Message from Chairman, National St John Council Annual Report 2015

It has been more than two years since we in St. John was elevated to a Priory status. As a Priory, we set out to do more humanitarian work out of Singapore and directed at the Asean Region. This work will be through our local volunteers or through St. John Corps set up in the Asean Region, but under the supervision and control of our Brigade Zone Commissioners.

I am glad to report that: (a) St. John Corps in Phnom Penh was set up on 9th August 2015 under the supervision and control of Singapore Zone 2.

(b) Zone 2, Zone 7 and Zone 8 volunteers rendered humanitarian services

in the villages of Cambodia by helping to build low cost houses, providing

health screening and training villagers in first aid and hygiene. They also sponsored the construction of six wells in villages of Cambodia.

(c) Humanitarian missions were organised to some villages in Thailand through volunteers from Zone 2.

(d) Contacts have been established by Zone 9 with Batam, and through collaboration with Mr Benny Suwandi of Batam, Indonesia, we will start first aid training activities in Batam. Zone 9 members visited Batam in December 2014.

We will continue to explore avenues to do humanitarian work in Myanmar, Laos, Brunei and Vietnam.

Locally, our social project to build and run a day care Elder Care and Rehabilitation Centre is on track. The Building and Construction Authority approved our Building Extension Project on 4th December 2015. Once the building extension project is completed, our Eldercare and Rehabilitation Centre will be housed there on the ground floor of the new extension building.

We have appointed a consultant to get us attain the ISO29990 certification scheduled sometime in mid 2016.

Of concern is the drop in course revenue from our First Aid, CPR and AED courses. I hope the relevant department and staff will put in extra effort to address this.

Before I end, I would like to thank all staff in Jurong Centre and Beach Road Headquarters for their dedicated service and all volunteers and Council members for supporting the work of St. John Singapore and supporting my leadership as Council Chairman and Prior of the Priory of Singapore.

1 COMMENCEMENT OF THE COUNCIL AGM MEETING ON 17 JUNE 2015 1.1 Council Chairman called the Meeting to order at 6:05 pm.

2 ADDRESS BY THE CHAIRMAN THE CHAIRMAN TOUCHED ON THE FOLLOWING: 2.1 Building extension project Dr Teh reported that the contractor, Kwong Long Building Construction Pte Ltd had asked for an extension of time until 23 June 2015 to sign the Supplemental Agreement. He thanked Mr Foo SK and Mr William Leong for their assistance in the negotiations with Kwong Loong. In the premises, Dr Teh informed the AGM that the plan on the proposed Parade Ground would be delayed.

2.2 Overseas Projects The AGM was informed that our efforts in Cambodia are progressing well. In Batam, Indonesia, we have established contact with a key partner, Mr. Suwandi. Council will be kept informed of developments.

In Brunei, it was proposed that Prof Goh work out a viable collaboration through his Bruneian governmental contacts.

2.3 Grand Council Meeting, Edinburgh, 24-27 May 2015 The Chairman and the CEO attended and participated in the meeting of the Grand Council.

2.4 Asia-Pacific Meeting, Hong Kong, 2-4 April 2015 The Chairman and the Hon. Secretary, Mr Khoo TK attended and participated in the proceedings.

2.5 The Orders & Honours Awards from England All Heads of Department (HODs) to take note that promotion within the Order especially to the level of the Commander and Knight are not time-based. Candidates must contribute to St John in a significant way to qualify for consideration of the award. In future, all HODs are advised to check with the Chairman first on these candidates if they wish to put up for consideration for the promotion to Commander and Knight. This is to avoid embarrassment to the candidates in the event that they are supported by the Prior.

2.6 BRIGADE

2.6.1 The Chairman was concerned over the declining members of our cadets in the schools. One untapped area is to approach our international schools and explore the possibility of forming the Brigade Corps in those schools.

2.6.2 Badgers’ Programme The AGM was informed that our counterparts in Wales and England were doing well; Singapore must push harder to improve the badger membership among primary school pupils.

2.6.3 Brigade Presidents The AGM was informed that a proposed list of names have been provided to the Brigade to follow up with visits to invite them to become Zone Presidents. This is a list of appropriate prominent members of the public. This is important as there are Zones with only one or no President currently. These are Zones 1, 3 & 4.

2.7 ST JOHN ASSOCIATION HQ & JURONG CENTRE The Chairman emphasized the point that the two course accreditation renewal lapses at the HQ and Jurong Centre in the past should not be repeated. He directed the CEO to monitor and co-ordinate with Jurong on re-accreditation. The CEO is also to explore new courses and opportunities.

2.8 The AGM was informed that some overseas St John establishments had embarked on maternity and neonatal programmes. This was reported at the last Grand Council Meeting in Scotland. Those programmes could be new course avenues for Singapore to explore.

2.9 St John Fellowship The Chairman thanked Mr Foo SK and his team for their fundraising efforts and the setting up of the Heritage Centre which will archive the important milestones and documents of St. John Singapore.

2.10 St John International The Chairman directed the CEO to take charge of St John Singapore’s international relations and affairs, given his previous work experience in these areas.

2 .11 Honorary Secretary Mr. Alex Yeo would replace Mr Khoo Teck Kheng as Honorary Secretary. Mr Khoo will continue with the publication work. Mr Benjamin Cheong will be appointed as Assistant Honorary Secretary. The Chairman thanked Mr Khoo on behalf of the Council for his past contributions.

