Annual Report 2015 Message from Chairman, National St John Council Annual Report 2015 It has been more than two years since we in St. John Singapore was elevated to a Priory status. As a Priory, we set out to do more humanitarian work out of Singapore and directed at the Asean Region. This work will be through our local volunteers or through St. John Corps set up in the Asean Region, but under the supervision and control of our Brigade Zone Commissioners. I am glad to report that: (a) St. John Corps in Phnom Penh was set up on 9th August 2015 under the supervision and control of Singapore Zone 2. (b) Zone 2, Zone 7 and Zone 8 volunteers rendered humanitarian services in the villages of Cambodia by helping to build low cost houses, providing health screening and training villagers in first aid and hygiene. They also sponsored the construction of six wells in villages of Cambodia. (c) Humanitarian missions were organised to some villages in Thailand through volunteers from Zone 2. (d) Contacts have been established by Zone 9 with Batam, and through collaboration with Mr Benny Suwandi of Batam, Indonesia, we will start first aid training activities in Batam. Zone 9 members visited Batam in December 2014. We will continue to explore avenues to do humanitarian work in Myanmar, Laos, Brunei and Vietnam. Locally, our social project to build and run a day care Elder Care and Rehabilitation Centre is on track. The Building and Construction Authority approved our Building Extension Project on 4th December 2015. Once the building extension project is completed, our Eldercare and Rehabilitation Centre will be housed there on the ground floor of the new extension building. We have appointed a consultant to get us attain the ISO29990 certification scheduled sometime in mid 2016. Of concern is the drop in course revenue from our First Aid, CPR and AED courses. I hope the relevant department and staff will put in extra effort to address this. Before I end, I would like to thank all staff in Jurong Centre and Beach Road Headquarters for their dedicated service and all volunteers and Council members for supporting the work of St. John Singapore and supporting my leadership as Council Chairman and Prior of the Priory of Singapore. OUR MISSION a) To promote and encourage the work of St. John Ambulance in all its aspects; b) To promote and encourage all works of humanity and charity for the relief of distress, suffering, sickness and danger without any distinction as to race, class or creed, and the extension of the great principles of the Order of St. John embodied in its mottoes “For the Faith” and “For the Service of Humanity”; c) To serve mankind through training in life saving skills and health care in schools, homes organisations and the workplace in Singapore. OUR MOTTOS ‘Pro Fide’ – For The Faith; ‘Pro Utilitate Hominum’ – In The Service of Humanity. OUR VALUES St. John’s values are called the ‘eight beatitudes’ symbolically depicted by an eight-pointed cross of the Order of St. John. These beatitudes were seen as essential criteria for those caring for the sick and arguably should be expected by the carers of today. 1. Comforting 2. Humility 3. Peacemaking 4. Endurance 5. Purity St. John Ambulance has applied secular meanings to the following points as representing the traits of a good first aider: • Observant • Tactful • Resourceful • Dexterous • Explicit • Discriminating • Persevering • Sympathetic The overall Business Plan for National St. John Council is to achieve the following Goals: 1. To have a trained First Aider in every school, home, organization and workplace in Singapore (Association); 2. To be the preferred Charity serving humanity through life-saving skills of First Aid, nursing, occupational safety, health care training and emergency assistance. (Council); 3. To be the preferred Uniformed Group in Singapore (Brigade); 4. To be an organisation adopting best practices and leveraging on information technology skills and tools, in the pursuit of our goals. (Council); 5. To provide and manage affordable health care services, (Council); 6. He thanked Mr Foo SK and Mr William Leong for their assistance in the negotiations with Kwong Loong. In the premises, Dr Teh informed the AGM that the plan on the proposed Parade Ground would be delayed. 2.2 Overseas Projects The AGM was informed that our efforts in Cambodia are progressing well. In Batam, Indonesia, we have established contact with a key partner, Mr. Suwandi. Council will be kept informed of developments. In Brunei, it was proposed that Prof Goh work out a viable collaboration through his Bruneian governmental contacts. 2.3 Grand Council Meeting, Edinburgh, 24-27 May 2015 The Chairman and the CEO attended and participated in the meeting of the Grand Council. 2.4 Asia-Pacific Meeting, Hong Kong, 2-4 April 2015 The Chairman and the Hon. Secretary, Mr Khoo TK attended and participated in the proceedings. 2.5 The Orders & Honours Awards from England All Heads of Department (HODs) to take note that promotion within the Order especially to the level of the Commander and Knight are not time-based. Candidates must contribute to St John in a significant way to qualify for consideration of the award. In future, all HODs are advised to check with the Chairman first on these candidates if they wish to put up for consideration for the promotion to Commander and Knight. This is to avoid embarrassment to the candidates in the event that they are supported by the Prior. 2.6 BRIGADE 2.6.1 The Chairman was concerned over the declining members of our cadets in the schools. One untapped area is to approach our international schools and explore the possibility of forming the Brigade Corps in those schools. 2.6.2 Badgers’ Programme The AGM was informed that our counterparts in Wales and England were doing well; Singapore must push harder to improve the badger membership among primary school pupils. 2.6.3 Brigade Presidents The AGM was informed that a proposed list of names have been provided to the Brigade to follow up with visits to invite them to become Zone Presidents. This is a list of appropriate prominent members of the public. This is important as there are Zones with only one or no President currently. For the last two months, we have been hit very hard by the pandemic and there seems to be no near end in sight. The Emergency proclamation in January, ostensibly to fight COVID-19 has now been proven to be a complete political sham. Malaysia is the only country in the world where after Emergency has been declared (together with the suspension of Parliament), the pandemic situation has actually worsened instead of improving. This inability to contain the pandemic is the result of an incompetent and anti-democratic government that is weak in leadership and poor in policy planning. I get no joy in criticising the PN government but it is now as clear as day that without the checks and balances provided by parliament, their incompetency will only grow to the detriment of Malaysians from the pandemic. However, this newsletter is not so much about politics; for that you can follow me on my active social media posts. This newsletter is basically a report card of sorts of what my office and I have been doing in the last six months.

Course Description In August 1945 the US dropped atomic bombs on Nagasaki and Hiroshima, bringing to an end the Second World War (or WWII). Yet in Southeast Asia, the end of the three year, 9 month and 1 day occupation by Japan marked only the beginning of another round of intense conflicts. Events of 1941-45 led to destabilization of every country in the region and dramatically affected the ability of Western colonial powers to regain their colonial territories. Japan presented to Southeast Asian countries renewed hope and renewed fear but changed the way the people in the region thought of themselves in any event. As a result, revolutions of national independence were waged in nearly every Southeast Asian country after WWII ended. Was Japanese occupation of Southeast Asia the same as Western colonization, only on a more intense scale time-wise? Or were Japan’s “crowbar” effects crucial for the development of postwar independence movements? How do we understand WWII in relation to the birth and rise of a new Asian world? In this class, we seek to answer these questions by studying WWII in Southeast Asia through a country-by-country approach. For each country or group of countries, the following aspects will be discussed: Situations before the outbreak of the war, especially with regards to Western colonial powers; the timeline of Japanese invasion and involvement; the economic, political and cultural changes that occurred during the Japanese occupation; the end of the war and post-war repercussions.
