20 NOV 2001 Agong-Critical KING IN CRITICAL CONDITION BUT STABLE, ISTANA NEGARA SAYS KUALA LUMPUR, Nov 20 (Bernama) -- The Yang di-Pertuan Agong Sultan Salahuddin Abdul Aziz Shah, who is being treated further at the Gleneagles Intan medical centre here, is in critical condition but is still stable, an Istana Negara statement said today. "According to medical specialists treating his majesty, the King is now in critical condition and requires intensive care. However his majesty is still stable," said the statement signed by Istana Negara coordinator Datuk Ishak Ahmad. Sultan Salahuddin is undergoing further treatment at the medical centre since Sunday upon being treated for almost two months at the Mount Elizabeth Hospital in Singapore. "Let us all Malaysians pray to God the Almighty for his majesty's well-being and recovery," the statement said. According to the statement, Sultan Azlan Shah of Perak and the Raja Permaisuri of Perak Tuanku Bainun, the Raja Muda of Perak and the King's son the Regent of Selangor were among the Malay Rulers who visited his majesty today. Yesterday's visitors include the Deputy Yang di-Pertuan Agong Sultan Mizan Zainal Abidin and Permaisuri Nur Zahirah, the Yang Dipertuan Besar Negeri Sembilan Tuanku Ja'afar and Tuanku Ampuan Najihah, the Prime Minister Datuk Seri Dr Mahathir Mohamad and wife Datin Seri Dr Siti Hasmah Mohamed Ali. The Menteri Besar of Selangor Datuk Seri Dr Mohamad Khir Toyo and wife Datin Zaharah Kechik had also visited the King. His majesty continued to receive a stream of visitors up till late afternoon, including members of the royalty notably his younger brother Tengku Besar Putra Azam and the Tengku Mahkota of Pahang Tengku Abdullah Sultan Ahmad Shah. -

4. Malaysia Dagmar Hellmann-Rajanayagam* I. Introduction Malaysia has become one of the major political players in the South-East Asian region with increasing economic weight. Even after the economic crisis of 1997–98, despite defence budgets having been slashed, the country is still deter- mined to continue to modernize and upgrade its armed forces. Malaysia grappled with the communist insurgency between 1948 and 1962. It is a democracy with a strong government, marked by ethnic imbalances and affirmative policies, strict controls on public debate and a nascent civil society. Arms procurement is dominated by the military. Public apathy and indifference towards defence matters have been a noticeable feature of the society. Public opinion has disregarded the fact that arms procurement decision making is an element of public policy making as a whole, not only restricted to decisions relating to military security. An examination of the country’s defence policy- making processes is overdue. This chapter inquires into the role, methods and processes of arms procure- ment decision making as an element of Malaysian security policy and the public policy-making process. Syafiq BORHANNUDDIN1 Abstract This paper explores some key insights and lessons from Royal Professor Ungku Abdul Aziz bin Ungku Abdul Hamid (born 1922 – present), a celebrated academician in Malaysia, on development. Drawing from Ungku Aziz’s main articles, papers and books, the paper attempts to make wider connections with regards to Ungku Aziz’s endeavour in development. This paper sheds new light and draw lessons on the meaning of ‘development’ and its implications to the Muslim community. The main finding indicated that Ungku Aziz had creatively interpreted ‘development’ geared towards the needs of the local community away from the Western-centric notion and ideals. It is not mere imitation of modern Western conception of ‘development’, nor is it a wholesale rejection of it, but it is a creative interpretation that takes into consideration the economic reality as well as the spiritual, social and cultural well being of the local community. This study also revealed that the Ungku Aziz’s conception of ‘development’ has significant relationship with the right theological and civilizational interpretation of the religion of Islam. This paper contends that Ungku Aziz’s conception of ‘development’ should be expanded further using the right religious and civilizational framework as part of the continuous civilizing process of the Muslim world. Ia menegaskan bahawa sesuai dengan perubahan sosio-politik, ‘bidang makna’ yang berkaitan konsep ‘intelektual’ dan lokasi sosial sebenar para intelektual itu sudah mengalami perubahan besar sepanjang abad dua puluh. Ini menimbulkan cabaran kepada sejarahwan yang ingin melihat masa lampau dengan kaca mata masa kini tetapi yang sepatutnya perlu difahami dengan tanggapan yang ikhlas sesuai dengan masanya. Selain itu, ia juga menimbulkan cabaran kepada penyelidik sains sosial untuk mengelak dari mengaitkan konsep masa lampau kepada konsep masa terkini supaya dapat memahami sumbangan ide dan kaitannya kepada masa lampau. Sehubungan itu, makalah ini memberi bayangan sekilas tentang persekitaran, motivasi dan sumbangan beberapa tokoh intelektual yang terkenal di Malaysia. Kata kunci: A Samad Ismail, intelektual, wacana, Alam Melayu ABSTRACT This paper focuses on the discourse in Malaysia concerning intellectuals. It asserts that in concert with political and sociological changes, the ‘field of meanings’ associated with the concept of ‘the intellectual’ and the actual social location of intellectual actors have undergone considerable change during the twentieth century. This flags the challenge for historians who are telling today’s stories about the past in today’s terms, but who have to try to understand that past on its own terms. Further, it flags the challenge for social scientists to not merely appropriate the concepts of past scholars in tying to understand the present, but rather to also understand the context in which those ideas had relevance. -

There is also the issue of the missing Judges' Code of Ethics 2008, which we have yet to see. There are several short-comings with the bill. The first is that there is no procedure for lodging a complaint against a judge. And in terms of accountability, there should be a requirement for the publication of an annual report with the number of complaints lodged, how many are disposed of and action taken on a no-name basis. lf one were to compare this with other jurisdictions in terms of international best-practices, for example, the United States, Britain, Australia and Canada, these are the basics that they have in their judicial conduct process. Ungku Abdul Aziz, affectionately known as Pak Ungku, reportedly breathed his last at about 4pm at a private medical centre here due to old age. He was 98. News of Ungku Abdul Aziz’s demise affected many, especially Universiti Malaya, which is synonymous with the late academician. Through its official Facebook page, the university described the passing of Ungku Abdul Aziz, its longest-serving vice-chancellor for 20 years, as an irreplaceable loss. Many have described his death as a great loss to the country for he had contributed in various fields including education, economy, poverty eradication and the national cooperatives movement. The deeds and contributions of Ungku Abdul Aziz to Muslims and Malays economically were second to none as he was instrumental in the establishment of Lembaga Tabung Haji (formerly Prospective Haj Pilgrims Fund Corporation) in November 1962. 1 Ungku Abdul Aziz, who was born on Jan 28, 1922 in Hampstead, London, received his early education at Bukit Zaharah English School and Sultan Abu Bakar College in Johor Bahru. In 1940 he served as an officer on probation under the Johor government Malay officials scheme and was sent under a scholarship to Raffles College in Singapore a year later. -