2.12 Mr Tian Mong Cheng The AGM approved the recommendation by the Chairman that Mr Tian, who is the Director of Ceremonies of the Priory of Singapore be elevated to a full Council member.

2.13 REPRESENTATIVES OF THE VARIOUS MINISTRIES The Chairman expressed his appreciation on behalf of the Council to Dr Kenneth Choy, Mrs Regina Lee and Mr Eric Ho for representing the Ministry of Manpower, Ministry of Education and Ministry of Health respectively at the AGM and various Council Meetings.

3 CONFIRMATION OF THE MINUTES OF THE COUNCIL AGM HELD ON 30 July 2014 Dr Selan proposed and Mr Foo seconded that the minutes of the last Council AGM be adopted, with no amendments to the draft minutes.

4 ADOPTION OF THE ANNUAL REPORT 2014 Mr Seah BC proposed and Dr Nathan seconded the adoption of the Annual Report 2014.

5 ADOPTION OF THE AUDITED ACCOUNTS FOR THE FINANCIAL YEAR ENDED 31 DECEMBER 2014 Mr Seah BC presented the audited accounts to the AGM. Dr Nathan proposed and Mr Benjamin Cheong seconded the adoption of the amended accounts. There was a deficit of $142,681.00 for the financial year ending 31st December 2014.

6 ANY OTHER BUSINESS 6.1 The Chairman responded to Prof Low’s query on why the audited accounts were circulated only at the AGM itself and explained that they were just completed by the auditors earlier in the week. The auditors took issue with the stock balance, but it was resolved eventually.

6.2 The AGM agreed that in future, the audited accounts should be circulated at least two weeks before the AGM date.

6.3 The AGM noted that the external auditors were appointed for a three-year period.

There being no other business, the AGM was adjourned at 6:35pm

APPOINTMENT OF ST. JOHN CEO Mr John Seen was recruited as the CEO of St. John. With his background in the media, training and HR, Mr John Seen would take on major responsibilities such as ensuring timely renewal of course accreditations, corporate governance, compliance, and international work.

BOARD OF BENEFACTORS The Board of Benefactors set up to finance the work of St. John was limited to 10 benefactors only. We have, however, 11 of them now. Members of the Board of Benefactors could either be an individual or a company. They should donate a minimum sum of S$15,000 a year and be accorded certain benefits. ST. JOHN 130TH ANNIVERSARY CELEBRATION Sources from , and the archived records from The Straits Times confirmed that St. John Singapore was established on 3 June 1885. Its activities were not continuous apparently because of the lack of the ‘motive force’ as highlighted by Australian Historian, Dr Ian Howie-Willis.

800 umbrellas were procured to commemorate the 130th anniversary of the St. John movement in Singapore. The year of “1885-2015” was printed on the souvenir umbrellas and given out to the guests at the Gala Dinner held on 6 Sep 2015 at the Assembly Hall. Mdm See Chain Fai and Dato Lim Kim Chong sponsored the umbrellas. Each umbrella costed $23.00. Every member of the Council, Zone Ex-Co & Zone Presidents, Brigade Ex-Co, Fellowship, Association, Jurong Centre management committee and staff were given an umbrella.

The Gala Dinner on 6 September 2015 was attended by the Spiritual Councillors of the four major faiths – Islamic, Buddhism, Hinduism and Christianity. Dr Amy Khor Lean Suan, Senior Minister of State, Ministry of the Environment and Water Resources & Ministry of Health was our guest of honour.

OVERSEAS PROJECTS The St John Corps in Phnom Penh was formed on 9 August 2015 and run by the Cambodians but the chairmanship would still be retained by St John Singapore Zone 2. Its inauguration was aired over their national news network.

Our humanitarian trip to Cambodia included the following: • Sponsored the construction of six wells • Trained the villagers in first aid and oral hygiene • Assisted the villages to build house • Distribution of stationery to students at Baray High School in Kampong Thom and conducting health screening for the villagers.

Zone 2’s humanitarian mission was also extended to Changrai in Thailand.

Zone 9 in collaboration with Mr Benny Suwandi was establishing first aid training activities in Batam, Indonesia. Our work in Indonesia was covered by the Batam Pos in Sep 2015.

We explored the idea of setting up a St. John unit in Brunei.

ST. JOHN GRAND COUNCIL MEETING 2015 HRH the Duke of Gloucester, the Grand Prior, Prince Richard, the four Great Officers and 11 Priors were present at the Grand Council Meeting (GCM) 2015, organised by St John Scotland in Edinburgh.

At GCM, the issue of the apparent mismanagement of funds by Cameroon and Nigeria was raised. It was decided that they would face disciplinary action by the GC. It was also reported that and Pakistan were experiencing problems in running their organisation.

The Eye Hospital in Jerusalem, an important member with strong historical links to the Order of St. John received prominent attention at the GCM.

A Member of the Order is a person who had demonstrated particular merits in volunteering in the Order’s organisations or its charitable activities and received the sanction of Queen Elizabeth, the Sovereign Head (or the Governor-General on Her behalf).

Members of St. John means the Members of the Order and everyone else who is engaged on any aspect of the governance or work of St. John, whether as a volunteer or a member of the salaried staff or both.

FUNDRAISING The St. John Musical Night garnered $338,000 mainly through pledges to support the HQ renovation fund. The ticket sale came up to $52,900. Sale of the compact discs took in $640. Advertisement receipts from the Musical Night souvenir magazine amounted to $14,700.

