SUPPORTING SUBMISSION OF HIGH PRIORITY PROJECTS FOR CONSIDERATION OF FUNDING IN THE UPCOMING UNITED STATES SURFACE TRANSPORTATION BILL TO BE KNOWN AS MOVING AHEAD FOR PROGRESS IN THE ST CENTURY MOTION SUPPORTING RESOLUTION ADOPTED MR MUDD Today s commission meeting is an advertised meeting It s out not a workshop It s an advertised meeting The advertisement went on the agenda and this went out on the nd of April sic The agenda includes but is not limited to a presentation by the Rural Land Stewardship Area Review Committee of its five year review of the Rural Land Stewardship Area and the proposed Collier County transportation reauthorization bill projects and accompanying resolution And what we to ve done is to try to get that portion of the business which has do with the transportation reauthorization Map request togo first before take a short period of time before we and it should Page April we then on Rural Land Stewardship Area go forward and start the board s meeting the and the recommended changes The first thing on the agenda is an executive summary in your packets It proposed Collier s a recommendation to review and approve the five County transportation reauthorization bill projects and request for appropriations for the Immokalee Airport through the Federal AviationAdministration FAA which will be presented to Congressman Mario Diaz Balart and Congressman Connie Mack by their April deadline for federal funding considerations by the House Transportation and Infrastructure Committee and also approve the accompanying resolution What State Road interchange going through Lehigh Acres the bypass to is because that project has done a PD to have E study through Congressman Mack s office and that would help both congressmen working the same particular issue in the same regard That would be number three Page April Number four isthe State Road and U S interchange We ve got a deficient sector section of roadway approximately two and a half to four miles from going east that needs to be go from two lanes lanes And then you have that wonderful intersection that everybody holds their breath in when they make the turns in order to go either coming into Naples and from the east down to Marco Island or from Marco Island or going north And the ultimate configuration of that particular item would be agrade separated overpass and we basically workshop vetted that with Congressman Diaz Balart during his inwhich Madam Chair Commissioner Henning and Commissioner Halas were in attendance The number the number five or number five on our list is the Camp Keais roadway improvements It s fortuitous that we received some stimulus grant information that in the country whereby talks about areas of aparticular county the county their demographics don t seem to equate within rest if you start looking and or the state and or the of America And in Immokalee they don t at the annual income of some of the residents meet the standard that they do in Naples and or in Fort Myers or whatever So that puts us at great you know you kind of say well we could do better but the good news is it made it made the characteristics of that particular grant and makes us able to apply The other issue had to do in that grant application with granting access to Indian reservations Lo and through Immokalee behold Camp Keais Road from Oil Well Road up and their brand new goes right in front of the Seminole reservation casino If we can be a participant in that grant application we from can receive up to percent of the cost of building that roadway the federal stimulus project therefore it s on number five We meet the characteristics and we meet the eligibility criteria and we re and all working with our EDC the CRA out in Immokalee bringing of that information to bear so Page April that we can basically get it presented to our congressmen and to that subcommittee in Congress so that we can be right up there in at least on the list to get after the Map issue for Camp Keais Last but not least is the Immokalee Airport Airports are fickle beasts okay because they basically are all the way FAA funding They re not a straight transportation project but it is a transportation aspect ie airplanes airports now you transload trucks cars go there and so you have that intermodal piece to it but it doesn t necessarily fit the defined definitions of this Map But we got Congressman Mario Diaz Balart during the workshop to support us aswe fill out our FAA grant application when that monies get put aside so that we can spotlight Immokalee and put it in the best possible light so we could get the FAA grants And he agreed during that workshop that he would go arm in arm with you and with me to go to the FAA folks and try to get break that logjam so that we can get those much needed dollars out there to get that Immokalee Airport improvement that we needed to have So what you have before you is five transportation projects through which Ive described that we will putforward with your blessings and your approval in front of that subcommittee to both congressmen and we will have number six as a priority list

Economics is fundamentally about incentives, so a study of the economics of digital preservation should begin with an examination of the incentives to preserve. Securing the long-term viability and accessibility of digital materials requires an appropriate allocation of incentives among key decision-makers in the digital preservation process. But the circumstances under which digital preservation takes place often lead to a misalignment of preservation objectives and incentives. Your obsession with helping our learners achieve their goals in and out of the classroom will continue to change their lives and family trees. I also want to share some insights I gained recently from a variety of meetings I’ve attended as either the Governor’s appointed representative to the Woodrow Wilson Foundation Fellows or as the newly-elected president of the Council of Pennsylvania Community College Presidents. ALIGNING K-12 and POST-SECONDARY EDUCATION In aligning K-12 and post-secondary education, the research has shown that it is generally “better to have been born wealthy than to be have born smart” for $1.3 billion will be spent on remedial classes, annually, and these classes will be taken disproportionately by underrepresented learners. Only 10% of these learners will graduate on time. In Tennessee, for example, math remediation now happens in the senior year of high school. In five years, seniors requiring remediation went from 73% to 58%. In a study I read recently, it showed a significant number of Americans viewed higher education as irrelevant is because the public links degree attainment to career opportunities.     THE A.M.A. AND THE SUPPLY OF PHYSICIANS* RBEN A. Kssmi INTRODUCTION This paper deals with two related topics: first, the role of the American Medical Association (AMA) in determining the rate of output of physicians and, as a con- sequence, the current stock of physicians, and, second, the role of organized medicine -that is, the AMA-in circumscribing the choice of contractual relationships be- tween physicians and their patients. Because it is my thesis that the famous Flexner report of igio constituted the key to achieving control over the output of physicians by the AMA, a substantial portion of this paper is devoted to this report and its implications for understanding how our society produces physicians. The history of public intervention in the market for medical services can be con- veniently divided into two periods. The earlier begins with the publication of the Flexner report and ends with the conclusion of World War II. During this period, public intervention in the market for medical services had its principal effect on the supply of physicians' services. Organized medicine-again, the AMA-, using powers delegated by state governments, reduced the output of doctors by making the grad- uates of some medical schools ineligible to be examined for licensure and by reducing the output of schools that continued to produce eligible graduates. This led to the demise of the schools producing ineligible graduates, since training doctors was their raison d'tre. For the surviving schools, their costs of producing doctors increased enormously. The later period, which begins with the end of World War II and continues to the present moment, may be characterized as a period when governmental inter- vention, through programs such as Kerr-Mills, Medicaid, and Medicare, operated to increase the demand for the services of doctors.
