14 4.0 ENVIRONMENTAL CLEARANCE SIX MONTHLY REPORTS It is mandatory to submit six month compliance report to the MoEF Regional Office by the proponent. For the purpose of obtaining six month compliance certificate the environmental monitoring was carried out on site by M/s. Hubert Enviro Care Systems Pvt.Ltd.

4.1 Ambient air quality monitoring During construction phase particulate matter and gaseous emissions are likely to arise from the site due to soil excavation, movement of vehicles and the operation of DG sets,

etc., the ambient air quality parameters such as suspended Particulate Matter (PM10),

Respirable Particulate Matter (PM2.5), sulphur dioxide, Oxides of Nitrogen (NOx) and Carbon monoxide were monitored at 5 locations every month.The test report of ambient air quality for the period of Aug-2017 - Nov-2017 (20 reports) is enclosed as Annexure- 4.AThe Ambient air quality has been monitored and it is observedthat all the AAQ perameters are with in limits.

4.2 Ambient Noise level monitoring During the construction phase the ambient noise level likely to be generated due to excavation, construction and movement of vehicles6 locations was selected for monitoring the noise level every month.The test report of ambient noise level for the period of Aug-2017 - Nov-2017(4 reports) is enclosed as Annexure-4.B.Noise levels are with in limits.

4.3 Water quality monitoring During construction phase the ground water may get polluted due to infiltration of rainwater mixed with soil contaminants in the site. The water quality tested at 6 (per Month) locations for various water quality parameters including heavy metals.The test report of water quality for the period of Aug-2017 - Nov-2017(24 reports) is enclosed as Annexure-4.C.There is no change in water quality perameters.

15 4.4 Soil quality monitoring During construction phase soil contamination may occur due to oil spills from machinery, during maintenance and operation of DG sets on site. 4(per session) locations was selected for monitoring the soil quality. The Soil samples were collected and analyzed for nutrients and heavy metals.The test report of soil quality monitoring for the period of Aug-2017 - Nov-2017(8 reports) is enclosed as Annexure-4.D.Soil quality remains good.

5.0 CONCLUSION 1. The post environmental monitoring was carried out at site during the period of August 2017 - November 2017. 2. All the conditions stipulated in Environmental clearance will be implemented. 3. The monitored paramaters of air, ground water and soil quality and noise levels are within the stipulated standards.

This has reference to your application submitted vide lr. dt. 16.02.2017 ,seeking Environmental Clearance for the proposed Industrial Park Pileru at Doddipalli, Vepulabylu, Mudupulavemula, Bodumalluvaripalli Villages, Pileru Mandal, Chittoor District, A.P. The capital cost of the project is Rs. 132.6 Crores. It was reported that the main industrial units which are proposed within the industrial park are Light Engineering industries, Textiles& Apparels, _ Electrical & electronics industrigp, Agro, Food and Allied industries, Spun pipes, MSME (Micro, l. small & Medium Enterpriseffidth"er and footwear manufacturing, Papei products, Glass and ceramic, e- Waste and plastic, Spinning industries, Greenhouse for sericulture. $l\ Il. It was reported that total site/plot area of the project is Ac. 643.01, Out of that Plotted/industrial area is Ac.428.15; Road area is As. 90.41;Common Facilities area is Ac.19.37; and green belt ht*/ & open area is Ac. 105.08 The source of fresh water is Pincha river/HNSS Canal. The total water requirement shall not @-,III exceed 4565 KLD. Out of that fresh water required is 2496 and recycled is 2069 KLD .The effluent generated 1713 KLD is to be treated in CETP of capacity 2MLD and the treated waste ffiv water is reused for flushing/ floor wash/green belt.The Sewage generated is 466 KLD. The sewage generated from the project is to be treated in CSTP of capacity 0.5 MLD and used for greenbelt/ Floor Wash. The Solid waste generation is 2891 kglday, and it is disposed to local municipalities/compost plant. The CSTP sludge 68kg/day generated will be used as manure. The hazardous waste i.e., the industrial waste 428 kglday is disposed to TSDF/ sent to Authorized Recyclers, Chemical waste 642 kglday is disposed to TSDF, waste oil 1430 kg/month is disposed to TSDF / Authorised recyclers, used batteries 286 nos/annum will be sent to Authorized Recyclers, waste from Recycling facilities 2860 kg/month is disposed to TSDF/ sent to Authorized Recyclers.