The Temasek Polytechnic donated in its “SG 50 Giving” an amount of $31,000, specifying that $20,000 be designated for the makeover of the multi-purpose room on the 2nd floor and the rest to beefing up the equipment capabilities of the St. John Responder Unit (SJRU).

BUILDING EXTENSION PROJECT The Building & Construction Authority approved the project on 4 Dec 2015. St John handed over the site to the contractor, Kwong Long Building Construction Pte Ltd who would have 78 weeks to hand over the completed building to St John.

ISO 29990 The ISO work had begun in St John. There were fortnightly meetings with the ISO Consultant. The staffs had been meeting weekly to sort out, adjust and align the SOPs (Standard Operating Procedures). The two managers have been attending meetings at both the Association and Jurong Centre Management Boards, ensuring a higher degree of co- ordination between the two entities within St John.

LIFT UPGRADING The contractor, Fujitec were contracted to undertake the upgrading works. The Council approved the amount of $78,750, choosing the option of stainless steel cladding over repainting of the lift. The schedule of the upgrading would be after 1 April 2016 when the Flag Day on 26 March 2016 was over.

SPECIAL INTEREST TALKS At the invitation of the CEO, the following guest speakers were invited to St. John to deliver 4 enlightening talks of special interests to members of St. John and the public. a) Didy Button, lecturer in Nursing, RN, GradDip Adult & Further Ed, MNg, FRCNA, School of Nursing and Midwifery, Flinders University, Adelaide, . She presented the latest update on the Cardio-pulmonary Resuscitation (CPR). More than 60 volunteers, staff and students were all ears when Ms Button took them through the researches done on CPR in 2014 and 2015. b) Prof Mark Nowacki, Founder and Chairman of LogicMills and Assistant Professor of Philosophy, SMU. Prof Nowacki shared the importance of 21st Century Skills in bridging the multi-generation gap and build a high performing first aid team at St. John Singapore. c) Mr Ilan Lowbeer, B.S.E., M.S.E., Ex-Superintendent – Major Events and Incidents, State Support Services Officer, Deputy State Operations Officers (Strategy & Planning), New South Wales, Australia who shared on the Operational

Capability of St. John New South Wales. d) Patrick Tan, LL.B. (Hons), Chief Executive Officer of Fortis Law Corporation spoke on the importance of making a Will and Lasting Power of Attorney. Mr Patrick Tan spoke fluent English, Mandarin, Hokkien and Cantonese. He explained plain things in interesting ways, and interesting things in plain ways; and used metaphors and dialets to make those complicated legal jargons clear and understandable to the audiences.

By any measure they were very effective speakers and educators. The knowledge they shared would help immensely in the development of St. John Singapore and eventually translate into better programmes that would help in our Service to Humanity.

There was a drop of about 15% in 2015 in the course fee income, as compared to 2014.

The number of classes increased except for OFA and BCLS. Adult First Aid and Refresher AFA classes have increased but average participant per class had dipped. Adult First Aid with AED classes were not popular due to high course fees. Current fee for Adult First Aid with AED $200.00, but Red Cross is offering at $173 to $185.00. Other smaller training centres were offering below $150.00.

CPR+AED dropped possibly due to Singapore Heart Foundation and PA offering free classes. Refresher OFA, Basic First Aid, Child First Aid and Recertification BCLS might have hiked but the course fees were not enough to even up the drop in Occupational First Aid.

ASSESSMENT ONLY PATHWAY (AOP) The Association would formulate the Assessment Only Pathway (AOP) to respond to the market need for a pool of first aid trainers to get further training. WSHC have referred eight of their ex-SCDF trainers to St John; it is part of the government’s plan to level up the quality of training in the industry.

All St. John members need to know the history of the Order of St. John dated back 900 years ago and its journey to the present.

The long history of the Order dated back to AD 1080 where the hospital in Jerusalem was for pilgrims and the care of the sick and poor under a Benedictine Order. In 1099 the staff and volunteers at the hospital were called Hospitallers. In 1113 it became an independent Order.

The Order was relocated from Jerusalem to Acre (from 1187 to 1301), Cyprus (from 1302 to 1309), Rhodes (from 1309 to 1503) and then to Malta (from 1503 to 1798) due to war, militarism, etc.

After the fall of Malta, the Hospitallers dispersed and regrouped in Europe and England. The French Knights of the Order were militarily powerful, but received no support from the Pope in Rome.

In the 1840s, the Order was reorganised with the support from the Pope. It reverted to its original aim, i.e., care for the sick. The Protestant confraternities with similar ethos and customs came into being in Northern Europe.

Today, there are 5 recognised Orders of St. John namely: 1. The Most Venerable Order of the Hospital of St. John (The Most Venerable Order) with St. John Establishments / Associations mainly in the Commonwealth Countries. Anglican origin 2. The Sovereign Military Order of Malta (The Order of Malta). Catholic origin 3. The Johanniter Order in Germany (Balley Brandenburg). Lutheran origin 4. The Johanniter Order in (Holland) 5. The Johanniter Order in Sweden

The Most Venerable Order of the Hospital of St. John had its historical origin in England.

The Medieval Priory of England was set up in AD 1144 – when the Priory in Clerkenwell was set up as the England’s Headquarters of the Order. An old St. John Gate was built in 1504.

