the security threats that such a potential "trojan horse" poses.

Republicans in Congress Intensify Push to Block Syrian Refugee Plan CBS News Rebecca Shabad November 17, 2015 Congressional Republicans will try to halt the Obama administration's plan to take in more Syrian refugees following the Paris terrorist attacks. As details trickled out over the weekend about the suspects behind Friday's attacks, authorities said it is believed that one of the eight terrorists involved had traveled from Syria and had posed as a refugee. That key detail has immediately sparked an uproar over President Obama's decision to accept at least 10,000 additional refugees from Syria into the U.S. over the next year. By Monday evening, more than a dozen governors -- including one Democrat -- said their states would refuse Syrian refugees or suspend their programs until the government conducts a full review of the vetting process. GOP presidential candidates and members of Congress quickly weighed in. "I call on you to temporarily suspend the admission of all additional Syrian refugees into the United States pending a full review of the Syrian refugee resettlement program," Rep. Michael McCaul, R-Texas, chairman of the House Homeland Security Committee, wrote in a letter to Mr. Obama. "Our nation has a proud tradition of welcoming refugees into our country, but in this particular case the high-threat environment demands that we move forward with greater caution," McCaul added. Sen. Ron Johnson, R-Wisconsin, the chairman of the Senate Homeland Security Committee, stopped short of calling for the plan to be suspended. Instead, he said he would hold the administration's "feet to the fire" to ensure anyone admitted as a refugee is properly vetted. Meanwhile, Sen. Congress may bar funding to bring Syrian refugees into U.S. USA Today Erin Moore November 16, 2015 WASHINGTON — Congressional Republicans moved Monday to try to block funding for President Obama's plan to bring more than 10,000 Syrian refugees into the U.S., reflecting growing concerns by lawmakers that those refugees could include Islamic State terrorists. At least one of the terrorists who attacked Paris on Friday reportedly entered Europe through Greece amid a group of Syrian refugees, sparking calls from congressional leaders to rethink the administration's $1.2 billion refugee resettlement plan. Obama has called for the U.S. to resettle at least 10,000 Syrian refugees during the 2016 fiscal year, which began Oct. 1.

Sen. Jeff Sessions, R-Ala., the chairman of the Judiciary Subcommittee on Immigration and the National Interest, sent a letter Monday to the Senate Appropriations Committee requesting that any upcoming spending bills require congressional approval for the president's refugee plan and for the funds to carry it out.

"The barbaric attacks in Paris — an assault on civilization itself — add immense new urgency," Sessions wrote.

Congress is expected to pass a sweeping "omnibus" spending bill by Dec. 11 to keep federal agencies running next year. Any language to derail Obama's refugee plan would be opposed by the White House, sparking a potential showdown over how to keep the government open.

Sessions and other GOP leaders said that the U.S. government cannot properly vet Syrian refugees because it cannot get information from the Syrian government about the background of its citizens. The U.S. government is backing moderate rebels against the government of Syrian president and dictator Bashar Assad. Roughly 11 million Syrians, almost half the nation's population, have fled their homes since the civil war broke out in 2011, and about 4 million have left their country.

The Obama administration has said that the refugees are being extensively vetted and that the U.S. should not turn its back on Syrian families fleeing for their lives. White House officials also say the U.S. must do its part to help its allies, which are taking in a much greater share of refugees. Germany alone has said it will take in more than 500,000 Syrians annually for the next several years. House Homeland Security Chairman Michael McCaul sent a letter to the president Monday calling on Obama to suspend the admission of all additional Syrian refugees into the U.S. pending a review of the resettlement program.

"We remain concerned that these resettlements are taking place without appropriate regard for the safety of the American people," McCaul, R-Texas, wrote.

McCaul's request echoed similar statements Monday from a growing list of Republican members of Congress. At the same time, at least 13 Republican governors vowed Monday not to accept Syrian refugees into their states in the wake of the Paris attacks.

Rep. Adam Schiff of California, the senior Democrat on the House Intelligence Committee, called on Congress to have compassion for the refugees and let them in.

"With reports of a Syrian refugee's passport at the scene of the stadium attack, some are already calling for an end to America's acceptance of any refugees fleeing the horrors of ISIS and the Assad regime," Schiff said Monday. "But to turn our backs on those escaping persecution, many of them religious minorities, runs counter to the proud and generous heritage of a United States that has always helped those in need during turbulent times."

Schiff said there is always some security risk when admitting refugees.

"And this is why the current crisis is a test of our character — a test I am confident we will meet with prudence, compassion and the bedrock core of American values, courage," he said.

White House Deputy National Security Adviser Ben Rhodes said Sunday that the U.S. government is carefully vetting all Syrian refugees.

"We have very extensive screening procedures for all Syrian refugees who come to the United States," Rhodes said on NBC's Meet the Press. "There is a very careful vetting process that includes our intelligence community, our counterterrorism center and the Department of Homeland Security."