IV. The proposal has been examined and processed in accordance with EIA Notification, 2006 & its amendments thereof. The State Level Expert Appraisal Committee (SEAC) examined the proposal in its meetings held on23.02.2017. The representative of project proponent and their consultant IWs. Ramky Enviro Engineers Ltd., have attended the meeting and they presented the final EIA report for the proposed Development of New Industrial Park, Pileru. The Committee noted that earlier TOR issued on 10.12.2015 with validity period of 3 years. The project proponent submitted the final EIA report along with public hearing minutes through online on 16.02.2017 and requested for EC. The Committee noted that the proposed project falls under Item 7( c ) of the schedule of the EIA Notification 2006.The Committee recommended for issue of Environmental clearance to this proposed construction of New

Page 1 of7 Industrial Park Pileru by APIIC with project area:260.34 hectares duly stipulating thq fullowing conditions as committed by the ApIIC during this meeting: (i) The APIIC shall adopt the Zero Liquid Discharge system (ZLD) for the treatment and disposal of effluents. (ii). On the north-eastern side of the HNSS canal, only green category industries shall be proposed with ZLD system by each proposed green category industry, for treatment and disposal and there shall not any discharge from these units under any circumstances. (iii). The Common Effluent Treatment (CETP) shall be constructed on the southern side of HNSS canal for the proposed industrial units ('Category-B' only). (iv) Wastewater generated from all industrial units shall be treated in Common Effluent Treatment Plant (CETP). The industrial and domestic effluents shall be collected and transported through dedicated separate pipelines and shall be treated in CETP- 2.Q MLD and CSTP-0.5 MLD respectively. (V). The APIIC shall take precautionary measures with construction of compound wall on either side of the canal, so that no surface runoff, wastewater, etc., will enter into the HNSS canal .(vi).'33'o/o The APIIC shall develop greenbelt 50 m vi&e buffer along the Pincha river. (vii). In all of the total area shall be maintained as greenbelt development areas at Industrial Park level, out of which half at Industrial Park level and remaining half of greenbelt shall be maintained by individual plot owners for which the APIIC shall mention this condition while giving the allotment letter to the proposed industrial units in the Industrial Park. (viii) APIIC shall obtain the necessary permissions from the Irrigation Dept. on the potential availability of water for the proposed Industrial Park. The State Level Environment Impact Assessment Authority (SEIAA), in its meeting held on 10.03.2017 examined the proposal and the recommendations of SEAC, and decided to issue EC with a condition that the APIIC shall develop greenbelt 50 meters wide buffer with tall plant species and shall maintain proper strong embankments all along the Pincha River. The SEIAA, A.P hereby accords prior Environmental Clearance to the project as mentioned at Para no. I under the provisions of the EIA Notificatior 2006 and its subsequent amendments issued under Environment (Protection) Act, 1986 subject to implementation of the following specific and general conditions:

PART _ A: SPECIFIC CONDITIONS:

(i) The APIIC shall adopt the Zero Liquid Discharge system (ZLD) for the treatment and disposal ofeffluents.

(ii) On the north-eastern side of the HNSS canal, only green category industries shall be proposed with ZLD system by each proposed green category industry, for treatment and disposal and there shall not any discharge from these units under any circumstances

(i ii) The Common Effluent Treatment (CETP) shall be constructed on the southern side of HNSS canal for the proposed industrial units ('Category-B' only).

(iv) Wastewater generated from all industrial units shall be treated in Common Effluent Treatment Plant (CETP). The industrial and domestic effluents shall be collected and transported through dedicated separate pipelines and shall be treated in CETP- 2.0 MLD and CSTP-0.5 MLD respectively.

