1 Introduction

1.1 Project Description and Site Location This Species Management Plan (SMP) has been prepared to be assessed and approved by the Department of Environment and Heritage Protection (EHP) as a Species Management Program under the Nature Conservation Act 1992 (NCA), and generally is setout in accordance with the EHP Guideline “Developing a Species Management Program”.

The subject site is located immediately south of the Caloundra-Mooloolaba Road and is accessed from Springs Drive. The project area is part (Lot 607) of lands already approved to be developed as part of a larger residential development, the Meridan Springs residential estate (refer Figure 1). This residential estate has been progressively constructed and is now 80% complete. The final area is described as Lot 607 on SP272654 and is 3.985ha in size.

1.2 Project Approvals Context The subject site has previously achieved development approval for residential development and included a planned Community Centre for Lot 607 on SP272654. The application for the final layout of this Community Centre was not successful, and is now proposed to be developed as residential housing. Elements of the former Community Centre proposal required a significantly larger footprint than the current proposal, (mostly for recreational use and bushfire protection requirements outside of Lot 607). Now that the use of the land has been revised, this will enable all remnant vegetation presently on the site to be retained without disturbance. This confines site disturbance to the original approved development footprint area of 3.985ha and retains all remnant vegetation in the dedicated environmental park area of 20.67ha.

Ecological assessment reporting identified the presence of Wallum Froglets (Crinia tinnula ) (listed Vulnerable Nature Conservation Act 1992 (NCA ), during the original development proposals for the site in 2007 (refer Litoria Consulting 2007), and as part of the 2015 application process for the Community Centre (refer Stringybark Consulting 2015, Appendix A– Baseline Survey Mapping).

1.3 Legislative Framework The Wallum Froglet-(Crinia tinnula) is currently listed as Vulnerable pursuant to the NCA. Under the NCA and subordinate regulation the Nature Conservation (Wildlife Management) Regulation 2006 (NC Reg 2006), it is an offence to tamper with an animal breeding place that is being used by a protected animal unless the tampering is part of an approved species management program (S332 (4)).

As defined by the EHP guideline, the purpose of an SMP is to:

• Assess the threats to native animal breeding places resulting from a planned activity. • Incorporate management actions that will avoid or minimise both the immediate and the long term impact of the activity on the species population and its habitat. • Set monitoring and reporting requirements that demonstrate the management actions in the SMP are effectively implemented and produce the intended results.

The species is not considered EVNT wildlife under the Federal legislation the Environment Protection and Biodiversity Conservation Act 1999.

stringybark consulting Species Management Plan - (Crinia tinnula) Lot 607 on SP272654 Meridan Springs PF1405-3 2 2 Species Profile – Wallum Froglet ( Crinia tinnula ) The Wallum Froglet ( Crinia tinnula ) is a small terrestrial ; adults range between 16-22mm. A median of white dots on the throat can help distinguish C. tinnula from others Crinia species. Crinia tinnula breeds in shallow tannin stained acidic (pH < 6.0) ephemeral water bodies after rain events all year round. C. tinnula can be found in drainage lines of coastal sedgelands, heathlands, Melaleuca forests, acid pets, bogs and wallum swamps on low nutrient sandy soils. The species has also been recorded breeding in wallum habitat which has been disturbed by four wheel drives and/or disturbed by fire. Eggs are known to be laid singly or in clumps on reeds, leaves or twigs, often submerged within ephemeral pools or marsh areas.

On the Sunshine Coast surrounding the subject site, the species is found in many high quality and usually undisturbed wetland habitats along the coastal plain including at Pelican Waters, Little Mountain, Meridan, Palmview, Mooloolah River National Park, and Coolum.

2.1 Summary of Site Assessment and Known Population Survey conducted on the 22 nd August 2015 confirmed the previous survey findings of Crinia tinnula - Wallum Froglet on the site. Survey yielded approximately 90 calling individual male Crinia tinnula - Wallum Froglet located across a range of wet heath and sedge habitats within the study area and immediately to the north of the study area adjacent to the Caloundra- Mooloolaba Road (within the survey Lot 603).

Animals were located within the proposed development footprint areas as well as the adjacent remnant vegetation and wetland habitats (refer Appendix A– Baseline Survey Mapping

The species is known to be opportunistic during breeding events and is likely to move out into open cleared areas when surface water conditions are appropriate. There is also evidence to suggest from other projects and studies that populations of the will contract to adjacent more suitable wetter habitats during the dry season (Ed Meyer personal communications).

