Poole, Jr. and John R. Guardiano EXECUTIVE SUMMARY This report surveys the market for privately financed and operated toll highways, bridges, and tunnels. This market is developing because traditional public-sector funding is inadequate for the level of investment needed over the next decade or more; the Federal Highway Administration (FHwA) puts the shortfall at between $13 and $42 billion per year. Three principal market opportunities exist: new urban congestion-relief tollways, new or rebuilt intercity toll roads, and new or rebuilt bridges and tunnels. The urban market is driven primarily by the potential of offsetting the $34 billion per year in time and fuel wasted by current levels of traffic congestion. The intercity market is driven primarily by the need of trucking firms for time and cost savings, and access for over-100,000-lb. truck-trailer combinations. The primary bridge opportunity lies in rebuilding some of this nation's thousands of deficient bridges. This report identifies and quantifies those urban areas with the greatest traffic congestion costs, and those states with the highest fractions of deficient highway and bridge conditions. It also identifies those states where legislation to facilitate private toll projects has been enacted or is being considered. Prior to enactment of the 1991 federal surface transportation act, private tollway projects worth $10-15 billion were already being envisioned at the state level. -

Walk Across West Virginia Route Descriptions
WWAALLKK AACCRROOSSSS WWEESSTT VVIIRRGGIINNIIAA RROOUUTTEE DDEESSCCRRIIPPTTIIOONNSS Few of us have the time to actually Walk Across West Virginia (WAWV), but we can do a virtual Walk Across West Virginia by walking a distance equal to walking across the state. On the following pages are descriptions of five routes across West Virginia. Two are existing trails, two are hypothetical straight line routes through the geographical center of the state and one is a combination of trails and public roads. The longest route across the state is 281 miles. If you walked 5.5 miles a week or 21.5 miles a month, in your local neighborhood, you would equal the longest distance in less than a year. So why not set a personal goal of Walking Across West Virginia this year! Record the date you reach a specific mileage point on one of the routes to track your progress. You can use the mileage tracking chart found on the WAWV website to track your accumulated miles. Include your family members in your trip. You might enhance the “virtual” experience by actually walking parts of the existing trails nearest you, or by visiting some of the areas traversed by the hypothetical routes. Maryland Genealogy Research Native American Inhabitants The area covered by the present state of Maryland was home to: Algonquian Indians on the Western Shore of Maryland: This was the primary chiefdom of the Piscataway (or Conoy) Indians and their allies, the Anacostians, the Mattawomen the Nanjemoy and the Potapoco. Two independent Algonquian chiefdoms lived on the lower Potomac River’s northern shore: the Chaptico and the Yoacomaco. The Pawtuxent, Acquintanack, Mattapanient and the Assacomoco chiefdoms lived along the shores of the Pawtuxent River. Algonquian Indians on the Eastern Shore of Maryland: The principal chiefdom of the Nanticoke lived along the eastern shore from Pocomoke River to the Sassafras River: the Assateague – the Pocomoke – the Amamesses – the Morumsco – the Acquiantica Iroquoian-Speaking Indians of Maryland: the Susquehannock – the Massawomeck – the Tuscarora The tribes listed above were also called Chicacones, Kittamaqundi, Potomac, and Taocomcoes. Most Native Americans were forced to leave Maryland during the 1700's by European colonists. Some were moved to Indian reservations in Oklahoma. Others joined larger tribes, where their descendants still live today. There are no federally recognized tribes in Maryland today. A non-recognized community is: Piscataway-Conoy Confederacy P.O. Box 1484 La Plata, Maryland 20646 European Colonization Before 1632: Fur traders from Virginia settled Kent Island. 1632 – 1691: Land Ownership and Conflicts: In 1632, the English government granted a charter for a colony between Virginia and what later became Pennsylvania. Proprietary Governorship of the area was given to George Calvert. Because Calvert had converted to Catholicism, he could not hold public office. So the Maryland Charter was issued to his son Cecil, Second Baron of Baltimore. -

The process is often begun with the removal of earth and rock by digging or blasting, construction of embankments, bridges and tunnels, and removal of vegetation (this may involve deforestation) and followed by the laying of pavement material. A variety of road building equipment is employed in road building. After design, approval, planning, legal and environmental considerations have been addressed alignment of the road is set out by a surveyor. The Radii and gradient are designed and staked out to best suit the natural ground levels and minimize the amount of cut and fill. Roadways are designed and built for primary use by vehicular and pedestrian traffic. Storm drainage and environmental considerations are a major concern. Erosion and sediment controls are constructed to prevent detrimental effects.
