Foreword I am very happy to know tliat Annual Report of the Department of School Education for 2004-05 is going to be published very soon. The importance of this Department has been accentuated to a great extent with the decision of the Grovemment to universalise elementary education and to enrol maximum number of students in secondary stage of education. At the same time, in view of the situation developed out of globalisation, the importance of +2 stage of education has also been expanded . To that object in view, a good nvimber of High schools have been upgraded to Higher Secondary schools. Proper importance has been laid on the upUftment of Madrasa Education. Adequate attention has also been imparted on the development and expansion of Sanskrit education. For implementation of Barba Siksha Abhijan, the role of this Department has further been widened and this Department has been discharging its duties and responsibilities with the huge army of officials and educationists. In West Bengal, the governance of educational institutions is de­ centralised and all the educational organisations like West Bengal Coimcil of Higher Secondary Education, West Bengal Board of Secondary Education, West Bengal Board of Primary Education, West Bengal Board of Madrasa Education, West Bengal Coxmcil of Sanskrit Education, West Bengal Habindra Mukta Vidyalaya are autonomous in true sense of the term. The Department of School Education is to play its role in extending all sorts of assistance, guidance and in certain circumstances, regulate the performance of these educational organisations. Unlike other States in India, not only the resultant vacancies of teaching posts are regularly filled up but a good nimiber of additional teaching posts are also created every year. Teachers are appointed in secondary schools with the recommendation of the School Service Commission. This is a \mique example in the country. Similarly, Primary teachers are recruited through a common examination conducted by District Primary School Coimcils. This Department has been functioning with the help and advise of a good number of veteran educationists of this State. All these peculiarities has been successfully incorporated in this Report which will be of immense help to the interested persons and organisations. The Report though in a concise form endeavoured to furnish a consolidated information base. It has widened the scope of the readers including the researchers and the activists in the field of social upliftment for their enrichment. I do personally believe that the issue will definitely benefit the readers and enrich them in the use of different inputs in a diverse statistical database. I shall expect the positive criticism or suggestion from the well wishers in the event of any limitation in the publication so that the same can be rectified in the next issue accordingly. The publication of the Annual Report of the Department is an important function and event. The earlier the publication, the better. 2. Every effort has been made to make the Annual Report for the year 2004-05 in respect of this Department as comprehensive and detailed as possible. Apart firom traditional data and statistics, highlights of initiatives, schemes, plans and programmes have also been incorporated. During 2004-05, the Department and the Boards and Councils under the administrative management of this Department took several initiatives and measures for improved and enhanced performance and servrce delivery. During the year there has been significant reduction in the number of Out of School Children and Drop Out cases at the primary level, increase in the capacities and improved access to elementary education and steps have also been initiated for a significant expansion at the Secondary and Higher Secondary level. Both Pre-service and In- service Training of Teachers at different levels were scaled up. 3. I hope this Annual Report will be utilised by all concerned with management of education, and they will find this Report useful. Their suggestions and comments will also help us further improve the Report in future. 4. I take this opportunity to place on record our gratitude and sincere thanks to Shri Kanti Biswas, Minister-in-Charge and Smt. Iva De, Minister of State for their advice and guidance and abiding interest in ensuring that this document comes out as a user friendly and comprehensive reference material rather than a mere collection of major events and compilation of data and statistics. It is the 9th Issue and we have tried our best to enrich the report meaningfully. The report possibly will highlight the activities of all the sectors of this Department. The area of Universalisation of Elementary Education has been greatly emphasised and the different interventions of ‘Sarba Siksha Abhiyan’ have been illustrated in the report. Besides this, necessary statistical, Survey, Study & Research Report have also been incorporated in this issue which may be of an immense help for the Educational Administrator, Educational Practioner & Research worker in the field of Education. The relevant extract of World Human Development Report, State Human Development Report, Report of Economic Survey, GOI, Statistical Report ofMHRD, GOI, Study and Research Report have been included in this Volume which may be extremly useful for the Educational Managers at different level. Still I believe there may be some gaps and lacunas which may be covered in the next issue and we also invite constructive criticism from the reader in regard to desired improvement of this report. Wee Victoria Institution, Jalan Hang Tuah, 55200 Kuala Lumpur, Malaysia E-mail : [email protected] ABSTRACT This study identifies the pattern of Internet use among 608 upper secondary science students from fourteen schools in Kuala Lumpur, Malaysia. All schools have computers, out of which 9 have Internet facilities and 3 Internet terminals are located in the school resource centres. About 51.5% of respondent used the Internet. The main reasons for non-use are lack of skill and non-availability. The users mainly accessed the Net from their homes and acquired Internet skills by self-teaching or learning from friends. Slightly over 70% of Net users spent less than 5 hours a week on various functions, but few used it for study-related activities. The average time spent on the Internet was 4.89 hours per week. Most of the Net users (91.4%) explored the World Wide Web while 75.4% used E-mail, 52.1% used IRC or ICQ, 15.7% joined Newsgroups, 2.2% used it for downloading, and 0.6% used it for playing online games. Major problems faced were “lack of skills” and “lack of time”. The Internet was perceived to be a rich information reservoir that provides fast and efficient access to information. The majority believed that Internet did not affect their learning process, with 20.7% reporting a positive effect and 4.5% a negative effect.