4.1 Known Threats upon the Species The National Recovery Plan for the Wallum Sedgefrog and other wallum-dependent frog species identifies the following specific threats to the species;

• Habitat Loss from land management practices or vegetation clearing

• Habitat degradation from changes in hydrology, physical damage and changes to water quality such as eutrophication and pollution

• Habitat fragmentation from vegetation clearing

• Inappropriate fire regimes

• Predation by introduced fish (such as Gambusia holbrooki )

• Use of mosquito control agents

• Feral pig damage to wetland habitats

• Exotic disease such as chytrid fungus Batrachochytrium dendrobatidis

• Vehicular traffic mortality for roads which bisect habitat areas

4.2 Description of Anticipated or Potential Site Impacts

4.2.1 Vegetation Clearing The proposed development is not anticipated to require the clearing of any existing remnant vegetation on site where the Wallum Froglet has been recorded. Frogs were recorded throughout the development footprint area of Lot 607 including access tracks and wheel tracks left from site machinery (refer Appendix A– Baseline Survey Mapping). The movement of the Wallum Froglet out into disturbed areas including vehicle access tracks and wheel ruts is common behavior during breeding conditions. Re-clearing (slashing) of regrowth heath and sedgeland identified as habitat within the existing site footprint ( Lot 607) is ongoing.

4.2.2 Earthworks and Drainage Excavation and the placement of fill is required within the proposed development footprint area which includes some areas where Wallum Froglet were detected during the 2015 survey. There is potential for the proposed development to impact on the existing population through the initial disturbance of areas presently used by the species and also in the longer term in relation to changes of hydrology and water chemistry. Formalized drainage lines may also provide a habitat opportunity for species such as Cane Toads ( Rhinella marina ) and Mosquito Fish ( Gambusia holbrooki ) to impact upon habitat, particularly if these drainage lines provide semi-permanent water.

stringybark consulting Species Management Plan - (Crinia tinnula) Lot 607 on SP272654 Meridan Springs PF1405-3 5 4.2.3 Acid Sulfate Soils The treatment of acid sulfate soils to counteract the production of sulfuric acid is often achieved through the addition of lime. Runoff from treated soils often increases the pH of surrounding surface waters. The Wallum Froglet is restricted to acidic environments and elevation in pH caused by liming can have detrimental effects on the species. Should the treatment of acid sulfate soils be required on the site, further investigation and reporting is required to determine how treatment can occur without allowing impacts upon the adjoining areas surface water and soil chemistry.

4.2.4 Other Impacts Vehicular or pedestrian recreational access to the remnant vegetation areas is not anticipated as part of the development – beyond the existing constructed walking and fir access track. Therefore the potential for impacts from ongoing trampling of habitat is not anticipated. The remnant vegetation areas are subjected to impact from the Caloundra – Mooloolaba road already constructed by Main Roads. Habitat fragmentation and further potential impacts from vehicular traffic mortality upon wildlife, is not considered to be a potential impact as the arrangement of the site does not bisect habitat and road frontage to the remnant vegetation (within the development for Lot 607) is not proposed.

The following actions and site measures are prescribed for the project in accordance with the principles of adaptive management. This involves continually monitoring a process to evaluate potential risk (in this case to breeding habitat) and following the process of identifying, avoiding, mitigating and offsetting likely impacts from the activity.

Avoidance (design phase) The proposed site use has been redesigned and the nature of use for the site has changed allowing retention of a larger undisturbed area of remnant and high quality regrowth vegetation (identified during survey to be core habitat for the species).

The original development proposal was to develop a community centre including sporting ovals, recreational use areas and carparks in some of the regrowth and remnant vegetation areas.

The present development proposal is now to develop the site for housing lots within the existing cleared footprint area (Lot 607 on SP272654) only.

Avoidance (clearing) No clearing of remnant vegetation identified as core habitat is proposed.

Re-clearing (slashing) of regrowth heath and sedgeland identified as habitat within the existing site footprint (Lot 607 on SP272654) is ongoing.

The development footprint area is 3.985ha and contains regrowth wet heath and sedges which is managed by slashing. All remnant vegetation is retained in the dedicated environmental park area of 20.67ha. Approximately 6ha of the 20.67ha environmental park is acknowledged as suitable habitat for the Wallum Froglet and has previously been identified during survey as containing the species.

Avoidance (adaptive Works within Lot 607 on SP272654 development footprint area should avoid management) breeding seasons and if detections of the frog are made a procedure of capture and release OR works rescheduling to avoid breeding conditions shall apply.

Retention of habitat Retention of all remnant vegetation (core habitat area) is proposed.

Retention of regrowth wet heath and sedgeland within the 20.67ha environmental park is acknowledged as suitable habitat for the Wallum Froglet and is proposed to be retained without disturbance.

Areas of previously disturbed sedgeland and wet heath identified as habitat within the existing site footprint is proposed to be disturbed/developed.

stringybark consulting Species Management Plan - (Crinia tinnula ) Lot 607 on SP272654 Meridan Springs PF1405-3 7 Seasonal considerations Site disturbance for filling works is to be programmed following extended dry periods from September to December to avoid disturbance of Wallum Froglet. Wallum Froglet typically is most active during breeding events from Autumn to Winter but has been recorded throughout the year if meteorological and site conditions are appropriate (typically protracted rainfall events >40mm providing extended periods of surface pooling of 3 -5 days).

Works on the site to disturb ground must only commence following a minimum of four (4) weeks since the last recorded rainfall event which resulted in protracted surface water pooling to occur on the site.

