The District Agenda is comprised of five different sections: The meeting will begin promptly at 7:00 p.m. with the first section which is called Audience Comments. The Audience Comments portion of the agenda is when individuals may comment on matters that concern the District. Each individual is limited to three (3) minutes for such comment. The Board of Supervisors or Staff is not obligated to provide a response until sufficient time for research or action is warranted. IF THE COMMENT CONCERNS A MAINTENANCE RELATED ITEM, THE ITEM WILL NEED TO BE ADDRESSED BY THE DISTRICT MANAGER OUTSIDE THE CONTEXT OF THIS MEETING. The second section is called Business Administration. The Business Administration section contains items that require the review and approval of the District Board of Supervisors as a normal course of business. The third section is called Business Items. The Business Items section contains items for approval by the District Board of Supervisors that may require discussion, motion and votes on an item-by-item basis. Occasionally, certain items for decision within this section are required by Florida Statute to be held as a Public Hearing. During the Public Hearing portion of the agenda item, each member of the public will be permitted to provide one comment on the issue, prior to the Board of Supervisors’ discussion, motion and vote. Agendas can be reviewed by contacting the Manager’s office at (813) 533-2950 at least seven days in advance of the scheduled meeting. Requests to place items on the agenda must be submitted in writing with an explanation to the District Manager at least fourteen (14) days prior to the date of the meeting. The fourth section is called Staff Reports. This section allows the District Manager, Engineer, and Attorney to update the Board of Supervisors on any pending issues that are being researched for Board action. The final section is called Supervisor Requests. This is the section in which the Supervisors may request Staff to prepare certain items in an effort to meet residential needs. Public workshop sessions may be advertised and held in an effort to provide informational services. These sessions allow staff or consultants to discuss a policy or business matter in a more informal manner and allow for lengthy presentations prior to scheduling the item for approval. Typically no motions or votes are made during these sessions. Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this meeting is asked to advise the District Office at (813) 533-2950, at least 48 hours before the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service at 7-1-1, who can aid you in contacting the District Office. Any person who decides to appeal any decision made by the Board with respect to any matter considered at the meeting is advised that this same person will need a record of the proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which the appeal is to be based. Minor shoreline weeds anticipated in between treatment periods were observed along the shorelines, which will be treated during our routine maintenance visits. 2 Pond #2 was identified with minimal Torpedograss extending from the shoreline, which will be targeted during our routine scheduled visits. Positive results may be expected within 14-21 days following treatment. 9/15/2017 3 No issues were observed during today's inspection of Pond #3! 4 Moderate Planktonic Algae was identified along the perimeter of Pond #4, which will be targeted during our upcoming routine visits. Algae is expected to clear within 10-14 days following treatment. 9/15/2017 5 Pond #5 looked good during today's inspection. 6 Mitigation Site #6 continues to thrive with native species, which consisted of over 95% of the observed vegetation! The minor overgrowth identified along the perimeter (top right) will be treated during our upcoming routine visits. 9/15/2017 7 Pond #7 looked good, with minimal Torpedograss identified among the native vegetation, which will be spot-treated during our routine maintenance visits to reduce collateral damage to the native species. 8 Today's inspection revealed minor Torpedograss extending from the shorelines of Pond #8, which will be targeted during our upcoming routine visits. Positive results may be expected within 14-21 days following treatment. 9/15/2017 Mira Lago West CDD Waterway Inspection Report Management Summary The Mira Lago West CDD continues to look great following our routine maintenance visits! Of the 8 sites, only Pond #4 was observed with Algae, likely a result of the large influx of storm water runoff produced by Hurricane Irma earlier this week. Algae is often anticipated following extended rain events due to the influx of nutrients transported from landscapes, which contain pesticide residues, fertilizer, and pet waste. The moderate Planktonic Algae within Pond #4 will be targeted during our upcoming routine visits, and is expected to clear within 10-14 days following Algaecide application. The dissolved oxygen (D.O) level of each pond is graded on a scale of 0-10, with 0 being anoxic conditions and 10 being the highest dissolved oxygen. The D.O levels for the ponds are as follows: Pond #1: 9.35 mg/L Pond #2: 7.63 mg/L Pond #3: 8.87 mg/L Pond #4: 16.66 mg/L Pond #5: 6.2 mg/L Pond #7: 7.6 mg/L Pond #8: 11.96 mg/L The high D.O levels noted within Pond #4 may be a result of the Planktonic Algae identified along the perimeter, which may temporarily elevate Oxygen levels via photosynthesis. Mitigation Site #6 looked good during today's inspection, with high volumes of native species observed throughout the entire site! Mitigation Sites play an important role in Florida communities, especially in their ability to control flooding in highly developed areas. As more impermeable surfaces become established on Florida soils (such as houses and roads), fewer areas become available for water to percolate through; this inadvertently increases the risk of flooding. These natural areas are designed to collect and redirect runoff to larger bodies of water, such as the Hillsborough River. In addition to flood control, these wetlands play a vital role in trapping and breaking down pollutants. As storm water runoff meanders through the thick vegetation of a Mitigation Site, pollutants such as fertilizers and heavy metals become sporadically deposited within