(v) The APIIC shall take precautionary measures with construction of compound wall on either side of the canal, so that no surface runoff, wastewater, etc., will enter into the HNSS canal.

(vi) In all 33Yo of the.total area shall be maintained as greenbelt development areas' at Industrial Park level, out of which half at Industrial Park level and remaining half of

Page2 of 7 (xxiii) Regular supervision of the above and other measures for monitoring should be in place all through the construction phase, so as to avoid disturbance to the sunoundings. II. Occupational Phase:

(i) The installation of the common Sewage Treatment Plant (CSTP) should be certified by an independent expert and a report in this regard should be submitted to the SEIAA before the project is commissioned for oper4tion. Discharge of treated sewage shall conform to the norrns & standards of the Andhra Pradesh- Pollution Control Board. Common Sewage Treatment Plant should be monitored on a regular basis. No effluent shall be disposed outside the premises and Zero Liquid Dischirge Concepts shall be adopted.

(ii) As an integral part of the park, the APIIC shall build the Common Effluent Treatment Plant and make it ready to be used by the project proponents in the park, similar to other infrastructures such as Roads and drainage systems.

(iii) Greenbelt shall be developed in an area of 33Yo of the total area of the park as committed, along the boundary, vacant places and within the industrial plots.

Rain water (iv) harvesting for roof run-off and surface run-off, as plan submitted should be implemented. Before recharging the surface run off, pre-treatment must be done to remove suspended matter, oil and grease.

(v) The solid waste generated should be properly collected & segregated before Oirp*uf to the city Municipal Facility. The organic waste shall be composted.

(vi) The D.G. Sets shall provided be with acoustic enclosures and adequate stack height as per CPCB norrns. The fuel used for the diesel generator sets should be low sulphur diesel and should conform to E (P) Rules prescribed for air and noise emission standards.

(vii) Any hazardous waste including biomedical waste should be disposed of as per applicable Rules & norms with necessary approvals of the Andhra Pradesh Pollution Control Board.

(viii) The green belt design along the periphery of the plot shall achieve attenuation factor conforming to_ lhe day and night noise standards piescribed for residential land use by the MoE&F, GO.I/CPCB. The open spaces inside ihe plot should be suitably landscapei and covered with vegetation of indigenous variety. tiuring night time the noise levels measured at the boundary of the building shall be restricted to-the permissible levels to comply with the prevalent regulations.

(ix) Incremental pollution loads on the ambient air quality, noise and water quality should be periodically monitored after commissioning of the pio;ect.

(x) Application of solar energy should be incorporated for illumination of common areas, lighting for gardens and street lighting in add'ition to provision for solar water heating. A hybrid systems or fully solar system ior a portion of the apaftments should be provided.

Page 5 of7 u{4 (xi) Traffic congestion nearthe entry and exit points from the roads adjoiningthe proposed- project site must be avoided. Parking should be fully internalized and no public space should be utilized.

(xii) Adequate number of parking spaces shall be provided ftr visitor vehicles. Rest room facilities should be provided for service population. The proponent shall provide public convenience facilities such as toilets, bathrooms, waiting rooms etc. for the drivers, workers etc. so as to maintain cleanness/hygienic conditions in the surroundings of the project.

(xiii) The proponent shall comply with Energy Conservation Practices, Energy efficient practices and energy audit practices. Wherever feasible, green building concepts shall be adopted. Use of solar panels may be done to the extent possible.

(xiv) Adequate measures should be taken to prevent odour problem from solid waste processing plant and CSTP. Part - B. General Conditions: (D This order is valid for a period of 7 years.

(ii) "Consent for Establishment" shall be obtained from Andhra Pradesh Pollution Control- Board under Air and Water Act before the start of any construction work at site.

(iii) The proponent shall submit half-yearly compliance reports in respect of the terms and conditions stipulated in this order & monitoring reports in hard and soft copies to the SEIAA and Ministry's Regional office, Bangalore on l't June and 1" December of each calendar year. (iv) Officials from the Regional Office of MoE&F, Bangalore who would be monitoring the implementation of environmental safeguards should be given full co-operation, facilities ' and documents/data by the project proponents during their inspection. A complete set of all the documents shall be submitted to the CCF, Regional Office, MoE&F, Bangalore.