Rhodes said the refugees include women, children and orphans.

"Let’s remember we’re also dealing with people who suffer the horrors of war," he said. "We can’t just shut our doors to those people. We need to do our part to take refugees in need."

Sessions said more refugees could be helped by establishing safe-zones in Syria or surrounding countries where they can go until they are able to return home safely.

"This is the strategy likeliest to produce long-term political reform in the Middle East," he wrote. "It is not sound policy to encourage millions to permanently abandon their homes."

Sen. Rand Paul, R-Ky., a candidate for the GOP nomination for president, said Monday that he is introducing a bill that would stop the federal government from issuing visas to people in countries with a high risk of terrorism until stronger screening procedures are in place.

"The time has come to stop terrorists from walking in our front door," Paul said.

A bill introduced in the House in July by Rep. Congress may bar funding to bring Syrian refugees into U.S. USA Today Erin Moore November 16, 2015 WASHINGTON — Congressional Republicans moved Monday to try to block funding for President Obama's plan to bring more than 10,000 Syrian refugees into the U.S., reflecting growing concerns by lawmakers that those refugees could include Islamic State terrorists.

At least one of the terrorists who attacked Paris on Friday reportedly entered Europe through Greece amid a group of Syrian refugees, sparking calls from congressional leaders to rethink the administration's $1.2 billion refugee resettlement plan. Obama has called for the U.S. to resettle at least 10,000 Syrian refugees during the 2016 fiscal year, which began Oct. 1.

Sen. Jeff Sessions, R-Ala., the chairman of the Judiciary Subcommittee on Immigration and the National Interest, sent a letter Monday to the Senate Appropriations Committee requesting that any upcoming spending bills require congressional approval for the president's refugee plan and for the funds to carry it out.

"The barbaric attacks in Paris — an assault on civilization itself — add immense new urgency," Sessions wrote.

Congress is expected to pass a sweeping "omnibus" spending bill by Dec. 11 to keep federal agencies running next year. Any language to derail Obama's refugee plan would be opposed by the White House, sparking a potential showdown over how to keep the government open.

Sessions and other GOP leaders said that the U.S. government cannot properly vet Syrian refugees because it cannot get information from the Syrian government about the background of its citizens. The U.S. government is backing moderate rebels against the government of Syrian president and dictator Bashar Assad. Roughly 11 million Syrians, almost half the nation's population, have fled their homes since the civil war broke out in 2011, and about 4 million have left their country.

The Obama administration has said that the refugees are being extensively vetted and that the U.S. should not turn its back on Syrian families fleeing for their lives. White House officials also say the U.S. must do its part to help its allies, which are taking in a much greater share of refugees. Germany alone has said it will take in more than 500,000 Syrians annually for the next several years.

House Homeland Security Chairman Michael McCaul sent a letter to the president Monday calling on Obama to suspend the admission of all additional Syrian refugees into the U.S. pending a review of the resettlement program.

"We remain concerned that these resettlements are taking place without appropriate regard for the safety of the American people," McCaul, R-Texas, wrote.

McCaul's request echoed similar statements Monday from a growing list of Republican members of Congress. At the same time, at least 13 Republican governors vowed Monday not to accept Syrian refugees into their states in the wake of the Paris attacks.

Rep. Adam Schiff of California, the senior Democrat on the House Intelligence Committee, called on Congress to have compassion for the refugees and let them in.

"With reports of a Syrian refugee's passport at the scene of the stadium attack, some are already calling for an end to America's acceptance of any refugees fleeing the horrors of ISIS and the Assad regime," Schiff said Monday. "But to turn our backs on those escaping persecution, many of them religious minorities, runs counter to the proud and generous heritage of a United States that has always helped those in need during turbulent times."

Schiff said there is always some security risk when admitting refugees.

"And this is why the current crisis is a test of our character — a test I am confident we will meet with prudence, compassion and the bedrock core of American values, courage," he said.

White House Deputy National Security Adviser Ben Rhodes said Sunday that the U.S. government is carefully vetting all Syrian refugees.

"We have very extensive screening procedures for all Syrian refugees who come to the United States," Rhodes said on NBC's Meet the Press. "There is a very careful vetting process that includes our intelligence community, our counterterrorism center and the Department of Homeland Security."

Rhodes said the refugees include women, children and orphans.

"Let’s remember we’re also dealing with people who suffer the horrors of war," he said. "We can’t just shut our doors to those people. We need to do our part to take refugees in need."

Sessions said more refugees could be helped by establishing safe- zones in Syria or surrounding countries where they can go until they are able to return home safely.

"This is the strategy likeliest to produce long-term political reform in the Middle East," he wrote. "It is not sound policy to encourage millions to permanently abandon their homes."

Sen. Rand Paul, R-Ky., a candidate for the GOP nomination for president, said Monday that he is introducing a bill that would stop the federal government from issuing visas to people in countries with a high risk of terrorism until stronger screening procedures are in place.
