Page 5 Introduction The Candidate Handbook is intended to help you to prepare and to understand the processes and procedures for applying for licensure and for scheduling your examination(s). The Delaware Board for Cosmetology and Barbering (the “Board”) is responsible for licensing and regulating the profession of Barbering in the State of Delaware. The Board has contracted with Professional Credential Services (“PCS”) to provide administrative examination services. The Board, through PCS, will exclusively use the National-Interstate Council of State Boards of Cosmetology (“NIC”) examinations. PCS first requires that candidates submit an on-line Examination and License Application (“Application”). This is required to determine your eligibility for testing. Any questions regarding your application or eligibility should be directed to PCS. The State Board will have the final authority to approve the issuance of a license. State Licensure Requirements In order to receive a Barber license in the State of Delaware, you must meet the following requirements: 1. Be at least 16 years of age. 2. Successfully complete at least the 10 th grade or equivalent. 3. Successfully complete a minimum of 1,500 classroom hours of continuous training for a complete course in Barbering; or 4. Successfully complete a 3,000 hour apprenticeship with a licensed Barber. 5. Successfully pass the NIC theory and practical examinations. Application Expiration Limit ! Pursuant to Delaware Law, you must successfully pass the theory and practical examination within two calendar years of your initial application date. • If you applied by more than two years ago and never took either part of the examination, your application and fees are no longer valid. You must complete a new online application with PCS, submit required documents to PCS, and take both the NIC theory and practical examinations. • If you applied more than two years ago, took and passed one part of the examination more than two years ago, your application is no longer valid. You must complete a

Bodies must be recognizable in order to be considered human, yet the non-recognizable body or freakish body offers alternate possibilities of embodiment that are usually overlooked. This thesis focuses on what happens when the non-recognizable female freak is in the public gaze and the gaze among intimates. Both of these spaces are ambivalent spaces for the female freak in which she finds simultaneous danger and power, identification and manipulation. In these texts the public space is one in which the female freak may find both economic and erotic power, yet allowing her body to been seen puts her in danger from the seer. The female freak cannot control the gaze of the audience, which can lead to her body being objectified, or risk physical harm. In more intimate spaces in which the female freak is among family and friends, her body may be recognizable because she is with people who are similarly embodied, but she may also be in danger from intimates who wish to dictate what she can and cannot do with her body. The intimate space is also the space in which the female freak can shape her own body and define her own aesthetic and personal erotic.