(v) In the case of any change (s) in the scope of the project, the project would require a fresh appraisal by this SEIAA. No further expansion or modifications in the project shall be carried out without prior approval of the SEIAA, AP. (vi) The project proponent shall submit the copies of the environmental clearance to the Heads of local bodies, Panchayats and Municipal Bodies in addition to the relevant offices of the Government who in turn has to display the same for 30 days from the date of reccipt. (vii) The proponent shall obtain clearance from Fire Department. All other statutory clearances shall be obtained, as applicable by project proponents from the competent authorities.

(viii) The project proponent should advertise in at least two local Newspapers widely circulated in the region, one of which shall be in the vernacular language informing that the project has been accorded environmental clearance and copies of clearance letters are available with the Andhra Pradesh Pollution Control Board. The advertisement should be made within 7 days from the day of issue of the clearance letter and a copy of- the same should be forwarded to the Regional Office of this Ministry at Chennai.

(vii) APIIC shall obtain the necessary permissions from the Irrigation Dept. on the potential availability of water for the proposed lndustrial Park

(viii) The Solid waste management as per the SWM Rules, 2016, applicable for Construction Projects and the parking area in compliance with the NBC/ MoEF/ local Government regulations as applicable

(ix) The APIIC shall develop greenbelt 50 meters wide buffer with tall plant species and shall maintain proper strong embankments all along the Pincha River (x) The proponent shall comply rvith the comrnitments mentioned during the public hearing

L Construction Phase:

(i) Provision shall be made for the housing of the construction labour within the site with all necessary infrastructure and facilities such as safe drinking water, fuel fbr cooking, mobile toilets, mobile STP, medical health care, crdche etc., The housing may be in the form of temporary structures to be removed after the cornpletion of the project. The safe disposal of wastewater and solid wastes generated during the construction phase should be ensured.

(ii) A First Aid Room shall be provided in the project both during construction and operation of the project.

(iii) All the topsoil excavated during construction activities should be stored for use in horticulture/landscape development within the project site.

(iv) Disposal of muck during construction phase should not create any adverse effect on the neighbouring communities and be disposed taking the necessary precautions for general safety and health aspects of people, only in approved sites with the approval of competent authority.

(v) Soil and ground water samples will be tested to ascertain that there is no threat to ground water quality by leaching of heavy metals and other toxic contaminants.

(ri) Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water.

(vii) Any hazardous waste including biomedical waste, if any, should be disposed of as per applicable Rules & norms with necessary approvals of the Andhra Pradesh Pollution Control Board.

- (viii) The diesel generator sets to be used during construction phase should be low sulphur diesel type and should conforrn to E (P) Rules prescribed for air and noise emission - standards.

Page 3 of7 (ix) Vehicles hired for bringing construction material to the site should be in good condition and should conform to applicable air and noise emission standards and should be operated only during non-peak hours.

(x) Ambient noise levels should conform to the residential standards both during day and night as notified by the MoE&F, GOI from time to time. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase. Adequate measures should be made to reduce ambient air and noise level during construction phase, so as to conform to the stipulated staridards by the CPCB. (xi) As per the provisions of Fly Ash Notification No: S.O. 2804 (E), dt. 03.11.2009, every construction agency engaged in the construction of buildings within a radius of hundred kilometers from a coal or lignite based thermal power plant shall use only fly ash based products for construction, such as: cement or concrete, fly ash bricks or blocks or tiles or clay fly ash bricks, blocks or tiles or cement fly ash bricks or bricks or blocks or similar products or a combination or aggregate of them in every construction project.

(xii) Ready mixed concrete must be used in building construction

(xiii) Storm water control and its re-use shall be as per CGWB and BIS standards for various. applications.

(xiv) Permission to draw ground water shall be obtained from the competent Authority prior to construction/operation of the project.

