EXECUTIVE SUMMARY The National Park Service has submitted a consistency determination for a Draft General Management Plan for the Santa Monica Mountains National Recreation Area. The purpose of the management plan is to provide guidance in managing the 150,000 acres of the Santa Monica Mountain region, and some 69,099 acres of protected parkland. The Santa Monica Mountains Comprehensive Planning Act (enacted in 1978) mandated that a comprehensive plan be created for • the preservation and management of the recreation area. Through a collaborative effort of the CD-025-02 Santa Monica Mountains National Recreation Area Draft General Management Plan Findings Page2 National Park Service, California State Parks, and the Santa Monica Mountains Conservancy, the first management plan was released in 1982. • The National Parks and Recreation Act further stipulated that the plan should be updated every 15 to 20 years. -

Plate Tectonic Theory Notes How Plates Move • Earth’s crust is broken into many jagged pieces. The surface is like the shell of a hard-boiled egg that has been rolled. The pieces of Earth’s crust are called plates. Plates carry continents, oceans floors, or both. How Plates Move • The theory of plate tectonics says that Earth’s plates move because of convection currents in the mantle. Currents in the mantle carry plates on Earth’s surface, like currents in water carry boats on a river, or Cheerios in milk. How Plates Move • Plates can meet in three different ways. Plates may pull apart, push together, or slide past each other. Wherever plates meet, you usually get volcanoes, mountain ranges, or ocean trenches. Plate Boundaries • A plate boundary is where two plates meet. Faults form along plate boundaries. A fault is a break in Earth’s crust where blocks of rock have slipped past each other. Plate Boundaries • Where two plates move apart, the boundary is called a divergent boundary. • A divergent boundary between two oceanic plates will result in a mid-ocean ridge AND rift valley. (SEE: Sea-Floor Spreading) • A divergent boundary between two continental plates will result in only a rift valley. This is currently happening at the Great Rift Valley in east Africa. Eventually, the Indian Ocean will pour into the lowered valley and a new ocean will form. Plate Boundaries • Where two plates push together, the boundary is called a convergent boundary. -

Warheit Abstract.-Ecologists attempt to explain species diversitywithin Recent seabird communities in termsof Recent oceanographic and ecological phenomena. However, many of the principal ocean- ographic processes that are thoughtto structureRecent seabird systemsare functionsof geological processes operating at many temporal and spatial scales. For example, major oceanic currents,such as the North Pacific Gyre, are functionsof the relative positions of continentsand Antarcticgla- ciation,whereas regional air masses,submarine topography, and coastline shape affectlocal processes such as upwelling. I hypothesize that the long-termdevelopment of these abiotic processes has influencedthe relative diversityand communitycomposition of North Pacific seabirds. To explore this hypothesis,I divided the historyof North Pacific seabirds into seven intervalsof time. Using published descriptions,I summarized the tectonicand oceanographic events that occurred during each of these time intervals,and related changes in species diversityto changes in the physical environment.Over the past 95 years,at least 94 species of fossil seabirds have been described from marine deposits of the North Pacific. Most of these species are from Middle Miocene through Pliocene (16.0-1.6 Ma) sediments of southern California, although species from Eocene to Early Miocene (52.0-22.0 Ma) deposits are fromJapan, -
