1. PROGRAMME OBJECTIVE

Strengthen local capacities of the community inhabitants of those vulnerable settlements, located in two areas: Unificada and Ermitaño (Independencia district) and of the Municipality of Independencia to manage the disasters risk, caused mainly by earthquakes or heavy rains, by developing and applying participatory and sustainable planning methodologies, and by implementing, in a participatory way, risk mitigation activities in highly vulnerable settlements, prioritizing the participation of women and other vulnerable people, adopting a neighborhood approach, as well as considering replicability of the actions performed in other areas with similar characteristics.

2. QUANTIFICATION OF INDICATORS

Below is shown the quantification of the beneficiaries and the description of goals set for the end of the program.

3. SITUATIONS WHICH HAVE AFFECTED THE DEVELOPMENT OF THE PROGRAM

The program has been affected during its third year 2017 by the following situations:

A. Delay of studies entrusted to UNI-CISMID through signed agreement

This has been the main reason of the program´s delay. According to the program proposal submitted by PREDES, studies on geological hazards (Sector 1. Natural and technological risks) are carried out by the Peru-Japan Center of Earthquake Research and Disaster Mitigation of the National University of Engineering (CISMID-UNI). The

framework agreement was signed in December 2014, but the subscription of the specific agreement for studies was delayed until January 2016. The final deliverable was scheduled after 105 calendar days but the completed studies were received in December 2016.

Implications: • Delay of sub-sectors 2.1 and 2.4 activities (Capacity building and training, Policies and planning), like training with specialized information and the preparation of Disaster Risk Management (DRM) plans (Emergency operations, contingency against earthquakes, community response, disaster prevention and reduction).

Steps taken: • Use of compilation of previous information on studies in the area and entrusted a study on evacuation routes and safe areas for our two selected neighborhoods. • Use "talking maps" produced by the population in workshops organized by the program. • Field visits with dwellers and municipal officials to become aware of the levels of vulnerability and have an overview of the possible prevention and risk reduction measures.

B. Coastal Niño disaster

In FY 2016 El Niño phenomenon (FEN) was forecasted to arrive by the end of year 2015 to Peru with great intensity (extraordinary level) and impact due to heavy rains in Lima city, and Independencia was one of “emergency situation” declared districts. Fortunately, this phenomenon arrived to Peru with diminished strength and damages were low. Although in the first quarter of FY 2017 a severe drought was affecting Northern Peru, suddenly by the end of January 2017 heavy rains started in coastal areas and damages were extremely severe in Northern and central coastal regions, including Lima. 162 deaths and 66 thousand houses destroyed were reported. Independencia district was in alert, along with Northern Lima District´s Commonwealth, but no damage was reported in Independencia District.

Implications: • Appreciation by the municipality and vulnerable population of the importance of the program. • Actions were taken in coordination with Municipality of Independencia District (MID).

Steps taken: • Use of the contingency plan for FEN heavy rains, approved by Working Group for DRM (WG-DRM) • Communication Plan implemented, using messages about El Niño phenomenon prepared in FY 2016 and disseminated through MID´s and PREDES´s media means. Maestro stores (building materials store) prepared a video about Emergency Family Plan, presented by Program´s coordinator.1

C. Mexico´s earthquake disasters

Mexico’s Chiapas (September 8, Mw 8.1) and Central Mexico (Sep. 19, Mw 7.1) earthquake disasters, raised concern about the possibility of a great disaster in Peru´s Central Coastal area, where Lima is located.

From August 16 to September 28, 2017, Predes had more than 5 hours of broadcasting time in the national media, through 16 interviews on radio and television. Within those interviews, 22 minutes were devoted to publicize the Program´s actions and USAID was mentioned as the agency that finances those interventions in the district of Independencia.

Interviews took place as a consequence of the earthquakes´ disasters. The media reported on the damage and consequences that a great magnitude earthquake would bring in Lima, and our Program took TV reporters to our work zones at Independencia trying to show DRR measures, but final interest and broadcast was to show the bad situation, not the good actions that can be developed.

Implications: • Appreciation by vulnerable population about the importance of DRR. • TV broadcasted images of Independencia´s vulnerable dwellings produced concern at the Municipality of Independencia District (MID) as people would think that it is not taking DRR measures. and what actions should be taken to reduce its impact on hillside areas

Steps taken: • A communication strategy will be designed through MID´s and PREDES´s media means to show the results and achievements of DRR actions at Independencia District.

D. Change of officers

Since the beginning of the program various key managers for the program have been changed or rotated, particularly Local economic development (where is located the Civil Defense / DRM, changed four times), Planning and budget, Urban development and others.