Works on the site to disturb ground must not take place between Autumn and Winter which is identified as peak breeding season.

Should significant rainfall events >40mm occur once filling works have commenced, the project ecologist must inspect the site and confirm an appropriate start date for recommencement to minimize the potential for disturbance to individual animals which may have re-entered the work site.

Protection Measures & Site filling works are proposed to be staged from the existing spoil pile in the Staging southern corner of Lot 607 on SP272654 and proceeding north and north west. This will assist in the promotion of egress of wildlife from the footprint areas into core habitat remnant vegetation areas adjacent.

No frog fencing or exclusion fencing is appropriate or anticipated to be beneficial for this project due to the arrangement of the site and the anticipated direction and staging of the disturbance.

Acid Sulfate Soils Further investigation and reporting is required to determine if ASS treatment is required and/or how treatment can occur without allowing impacts upon the adjoining areas surface water and soil chemistry.

Replacement/translocation No disturbed or open areas exist in the dedicated environmental park area of of breeding structure 20.67ha, which would be suitable to receive any translocated materials. Approximately 6ha of the 20.67ha environmental park is acknowledged as suitable habitat for the species, and is to be retained.

The translocation of topsoils from within Lot 607 is proposed to be undertaken for salvage. Approximately 3000m3 is expected to be available for translocation (2Ha @ 150mm approx. depth). As no cleared area is available on site as a translocation receiving site, this is proposed to be provided on adjacent cleared land presently part of Sunshine Coast Council reserve. The material will be provided by the developer for use by Sunshine Coast Council to rehabilitate a portion of existing adjacent environmental reserve (location to be identified).

The receiving site arrangements including management and monitoring are to be determined and anticipated to be provided by Sunshine Coast Council.

stringybark consulting Species Management Plan - (Crinia tinnula) Lot 607 on SP272654 Meridan Springs PF1405-3 8 Offset plan (as required) The habitat being disturbed is a previously cleared mix of regrowth wallum, sedge communities and disturbed areas (access tracks, spoil piles). Provision of offset of this habitat quality and arrangement is not feasible within park reserve on the site which contains higher value remnant vegetation.

Contributing to the offset will be the anticipated translocation of approximately 2Ha @ 150mm approx. depth from the development footprint Lot 607. Final details of the offset receiving site arrangement, management and monitoring is to be confirmed with Sunshine Coast Council.

Spotter Catcher Immediately prior to works commencing and during works a spotter catcher will be available on site to undertake searches for fauna and provide a spotter catcher role as required. As no standing native vegetation is proposed to be cleared, this is anticipated to be limited in scope.

Site Training/Notification A copy of this Species Management Plan is to be available in the construction site Procedure office at all times. The site construction manager and foreman will be advised by the Project Ecologist as part of Site Induction – Prior to Earthmoving or Excavation Works occurring on the site.

7.1 Pre-disturbance Requirements

7.1.1 Baseline Survey Ecological assessment reporting undertaken by Stringybark Consulting in September 2015 concluded that the Lot 607 on SP272654 area displays “wide spread historical disturbance, clearing and spoil deposition” but that despite this the area “also displays very high floristic diversity and only patchy distribution of weed species according to degree of disturbance”. The report goes on to confirm that “despite the history of disturbance, this regrowth wet heath system displays a high degree of resilience and is presently providing a significant contribution to the study areas habitat for and small birds”. Survey conducted in August 2015 yielded approximately 90 calling individual male Wallum Froglets located across the range of wet heath and sedge habitats within the study area and immediately to the north of the study area adjacent to the Caloundra- Mooloolaba Road. Within the Lot 607 footprint approximately 60 animals were detected.

7.1.2 Pre-disturbance Fauna Clearance Immediately prior to earthworks commencing on the site (anticipated to be following dry weather Winter- Spring 2016), a pre-disturbance clearance site inspection to detect and relocate fauna will be undertaken by the project spotter catcher. The results of this pre-disturbance survey and relocation effort will be made available at the pre-start meeting. Confirmation of the sequencing of site disturbance and earthworks methodology will also occur at the pre-start meeting in conjunction with the Project Ecologist, Project Supervisor and Civil Contractor. It is also anticipated that representatives from SCC and EHP would also be in attendance at the pre-start meeting.

7.2 Post Disturbance Monitoring Monitoring is proposed to occur immediately following works and then bi-annually for three years following the completion of the project. Monitoring should include meander survey aural census observations to all areas where frogs were located during original survey. This should include all of the rehabilitation area and drainage lines fronting the future aircraft apron area. This information together with surface pool pH measurements may assist in providing a more complete picture of future changes to populations on the site, and/or in detecting issues arising from changes to drainage patterns/stormwater quality on site. Detection methodology should include meander survey of target areas (pre-disturbance survey locations), Visual Encounter Survey and Aural Census of aquatic fauna immediately following a rainfall event (as practicable). Aural Census method should utilise call playback techniques with the target frog species calls played for 60 -90 seconds followed by 60 -90 seconds listening.