(xv) Water demand during construction should be reduced by use of pre-mixed concrete, curing agents and other best practices referred.

(xvi) Separation of grey and black water should be done by the use of dual plumbing line for separation of grey and black water.

(xvii) Fixtures for showers, toilet flushing and drinking should be of low flow either by use of aerators or pressure reducing devices ofsensor based control.

(xviii) Use of glass may be reduced by upto 40Yo to reduce the electricity consumption and load on air-conditioning. If necessary, high quality double glass with special reflective coating in window is to be used.

(xix) Roof should meet prescriptive requirement as per Energy Conservation Building Code by using appropriate thermal insulation material to fulfill requirement.

(r.x) Adequate measures to reduce air and noise pollution during construction keeping in urind CPCB norrns on noise limits.

(xxi) Opaque wall should meet prescriptive requirement as per Energy Conservation Building Code which is proposed to be mandatory for all air-conditioned spaces while it is aspirational for non-air conditioned spaces by use of appropriate thermal insulation material to fulfill requirement.

(xxii) The approval of the competent authority shall be obtained for structural safety of the- buildings due to earthquake, adequacy of fire fighting equipments, etc. as per National Building Code including protection measures from lightening etc.

(ix) The funds earmarked for environmental protection measures (Capital cost Rs.1387 Lakhs and Recurring cost Rs. 138.7 lakhs /annum) should be kept in separate account and should not be diverted for other purpose. Year wise expenditure should be reported to the SEIAA and Ministry's Regional Office located at Chennai.

(x) Any appeal against this Environmental Clearance shall lie with the National Green Tritunal, if preferred, within a period of 30 days as prescribed under Section 16 of the National Green Tribunal Act, 20 l0'

(xi) The SEIAA may revoke or suspend the order, if implementation of any of the above conditions is not satisfactory. The SEIAA reserves the right to alter/modit/ the above conditions or stipulate any further condition in the interest of environment protection.

(xii) Concealing the factual data or failure to comply with any of the conditions mentioned above may result in withdrawal of this clearance and attract action under the provisions of Environment (Protection) Act, 1986 without any prior notice. . (xiii) These stipulations would be enforced among others under the provisions of Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, the Public Liability (Insurance) Act, 1991 and EIA Notification,2006.

1. In the reference 2nd cited, an application was submitted to the Board seeking Consent for Establishment (CFE) for Development of Industrial Park project with a project cost of Rs. 132.6 Crores.

Activity Area

Development of Industrial Park The industrial Park is meant for 643.31 Acres establishing light engineering industries, textiles and apparels, Electrical & Electronic industries, agro, food & allied industries, spun pipes, MSME (Micro Small Medium Enterprises) units, Leather and footwear manufacturing, paper products, glass and ceramic, e-waste and plastic, spinning industries and greenhouse for sericulture.

2. As per the application, the above project is to be located at Doddipalli, Vepulabylu, Mudupulavemula, Bodumalluvaripalli Villages, Pileru Mandal, Chittoor District. The total site area is 643.31 Acres (260.34Ha).

3. The above site was inspected by Environmental Engineer & Asst. Environmental Engineer, Regional Office, , A.P Pollution Control Board on 01.09.2017 and observed that the site is surrounded by

4. 11. The solid waste generated shall be properly collected and segregated before disposal to the city municipal facility. Waste paper, cartons, thermocol, plastic waste, glass etc., shall be disposed to recycling units. E-waste shall be disposed to authorized recycling units. The in-vessel bio-conversion technique shall be used for composting the organic waste.

12. All the topsoil excavated during construction activities should be stored for use in horticulture/landscape development within the project site.

13. Disposal of muck during construction phase should not create any adverse effect on the neighboring communities and shall be disposed taking the necessary precautions for general safety and health aspects of people, and it shall be disposed only in approved sites with the approval of competent authority.

