Gender Awareness and Development Manual Resource Material for Gender Trainers Ministry of Women’s Affairs Training and Advocacy Department Kabul May 2007 Sippi Azarbaijani-Moghaddam International Development Consultant Foreword It is the mandate of the Ministry of Women’s Affairs (MoWA) to provide support to other government institutions for gender mainstreaming. Training and Advocacy Department (TAD) of MoWA plays a critical role in delivering on MoWA’s mandate particularly for the capacity building of the state institutions for the promotion of gender mainstreaming. To ensure TAD is more strategic in its training efforts, MoWA has recently developed this “Gender Awareness and Development Manual”. This Gender Awareness and Development Manual was developed with the technical and financial assistance from the Institutional Capacity Building support to MoWA programme of the United Nations Development Programme (UNDP). We thank UNDP for its support and appreciate their partnership with MoWA for the advancement of women’s development in Afghanistan. I thank the author of the manual and all other agencies and the government institutions for their time and inputs to finalise this Manual. I am confident that this Gender Awareness and Development Manual will assist the gender trainers in facilitating trainings and hope this will be used by gender trainers of other institutions as well as an instrument for the promotion of gender equity goals set in the ANDS and to facilitate the implementation of the National Action Plan for the Women of Afghanistan (NAPWA).