In April 1540 – By Act of Parliament, King Henry VIII dissolved the Order in England conferring its estates to the Crown.

In early 19th Century, the British Order of St. John was in disarray, influenced by French knights who were not recognized by The Pope.

1860s – Under the Duke of Manchester (Prior 1861 – 8), the British Order of St. John started to gain prominence.

1873 – First ambulance service at Staffordshire.

1874 – Acquired and bought back the the estates i.e. old Priory Gatehouse in Clerkenwell.

1877 – Formation of the St. John Ambulance Association (SJAA).

1883 – SJAA set up in Australia, the West Indies, India, Gibraltar & Malta.

1885 – SJAA in New Zealand, Singapore

1887 – UK, St. John Ambulance Brigade.

1891 – SJAA South Africa and soon after to Germany, Russia and the US; and subsequently to other Commonwealth countries.

English Order of St. John formed the Ophthalmic Hospital in Jerusalem in 1882.

14 May 1888 – Queen Victoria gave royal ascent for Royal Charter of Incorporation and St. John became an Order of the British Crown with the Queen as its Sovereign Head.

The Most Venerable Order of St. John Today 48 Establishments – 8 Priories, 5 Commanderies, 32 Associations, St. John Eye Hospital, Republic of Ireland and Cameroon.

1907 – Supplementary Royal Charter empowering Grand Prior to establish Priories overseas. 1918 – Priory of Wales 1942 – Priory of South Africa 1946 – Priories of Canada, Australia and New Zealand 1947 – Priory of Scotland 1996 – Priory of United States 1999 – Reconstitution of the Order gave parity to overseas Priories. Formation of Grand Council and abolishment of the Chapter General.

Development of St. John Ambulance Singapore

1. 1885 – The St John Ambulance Association, Singapore Centre was established. A provisional committee was formed in a meeting held on 3 June 1885, chaired by the acting Governor of the Straits Settlements. 2. 1935 – Dr. J.S. Webster,O.St.J., a radiologist with the Medical Services of the General Hospital, Singapore organised First Aid lectures in Singapore. 3. 1938 – Formation of first division of the Brigade just before Second World War. 4. Formation of the Medical Auxillary Service (just before Singapore invaded by Japan) 5. After World War II and fall of Japan. 1945 – St. John Singapore reborn with support from Lady Superintendent-in-Chief, the Countess Mountbatten of Burma. 6. 1952 – Formation of National St. John Council 7. October 1969 – Jurong Sub-Centre established. Upgraded as a full Jurong Centre in 1994. 8. June 1978 – Brigade attained National HQ status. Appointments of Chief Commissioner, Deputy Chief Commissioner, Chief Surgeon, Chief Superintendent (Nursing), 4 Districts & 10 Areas. 9. 1996 – Restructuring of Brigade. District level removed. Area renamed as Zone. 10 Zone Commissioners. 10. St. John Ambulance Association – teaching & certification of First Aid, Home Nursing, CPR, BCLS, Higher First Aid, Method of Instruction, Occupational First Aid, etc. Teaching & certification arm of St. John, Singapore. After Second World War, works continue to grow from strength to strength. 11. Formation of St. John Fellowship, 20th April 1996 12. 11th January 2014 – St. John Ambulance Singapore was elevated to a Priory. It placed St. John Singapore on par in status with the then nine existing Priories, among which are those of England, the United States, Canada and Australia. The elevation implied that Singapore was represented in the Grand Council in London, the governing body of the Order and therefore had a voice in charting the future direction of St. John internationally..

CORPORATE GOVERNANCE

Registration And Compliance The St. John Singapore (“SJS” in short) is a voluntary welfare Organisation and registered as a society under the Societies Act on 28 July 1970. It is also registered as a Charity and is recognized as an Institution of Public Character (IPC) which allows our donors to enjoy tax deductions.

SJS is governed by the Constitution of SJS and has complied with the Code of Governance for Charities and Institutions of Public Character.

Members Of The Council SJS is governed by a volunteer Board of Council Members (BOCM) whose members are appointed according to the SJS’s Constitution. Being the highest policy and decision making body of SJS, the BOCM has the ultimate responsibility of ensuring that SJS is governed and managed responsibly and prudently to ensure the effectiveness, credibility and sustainability of the organization.

The BOCM presently comprises the Council Chairman, Vice-Chairmen, Honorary Secretary, Honorary Treasurer and other Board Members. The BOCM charts the overall direction of SJS and is responsible for the promotion of the Policy and Programmes of SJS. It oversees the direction of SJS and ensures that SJS’s principles are adhered to. All members serve a two two-year terms and can stand for re-election after their tenure during the Annual General Meeting. The Honorary Treasurer serves a one two-year term and can only be eligible for re-election to the same post after a lapse of one term.

Election Of Office Bearers The Chairman, Vice-Chairmen, Honorary Secretary and Honorary Treasurer of the Council are elected / appointed from amongst its members. Other members of the Council are appointed by the Chairman after consultation with such other persons, if any, as he may deem fit to consult.

Executive Committee The Executive Committee (ExCo) which has been formed since 2011 comprises the Chairman, Vice-Chairmen, Honorary Secretary, Honorary Treasurer and at least one other member. It has executive powers to administer the affairs of SJS in accordance with its Constitution and provides guidance and oversight to the management on the operations of SJS. These include the setting of policies on operational matters and approval of expenditures within the financial limits provided for in the financial procedure manual. ExCo shall keep the BOCM fully appraised on the affairs of SJS and where appropriate, refer certain matters to the BOCM for approval.