14. The following rules and regulations notified by the MoE&F, GoI shall be implemented. a) Solid Waste Management Rules, 2016. b) Hazardous waste and other wastes (Management, and Transboundary Movement) Rules, 2016 and amendments thereof. c) Batteries (Management & Handling) Amendment Rules, 2010. d) E-Waste (Management) Rules, 2016. e) Construction and Demolition waste Management Rules, 2016.

Other Conditions:

15. The proponent shall comply with the following conditions stipulated in the EC order dt. 03.04.2017 issued by the SEIAA, AP:

a) The APIIC shall adopt the Zero Liquid Discharge system (ZLD) for the treatment and disposal of effluents.

b) On the north-eastern side of the HNSS canal, only green category industries shall be proposed with ZLD system by each proposed green category industry, for treatment and disposal and there shall not any discharge from these units under any circumstances.

c) The Common Effluent Treatment Plant (CETP) shall be constructed on the southern side of HNSS canal for the proposed Industrial units (‘Category - B’ only).

d) The APIIC shall take precautionary measures with construction of compound wall on either side of the canal, so that no surface runoff, wastewater, etc., will enter into the HNSS canal.

e) In all 33% of the total area shall be maintained as green belt development areas at Industrial Park level, out of which half at Industrial Park level and remaining half of green belt shall be maintained by individual plot owners for which the APIIC shall mention this condition while giving the allotment letter to the proposed industrial units in the Industrial Park.

16. The individual industries shall pre-treat the effluents and shall be transported from the individual industries to the CETP with proper manifest system.

17. Industrial units shall obtain CFE / CFO of the Board as required under relevant provisions of Pollution Control Acts.

18. The proponent shall create corpus fund and maintain separate account with adequate budget to meet operational cost of CETP & STP.

19. The proponent shall ensure that there should be proper legal frame work for meeting recurring expenses by occupants for implementation of conditions stipulated.

20. Solar energy and LED bulbs shall be used to reduce electricity requirements.

Page 5 of 6 21. The proponent shall obtain necessary permissions for the proposed activity, from the concerned Government Departments and other competent authorities.

22. As per the provision of Fly ash Notification No.S.O.2804 (E), dt. 03.11.2009 and its amendments thereof, every construction agency engaged in the construction of building within a radius of 300 km from a coal or lignite based thermal power plant shall use only fly ash based products for construction, such as cement or concrete, fly ash bricks or tiles or clay fly ash bricks, blocks or tiles or cement fly ash bricks or bricks or blocks or similar products or a combination or aggregate of them in every construction project.

23. The proponent shall use Ready mix concrete for construction of the building.

24. The proponent shall provide proper centralized air exhaust system in all the cellar areas to avoid suffocation.

25. The proponent shall provide sufficient parking space for visitor vehicles.

26. The proponent shall comply with Energy efficient practices and energy audit practices. Roof should meet prescriptive requirement as per Energy Conservation Building Code by using appropriate thermal insulation material to fulfill requirement. Wherever feasible, green building concepts shall be adopted.

27. Application of Solar energy should be incorporated for illumination of common areas, lighting for gardens and street lighting in addition to provision of solar water heating.

28. Concealing the factual data or submission of fabricated data and failure to comply with any of the conditions mentioned in this order attracts action under the provisions of relevant pollution control Acts.

29. Notwithstanding anything contained in this conditional letter or consent, the Board hereby reserves its right and power Under Sec. 27(2) of Water (Prevention and Control of Pollution) Act, 1974 and Under Sec.21(4) of Air (Prevention and Control of Pollution) Act, 1981 to revoke the order, to review any or all the conditions imposed herein and to make such modifications as deemed fit and stipulate any additional conditions by the Board.

30. Any person aggrieved by an order made by the State Board under Section 25, Section 26, Section 27 of Water Act, 1974 or Section 21 of Air Act, 1981 may within thirty days from the date on which the order is communicated to him, prefer an appeal as per Andhra Pradesh Water Rules, 1976 and Air Rules,1982, to such authority (hereinafter referred to as the Appellate Authority) constituted under Section 28 of Water (Prevention and Control of Pollution)Act,1974 and Section 31 of the Air (Prevention and Control of Pollution) Act, 1981.
