They long to know what the decision-makers are thinking, so they can plan ahead. They yearn to be in the loop, to have the drop on things. It is the genius of the lobbyists and the consultants to understand this need, and to satisfy it in the most imaginative way. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors. -

By letter of 4 May 2001 the Council forwarded to Parliament its annual report on the main aspects and basic choices of the CFSP, including the financial implications for the general budget of the European Communities; this document was submitted to Parliament pursuant to point H, paragraph 40, of the Interinstitutional Agreement of 6 May 1999 (7853/2001 – 2001/2007(INI)). At the sitting of 14 May 2001 the President of Parliament announced that she had referred this document to the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy as the committee responsible (C5-0194/2001). -

To what extent does the Food Law Enforcement Practitioners group (FLEP) influence European Commission policy in food safety matters? In the minutes of the meeting of the Netherlands food inspection service (KvW) on 19 September 2001 in The Hague it was said of the FLEP that: The original aim of the FLEP was to gain an understanding of the organisation of the inspection of food in different countries … Subsequently it involved the exchange of information between countries and advising the European Commission … Mr Wolfs responded that many of the FLEP’s recommendations were taken on board by the European Commission and that the FLEP had a great deal of influence on the programmes coordinated. 2. Is the European Commission aware that it is impossible for the European Parliament and national associations in the food and catering sector to obtain information on the matters being discussed in this informal club? 3. Does the Commission consider that it is healthy for an informal consultative body to have so much influence on its decision-making when the general public, politicians and interest groups are denied access to information about the relevant meetings? 4. Adriaan Schout and Jan Marinus Wiersma The Netherlands in the EU: From the Centre to the Margins? 1. From internal market narrative to a narrative of uncertainties In this post-2008 era of European integration, every year seems to have specific – and fundamental – European challenges. For the Netherlands, 2012 was a year in which it was highly uncertain how the Dutch would vote.1 The rather populist anti-EU party of Geert Wilders (PVV-Freedom Party) had proclaimed that the elections would be about and against the European Union. This strategy did not pay off as people voted for stability, also regarding the EU. However, existential doubts about European integration and the euro have persisted and even increased as the emergence of a referendum movement in early 2013 has shown. Although the number of signatures supporting the idea to consider a referendum about the future of the EU rose to close to 60.000 in a couple of months, anti-EU feelings have found less support than one could have expected on the basis of opinion polls. Nevertheless, a strong and persistent doubt about the EU seems evident in the Netherlands even though it has a fairly low level of priority in daily policy debates. For once because there are few real EU issues on the agenda and, secondly, because discussions on, for instance, Treaty changes or the meaning of a ‘political union’ are being downplayed. Pew Research2 showed that 39% of the Dutch would like to leave the EU and Eurobarometer indicates a drop in public support from 60% in 2012 to 45% in 2013. -

Considerando que cerca de 14 millones de personas en la Unión Europea y entre el 1 y el 3 % de la población mundial total sufre de fibromialgia, un síndrome debilitante que causa dolores crónicos generalizados, B. Considerando que, aunque la Organización Mundial de la Salud reconoció la fibromialgia como enfer medad ya en 1992, esta patología no está incluida en el índice oficial de patologías en la UE, lo cual impide a los pacientes obtener un diagnóstico oficial, C. Considerando que las personas que sufren de fibromialgia acuden con más frecuencia al médico de cabe cera, son remitidos con mayor frecuencia a especialistas, reciben más certificados de baja por enfermedad y son hospitalizados con mayor frecuencia, lo que genera una carga económica considerable para la UE, D. Considerando que los pacientes de fibromialgia tienen que luchar por llevar una vida plena e indepen diente, a menos que tengan acceso a un tratamiento y un apoyo adecuados, 1. The event was chaired by Joost Lagendijk, Senior Advisor Istanbul Policy Center, and Jan Marinus Wiersma, Senior Visiting Fellow Clingendael. As the title of the conference – Beyond the deadlock? Perspectives on future EU enlargement – indicates, the debate concentrated on the differences between the accession rounds of 2004 and 2007 en the one that is now under way. Both the EU and the (potential) candidate countries operate in a different context that is marked by a much stricter conditionality of the EU which has a negative impact on the speed of the enlargement process. The countries in question, with the possible exception of Iceland, are confronted with internal opposition to the EU, sometimes show a lack of reform mindedness and have difficulty coping with political obstacles like the Cyprus issue in the case of Turkey or the Kosovo question. The agenda of the seminar consisted of three main topics: lessons learned from past accessions, the cases of Turkey and Macedonia, and the future of enlargement. They are being dealt with in this publication from different angles. -

The Quest for a Vision for Europe: Lessons to be learned from Dutch and German Debates on the Future Democracy of European Union Hanco Jürgens, Amsterdam Institute for German Studies (DIA)/ Montesquieu Institute In November 2012, a day before Dutch Prime Minister Mark Rutte went to Brussels to join the EU summit, he apologized in Parliament for being not very specific about his efforts in the negotiations. He said he has to speak “with his mouth full of meal”, meaning that he could not answer the questions of the Members of Parliament in detail.1 After arriving in Brussels, he confirmed his position by stating that he had come to the EU summit with a loaded gun in his pocket and that it would not be in the Dutch interest to lay down his pistol on the table immediately. In its vagueness, Rutte’s stance is in line with the Dutch EU policy, which is traditionally seen as part of the foreign policy domain. Seen from this perspective, Dutch politicians should not be too open in public about their strategy, since this could harm their position at the EU negotiation table. For several reasons, one may ask whether this position is still accurate. Since the Treaty of Maastricht, the EU has become a policy domain far beyond the field of foreign affairs, concerning not only all ministries, but above all, the peoples of the member states. Therefore, democratic legitimacy and parliamentary control has become an important issue. One might ask why Dutch parliament allows its Prime Minister to keep his gun in his pocket.