Committees At the first meeting of the BOCM immediately following the Annual General Meeting, the Chairman shall appoint such committees as may be deemed necessary.

The committees are responsible for overseeing the Departments under their purview and provide policy directions and guidance to the ExCo and Management.

The Chairman and the Honorary Secretary shall be ex-officio members of the committees.

Honorary Treasurer The Honorary Treasurer is duly appointed under the Constitution of SJS and shall be responsible for the proper functioning of the Management administrating financial matters.

Chief Executive Officer The Chief Executive Officer supervises the work of all employees. He is in attendance at all meetings of the Board to provide information and Secretariat support.

Auditor The accounts of SJS are audited annually by a public accountant appointed by SJS.

Financial Management The financial statements of SJS are drawn up in accordance with the Statement of Recommended Accounting Practice (RAP 6) and the Singapore Financial Reporting Standards (FRS).

Fund Raising and Donations SJS has established internal guidelines on fundraising that are adhered to for all fundraising events. These guidelines are based on the best practices set out by the National Council of Social Service and the Charity Council.

The committee for each fundraising event consists of volunteers and supported by staff. The donors are informed of our objectives and targets. The funds raised are for supporting SJS programmes and activities in “Service to Humanity”.

Conflict Of Interest Policy Every person who has been or will be in any way, whether directly or indirectly, faced with a conflict situation (actual, potential or perceived) are required to make a full and frank disclosure to the parties responsible for making the decision and are excluded from the decision making process relating to that matter.

Immediate family members are treated as an interest of that person, and include the spouse, siblings, parents and children. All interested person transactions pertaining to staff of SJS must have obtained the prior approval of the Chairman.

Interested person transaction pertaining to the BOCM must obtain the prior approval of the Chairman and any transaction that the Chairman is an interested person, must obtain the prior approval of the Audit -Committee. All BOCM made annual declaration at the beginning of the term.

Reserves Policy SJS targets to keep about three months of operational expenses as short term investment in the form of fixed deposits on month-to-month basis with auto rollover; and in fixed deposits for a period of three months and thereon. The rest of the money shall be kept as investment in the following form: (a) as capital expenditure for the building and carpark extension; (b) invest in Government Bonds as a long term investment; (c) deposit as long term Fixed Deposit with the banks for a period of three years and thereon.

Restricted Fund At present, Bursary Fund is a restricted fund set up by Zone 9 of the Brigade to provide bursaries and scholarship awards to deserving cadet members of Zone 9. Interest earned from and disbursements made out of this fund is credited to and deducted respectively from this fund. In future, a St John Bursary Fund is being considered.

Designated Fund For Corps This Designated Fund represents allocations by certain Zones of the Brigade to their respective Corps in prior years. The allocation was made out of proceeds from fundraising events. These funds are meant for Corps’ expenses only.

Investment Committee The Investment Committee is appointed by the BOCM to exercise prudence and good stewardship in relation to the investment of SJS funds to look into generating higher returns in the long run with a reasonable amount of risk.

Audit Committee The Audit -Committee is appointed by the BOCM to assist SJS in fulfilling its oversight responsibilities for the financial reporting process, the system of internal control, the audit process, and SJS’s process for monitoring compliance with the laws and regulations and the code of conduct.

Whistle Blowing Policy SJS whistle blowing policy aims to provide an avenue for staff, volunteers and external parties to raise concerns and offer reassurance that they will be protected from victimization for whistle blowing in good faith. This policy covers issues where the following may be suspected: 1. Corruption 2. Acts of fraud 3. Theft and/misuse of SJS’s properties, assets or resources 4. Breach of laws

In the last Annual Report, I mentioned a delay in submission of reaccreditation for the Occupational First Aid (OFA) Courses. This led to suspension of OFA classes during the months of January and part of February, hence the decrease in number of classes and participants as will be seen later in this year’s statistics. We learnt many lessons through this experience, and we have since tightened up our administration.

In efforts to improve administration, we attained a promotion to bizSAFE 4 in March. This had positive implications for the whole St John organization in Singapore. We are now in the process of gaining ISO 29990 which will ensure better processes within the Association, increase our status as a training centre of international standard and enable us to qualify as a Learning Service Provider (for OFA accreditation by Ministry of Manpower).

We supported Amberbrook in Code Blue held at University Town, National University of Singapore. This was an escape-room styled game designed to teach youth the basics of First Aid and emergency preparedness in a fun way (fundamentally different from the traditional classroom style of didactic teaching). Amberbrook is a voluntary non-profit organization headed by former St John members.

We had some visibility with the media during 2015. Our Course Manager, Mr William Lee, was on “The 5 Show” featuring treatment for burns and scalds on Channel 5 in April, and again in a capsule on “Code Blue” (Japanese drama) featuring first aid treatment on Channel U in May.

The highlight of the year was the Annual Appreciation Dinner in July. This was held at the Dragon Phoenix Restaurant. The Guest of Honour was Mr Ho Sing Hin, Commissioner for Workplace Safety and Health, Ministry of Manpower. This event is very important for the Association, during which we really show our appreciation to volunteers who have helped with the various courses and other activities of the Association. The Guest of Honour was suitably impressed with the professionalism and high standards met by the Association. As a result, we are discussing new initiatives for the future.