A total of 85 plant species from different sites in the same Block have been enumerated. The economically important plants belonging to 32 families were recorded which were variable in number and composition in the plant community with the alternation of seasons. The most dominant plant species found was dry deciduous sal (Shorea robusta), which was almost used as varied species due to versatile importance. A fruit, flowers, leaves; barks and corms including timber and litters are found and frequently used over the area. Almost all plant materials were used day by day to solve the local problems since time immemorial. Medicinal plants available in the forest but they use a little bit of medicinal plants for the remedy of ailments though they use the medicinal plants for their use to cure ailments for cattle. Some are used as gastrointestinal purpose of the cattle in the same community. As the long term use of plants differs so that the community needs conservation scenario locally.

    SETTING THE STAGE: A MATERIALIST SEMIOTIC ANALYSIS OF CONTEMPORARY BENGALI GROUP THEATRE FROM KOLKATA, INDIA by ARNAB BANERJI (Under the Direction of Farley Richmond) ABSTRACT This dissertation studies select performance examples from various group theatre companies in Kolkata, India during a fieldwork conducted in Kolkata between August 2012 and July 2013 using the materialist semiotic performance analysis. Research into Bengali group theatre has overlooked the effect of the conditions of production and reception on meaning making in theatre. Extant research focuses on the history of the group theatre, individuals, groups, and the socially conscious and political nature of this theatre. The unique nature of this theatre culture (or any other theatre culture) can only be understood fully if the conditions within which such theatre is produced and received studied along with the performance event itself. This dissertation is an attempt to fill this lacuna in Bengali group theatre scholarship. Materialist semiotic performance analysis serves as the theoretical framework for this study. The materialist semiotic performance analysis is a theoretical tool that examines the theatre event by locating it within definite material conditions of production and reception like organization, funding, training, availability of spaces and the public discourse on theatre. The data presented in this dissertation was gathered in Kolkata using: auto-ethnography, participant observation, sample survey, and archival research. The conditions of production and reception are each examined and presented in isolation followed by case studies. The case studies bring the elements studied in the preceding section together to demonstrate how they function together in a performance event. The studies represent the vast array of theatre in Kolkata and allow the findings from the second part of the dissertation to be tested across a variety of conditions of production and reception.

Road, Kolkata 700 056 FOREWORD The present volume of Annual Report for the year 2012-13 of the Department of Higher Education gives an account of the activities carried out in the Department along with those undertaken in different wings of the Department and various autonomous organizations associated with it. The Report also presents, in brief, the facilities of the higher education available in the State. The past year 2012-13 has gone down as one of the most happening in the Higher Education sector in the States recent history. The State saw bold steps being taken in the Higher Education sector with a clear emphasis on the two Es: Expansion and Excellence. On this yardstick, the State created a record of sorts. As many as 15 higher education institutions, 3 new universities, 3 new Government colleges and 9 new Govt aided colleges will commence its operations in a single Academic Year 2013-14. Taken together, this would account for the largest expansion proposal in higher education institutions in the State in a single year. The year saw the addition of three new State- aided Universities viz Kazi Nazrul University at Asansol, Panchanan Barma University in Cooch Behar and the Techno India Private University at Salt Lake, Kolkata.
