PURPOSE AND PLAN DESIGN Purpose and Plan Design This document represents the latest revised Comprehensive Development Plan for the City of Newark. The revised Comprehensive Development Plan consists of a fully updated and revised Adjacent Areas Land Use Plan, adopted by the City of Newark Council on March 12, 1979; a revised and updated where appropriate Comprehensive Development Plan II, adopted by the City of Newark Council on June 22, 1987 and a revised and updated Newark Adjacent