We kept a high profile nationally by being invited to be part of the National Life Saving Day 2016 organising committee. We were also invited to be in the BCLS sub-committee with NRC in November.

On the international front, we were involved in meeting with delegates from Brunei when they visited Singapore, as well as the new Lord Prior when he visited Singapore.

In December, we renewed our accreditation for Adult First Aid with AED.

I am happy to say that despite our challenging start to the year (in terms of OFA courses), we did a lot of valuable work throughout 2015. As the first organisation in Singapore to teach First Aid, and having taught it for 130 years (as of 2015), we are therefore the oldest First Aid Training Organisation in Singapore. We must maintain our leadership position in terms of quality of training materials, trainers and people trained by us. We have to continually upgrade and (thanks to all the volunteers) we will continue to stand out as being the best.

CONTINUING EDUCATION PROGRAMME (CEP) There were three CEPs conducted. The first on 7/2/15 by Dr Faraz on “Impact of common medical conditions on the provision of first aid”. The second was held prior to the Appreciation Dinner on 24/7/15 by Dr Fong PH on “Burn Injuries”. The last was conducted by 4 speakers - Mrs Chng on “My Journey in Healing from 3rd Stage Cancer, Ms Leong Chooi Peng on Energy Psychology, Mr Ng Goo Teck on Breathing Techniques and Ms Su Zifang on Taiji, focusing on body stability whilst moving casualties.

NEW EQUIPMENT Five new ASUS laptops were procured in our effort to upgrade our computer/teaching equipment periodically.

ISO 29990:2010 To comply with the requirementas a learning service provider (LSP), St. John would have to acquire ISO 29990:2010. A budget of $20,000 - $30,000 was aside resource the software and hardware needed for the ISO accreditation by October 2016. It would enable St. John to renew our Occupational First Aid.

SJAA ANNUAL APPRECIATION FUNCTION The SJAA Annual Appreciation Dinner was held at the Dragon Phoenix restaurant at Novotel Clarke Quay on 24/7/15. Guest of Honor was Er Ho Siong Hing PPA (P), Divisional Director, Occupational Safety and Health Division of Ministry of Manpower Services Centre. Prof (Dr) Fong Poh Him engaged the rapt audience of our volunteers and associates in his presentation on burns.

100 packets of organic health food supplements worth more than $1,000 were donated by Truth and Faith International (Singapore) Pte Ltd as door gifts for the evening.

ASSESMENT ONLY PATHWAY(AOP) This is collaboration between MOM and SJAA. It is an initiative brought forward to cater for lecturers who have the necessary certification, work experience and should not need to attend the entire HFA course as it were. The AOP course will assess both the material content and MOI of each participant. SJAA is in the midst of finalizing the curriculum and the potential roll out date is in early June 2016.

3. ST JOHN DAY PRESENTATION The St John Day Presentation was held on 4 July 2015 at the NHQ Assembly Hall where 350 guests, officers and members attended the ceremony.

c) National First aid Competition The National First Aid Competition, co-organised by School of Health Science, Ngee Ann Polytechnic was held on 12 July 2015 at Ngee Ann Polytechnic Campus. A total of 40 teams participated in the Competitions.

Cadet Hanna Gabrielle Neri, East View Secondary School, Zone 8 was awarded the Commendation certificate for administering first aid to a fellow tourist who choked during her holiday trip in Korea in Nov 2014.

d) Chief Commissioner Team Commendation Certificate

A group of Cadets from Nan Hua Secondary School of Zone 7 rendered their assistance to Ms June Niyo and her son at Jcube on 31 May 2015. Ms Niyo wrote to say how much help meant to her son who collapsed due to low blood sugar. The cadets’ lunch was interrupted as they kept watch over the young boy till the ambulance arrived.

TRAINING a) Officers Training Course Commissioning Parade 2015 The Officers Training Course Commissioning Parade was held on 17 May 2015 at Nee Soon Camp and a total of 50 out of 59 Officer Cadets passed out from this course. The Commissioning Parade was officiated by the Chief Commissioner Professor Christopher Goh, OStJ.

b) Senior Officers Management (SOM) Course The 2nd Senior Officer Management Course was conducted over three weekends, from 11 April to 25 April 2015 at the National Headquarters. A total of 8 Senior Officers attended the training.

The Senior Officer Management Course is targeted at officers earmarked for higher appointments (Zone Superintendents and above) within the Brigade. This programme aims to equip these officers with the knowledge of MOE and Brigade Regulations and administrative procedures. With that, these officers would be equipped to better assist their Commissioners to run the Zones and Departments, and also to groom the junior officers under their charge.

The graduation ceremony was held on the same day evening. Chief Commissioner, Professor Christopher Goh, was invited to present the certificates.

Hospital Attachment Duty 335 secondary 3 cadets participated in the annual hospital attachments at Singapore General Hospital, Changi Hospital, Ng Teng Fong General Hospital, Khoo Teck Puat Hospital & Tan Tock Seng Hospital during the year-end school vocation in November/ December 2015.

8. FUND RAISING PROJECTS a) SIA Grand Prix F1 Race The SIA Grand Prix F1 Race was held from 17 – 20 September 2015 at Marina Bay Circuit. Sale of Survival Kit booths were set up and managed by the following Zones. The total amount collected was $41,644.62 as compared with $79,458.85 in 2014, dropped of 48% ($38k) due to the Haze during the race period.

