A recent Urban Land Institute and National League of Cities supported a study of downtown Rochester, NY identified an immediate need to re-activate the Genesee Riverfront and Main Street to target diverse young adults and bring vibrancy to the fronts of downtown buildings. Critical to re-activating Rochester’s downtown is giving the job to rebuild it to the people who need the work the most. Thanks to the efforts of the Governor’s Rochester Anti-Poverty Task Force and the local Rochester Monroe Anti-Poverty Initiative (RMAPI), the anti-poverty program pilot area is adjacent to Rochester’s downtown district. The program will provide employment supports (e.g. daycare and transportation) to stabilize families and connect them to Rochester’s downtown success. Rochester’s downtown district, the Center City District (CCD), is experiencing dramatic residential growth. Developers partnered with government to create new living spaces within iconic buildings. Despite the 1.7 million people visiting the district annually and record investment in downtown growing high tech firms, retail and walkable amenities do not support 18 hours of activity. Foot traffic by young adults connecting downtown living and work will bridge the gap between living and work that exists in downtown Rochester, NY.     September SRB Meeting Notes – Jennifer Walkowski LE ROY DOWNTOWN HISTORIC DISTRICT Sponsor: Le Roy Business Council Funding: Preserve NY Grant POS: 1811-1963 SLIDE 1: Intro The Le Roy Downtown Historic District is significant as a highly intact collection of residential and commercial buildings that reflect the evolution of the primary traffic artery through Le Roy, demonstrating its growth from frontier settlement to a bustling community in the twentieth-century. The Le Roy Downtown Historic District is eligible under Criterion C in the area of Architecture and Criterion A in the areas of Commercial and Social History. Main Street anchored early commercial and residential development in the Village of Le Roy, and it remains the primary thoroughfare and commercial corridor of the town. The district contains a variety of buildings that reflect the evolution of popular architectural styles from the early nineteenth through the mid-twentieth century. SLIDE 2: Map Early settlement in Le Roy clustered toward the eastern end of the historic district, nearest to Oatka Creek, which powered the mills that drove the town’s early industry. Commercial development started adjacent to these early mills, while residential settlement spread in a linear pattern along what became known as Main Street. Because the Main Street corridor remained a 1 primary focus of investment and development as the village evolved and flourished in the nineteenth and twentieth centuries, buildings in the district represent a wide variety of eras, from the earliest settlement before the Village of Le Roy was officially organized to the automobile-centric recent past. Branding, anchored by the management expertise and distribution power that operators bring to a hotel property, is becoming more and more critical. In the face of increasing competition, non-branded properties often perform at a discount to their branded peers due to lack of awareness and quality assurance. Running a hotel is no easy task and owners have a tendency to view operators’ fees as unjustified for the value they deliver. It is essential that owner and operator align their interest from very early in the process and work towards a common goal, rather than start their long-term relationship from conflicting standpoints.

Modern policing develops a culture of rewarding silence. There needs to be a negotiation with the police unions to not only prevent officers from being rehired, but also come up with a form of licensure for officers so that if they violate the terms of their duty then they have their license revoked.