9. OTHER MAJOR NATIONAL EVENTS a) Remembrance Day Remembrance ceremony was held on Sunday morning 8 November 2015 at the Kranji War Memorial. It paid tribute to those who sacrificed their lives in the two world wars and other conflicts that followed. Leading the tribute in Singapore was British High Commissioner Scott Wightman. The service was organized by the British High Commission in partnership with the Singapore Armed Forces Veterans’ League.

Members and Officers from Zone 10 attended the ceremony and ACC David Cheng represented St John to lay the ceremonial wreath.

b) KINDNESS BADGE AWARDS CEREMONY 2015 The Kindness Badge Awards Ceremony was held at GV Max, Vivocity and officiated by the Parliamentary Secretary of the Ministry of Education & Ministry of Social and Family Development, A/Prof Muhd Faishal on 13 November 2015 and the exhibition was held from 13 -15 November 2015.

CTShoes4Sole - a project by the members of Clementi Town Secondary School (Zone Nine) worked on a project that benefitted our local community as well as overseas beneficiaries such as the less privileged people in Bhutan. The exhibition ended on 15 November 2015.

The Kindness Badge Awards Ceremony was held on 13 November 2015 at Vivocity. The event marked the end of the project and students were recognized for their hard work.

c) Launched of Water Ambassador Badge

In conjunction with World Water Day 2015 celebration, Singapore World Water Day was held on 21 March 2015 at Singapore Sports Hub.

300 cadets who took part in the World Water Day activities also witnessed the symbolic launch of the programme. During the event, the Water Ambassador Badge was launched by the Deputy Prime Minister Mr Teo Chee Hian for Uniformed Groups and the Minister of the Environment and Water Resources, Dr Vivan Balakrishnan presented a symbolic token to Dr Chen Sze Hua to signify the launch of the programme for St John.

World Water Day is a day designated by the United Nations (“UN”) as a means of focusing attention on the importance of freshwater and advocating for the sustainable management of freshwater resources. The 2015 event was held in a form of a carnival and booths set up by schools and community groups to share on the importance of water conservation and as a resource for life.

The Singapore World Water Day is a nation-wide celebration by the community, for the community to build a relationship with water and conserve, value and enjoy water. Collaborated with the Public Utilities Board (PUB) - a nation water agency to work on the Water Ambassador Programme from 2015.

10. INTERNATIONAL INTERACTION EVENTS a) 33rd SINMAL CAMP 2015. The 33rd Singapore-Malaysia (SINMAL) Combined Camp 2015, hosted by Zone 9 at HomeTeam Bukit Batok Adventure Centre was held from 5 – 7 December 2015. 200 officers and members from Malaysia, states of , Malacca, Negri Sembilan, , and participated in the SINMAL Camp.

b) Visit by Delegate of Ministry of Education, from Brunei Darussalam During the 7th Joint Working Group (JWG) on Education between the Ministry of Education of Brunei Darussalam and Singapore hosted by Education Ministry Singapore from 12 – 15 Jan 2015.

During the period, 13 Brunei Delegates led by Mr Roslin Bin Suhailee, Assistant Director of Co-Curriculum Education Department, Ministry of Education of Brunei Darussalam with three MOE Singapore, Senior Officers were invited to visit St John Singapore Headquarter on 13 Jan 2015 for better understanding the organization of St John Singapore and also to explore the possibility on setting up St John Association in Schools of Brunei Darussalam.

11. OVERSEAS HUMANITY SERVICE PROJECTS a) Project Smiling Angel in Cambodia 2015 It was the 6th trip to Cambodia’s Pursat Province by Zones 7 & 8 officers (1 from Zone 7 and 11 from Zone 8). They visited Kampong Speu to improve the living standard for some of the poorest families in the villages. They built a brick Khmer house and donated it to the poorest family identified by MCNC. Spreading the knowledge of basic first aid and its importance, while distributing free first aid kits to every household were, however, their main tasks.

Project Smiling Angels 2015 headed to Cambodia for eight days. Leong Say Hai, Tan Hong Kai, Kangar BubblegumNinja, Kai Jie, Tang Jiaming, Lee Wei Chee, Carissa Tan, Serene Lim, Joanne Lim and Leong Shu Fang had much to remember on that humanitarian trip.

b) Ray of Light –Zone 2 I. Inauguration of Phnom Penh Corps. The Phnom Penh Corps with a total strength of 30 registered under Zone 2 strength was formed on 9 August 2015.

ST JOHN FELLOWSHIP The Singapore St. John Fellowship is the old comrades association for former members to keep in touch with each other. Since its inception in April 1996, the Fellowship has been active in supporting the activities of St. John and organizing social events and other activities tor its members. The membership of the Fellowship is open to all former and existing St. John members. Members of their families are also eligible to become Associate Members. The one- off membership fee tor both Ordinary and Associate Members is S$50.00.

KEY ACTIVITIES OF 2015 The Priory of St John Singapore Anniversary Celebrations Dinner cum Variety Show The Fellowship was tasked to organise a dinner function to celebrate the first anniversary of the Priory of St John Singapore. This function, held on 24 January 2015 in the Assembly Hall of St John Headquarters, was attended by over 500 St John members and guests. It was officiated by Dr Teh Peng Hooi, KStJ, Prior, Priory of St John Singapore and Chairman, National St John Council. All present were treated to an enjoyable variety show presented by Mr Qin Huai, a well-known veteran charity singer, and his team.

In conjunction with this function, the organising committee led by Mr Chia Keng Hian also helped raise fund for St John Fellowship. A total of $54,671.06 was raised through the sales of 50 dinner tables and the auctioning of a Chinese painting donated by Mr Stephen Leong and a Chinese calligraphy donated by Mr Ma Poh How.

Lunar New Year Party for Senior Citizens The Fellowship held a Chinese New Year Party for 200 senior citizens on 1 February 2015 at St John Headquarters. The programme included cultural performances, calligraphy demonstrations and distribution of red packets and goodie bags to the senior citizens. The organising committee was led by Mr Mr Frederick,Yeo.

SJ 130 Gala Dinner The Fellowship was tasked to organize a gala dinner to celebrate the 130th anniversary of St John Singapore on 6 September 2015 at the St John Assembly Hall. It was officiated by Dr Amy Khor, Senior Minister of State for Health & Manpower with the presence of Mr Patrick Burgess, OBE, DL, GCStJ, Chancellor of the Order of St John & Chairman of Grand Council as the special guest. It was a joyous evening with a sumptuous 8-course dinner and live band music and performances. The organising committee was led by Mr Ma Poh How.

SJ Musical Night The Fellowship played an active part in organising the SJ Musical Night – a fund raising project initiated by the St John Fund Raising Committee to raise fund for the renovation of the St John Headquarters building. Held on 8 October 2015 at Victoria Theatre, it was an enjoyable pop concert with a live band, involving a team of local and overseas singers let by Mr Qin Huai and two school choirs.

Fellowship members were mobilised to help sell the concert tickets and solicit donations, advertisers and sponsorships. Four of our members sat in the organising committee chaired by Mr William Leong Sin Yuen. While Mr Foo Si Kwang served as an advisor and a key fund raiser, Messrs Ma Poh How, Chia Keng Hian and Lim Chaik Pong helped out in their respective capacities as Honorary Secretary, Honorary Treasurer and Co-ordinator for General Affairs.

Other Activities The Fellowship has been supportive of the various events/activities organized by other St. John units, including, St John Brigade and St John Association. Our members continued to network among themselves through various social activities including luncheon gatherings and cultural performances.

INTRODUCTION Through the hard work of the administrative team, supported by the Jurong Centre Management Committee, Jurong Centre established a strong base in the Yuhua Community. Community involvement included free first aid talks and free event coverage for community events.

Jurong Centre has again been selected as a premier OFA Training Centre of Choice for the Western part of Singapore, with the return of many previous customers coming back for training.

JURONG CENTRE AS A PREMIER FIRST AID TRAINING CENTRE Based on the 2015 training records, 20 companies selected Jurong Centre as their preferred OFA training center.

Due to the accreditation lapse in early 2015, the average number of learners per OFA class was 15 compared to an average of 15.6 learners per OFA class in 2014. The training statistics for 2015 were compiled as follows:

JURONG CENTRE AS A PREMIER EVENT MEDICAL COVER PROVIDER Jurong Centre First Aid club demonstrated that they are a dependable trustworthy team when it came to first aid coverage. Customers re-engaged the Jurong Centre first aid team to provide paid first aid coverage for their events. A total of over $19,000 was collected for such event coverage. JC provided over 500 hours of paid coverage for 25 events.

The Jurong Centre First-Aid Team also provided free Community Event coverage for events like the LKY National mourning (total of 552-man hours) together with members / volunteers of St. John HQ; and the Yuhua Street Party (12-man hours).

A cheque for $70,000 was presented by the Rotary Club of Singapore West for the purchase of an ambulance. The ambulance fitting out would he completed by April 2016.

Opening of Jurong Centre Extension on 12 May 2015 The Jurong Centre Extension was officially opened on 12 May 2016 by MP Grace Fu.

The day started with a Mandarin first aid talk to the residents living around Jurong Centre followed by the official opening. 150 residents attended the first aid talk which was focused on household emergency action to be taken should the need arises. The community leaders in RC Zone 1 also cooperated by acting as casualties and first aiders during the first aid talk.

Later that afternoon, Miss Grace Fu, Minister in PMO office, MP for Yuhua declared the JC Extension open. She encouraged Jurong Centre to contribute and involve the community when JC conducts first aid training, especially for CERT (Community Emergency Response Team) members.

First Aid Talk for the Community Two talks were provided in April and Nov 2015. The first session had 20 participants and the second session in Nov 2015 had 50 participants.

Lecturers, Trainers and Examiners Without the support of the associate trainers, JC would not be able to achieve such results. We would like to thank them for their faithful support and assistance towards Jurong Centre.

Challenges Ahead With the increased demands of ROFA Training due to the new requirement s as stated in the ESHA (First Aid Regulations), we can expect an increase in Refresher OFA training from the industrial segment.

This would imply that the current three training rooms and one multi-purpose room may not be sufficient and there is a need to look into expansion of the training rooms should the need arises.

The team is currently looking into more innovative ways to expand the training facilities and maximize profits.

Looking ahead, there is a need to relook into the current practice of managing the paid event coverage as well as the paid hospital transfer services to cater for the needs of the growing greying population in the Western part of Singapore in line with the opening of Ng Teng Fong Hospital.

Jurong Centre is ready to scale new heights in the coming year, and the unfailing support from the JC management committee is an inspiration to the entire administrative team in Jurong Centre.