Implications: • One manager shared obligations in other municipality, delaying decisions and activities. • Delay in progress of scheduled activities.

Steps taken: • Start over co-ordinations and sensitizing. • Reschedule activities.

E. Neighborhood organization

At the end of 2016, a situation arose in relation to the organization of A.H. Villa El Angel neighborhood. The election committee invalidated the election of the board of directors that gave continuity to the previous administration, with which the Program had maintained a good relationship. In a new election, won the group led by Mrs. Estela Wong, who adduces bad economic management of the previous administration. Thus, an anomalous situation arises in which two groups are confronted, with a judicial demand in between by the former group. Given this, since Ms. Wong's board of directors has been officially recognized by the Municipality of Independencia, the Program´s actions are coordinated with her. However, it is noted that its board of directors has little convening power in the neighborhood.

F. Works in Villa El Ángel:

DRR works continue under direct administration by PREDES. The risk reduction works at Villa El Ángel began in June 2017 and when local labor was selected, a problem arose with the local civil construction group, which has continually hindered the work by demanding payments or hiring individuals non suitable for the job. Upon the intervention of the president of the neighborhood and the local police station, a weekly rotating personnel hiring agreement was taken for local workers. This way of work produced the lengthening of the execution span of the works in Villa El Angel, because the local workers do not comply with their work quota (laziness, time breaks without authorization, etc.). At all times we tried to make this group understand, stressing that this work is done for the benefit of themselves. However, their demands go on for the economic side and extortion so as not to hinder the work.

4. EVALUATION OF INDICATORS BY SECTORS

Below is the evaluation of indicators, by sectors and subsectors. The progress has been assessed and the percentage of progress quantified according to the programmed target2.

SECTOR 1: NATURAL AND TECHNOLOGICAL RISKS

Sub Sector 1.1: Geological Hazards Local stakeholders: vulnerable population, authorities, and officials (men and women) know their risk issues and Result potential impacts, economic and social, as well as measures to reduce the risk.

The result of this sector was influenced by the lack of the technical studies by CISMID-UNI. Nevertheless, progress was made using available studies and “talking maps” through neighborhood workshops, which include a first approach to DRR possible measures. Also, printed information on the neighborhood´s hazard and vulnerability was handed lot by lot. Furthermore, a District risks and DRR measures forum was made with participation of Independencia District Platform of Civil Defense and neighborhood board members. CISMID-UNI finished their technical studies in December 2016 and publicly presented in a Forum held at CISMID on January 25, 2017.

SECTOR 2: RISK MANAGEMENT POLICY AND PRACTICE

The Working Group for Disaster Risk Management (WG-DRM) and District Platform of Civil Defense (DPCD) are having their meetings with PREDES technical support. Since mid 2017, the Municipal Manager agreed to allow our Program to make presentations (15 to 20 minutes) during Monday´s all management offices managers, as a moment for WG-DRM instead to a solely WG-DRM meeting.

The Program supported the following activities:

 MID´s concern on stopping informal settlements´ growth along with DRR issues in hillsides leaded to value afforestation campaign in Volante III neighborhood, where 300 tree plants were installed. SECTOR 3: SHELTER & SETTLEMENTS

Sub Sector 3.1: Shelter Hazard Mitigation Populations with vulnerable dwellings, local technicians and officials, know the measures to Result reduce the risk of their dwellings and settlements against earthquakes.

Activities for this sector were scheduled after the completion of CISMID-UNI technical studies, which were delayed. El Niño phenomenon 2016 arrived with no impact in Independencia. In November 2015 a 300 trees planting campaign in Santa Cruz neighborhood (Ermitaño sector) for slope stabilization, falling rocks protection, environmental management and to stop hillside informal urban growth, was jointly executed with dwellers and MID Environment Management, similar to Volante II-III neighborhoods in September 2015.6 After two years the plants are growing well and the neighborhood is ready for the planting of 2600 more trees and a technical irrigation system (drop by drop).

c) Advance in development of DRM policies: As proposed by the Technical Commission for “Urban control, afforestation and follow-up of disaster high risk zones in Independencia District” was enacted the Ordinance N° 345-2016-MDI (published September 15) declaring of interest the intangibility of “Loma de Amancaes” coastal knoll. In its buffer zone is proposed our program´s “Boca de Sapo Sustainable Forest Eco Touristical Park” (Volante III neighborhood) as a DRM work. A joint paper on this matter was selected for publication in UN Habitat III special edition of “Cuadernos Urbanos”7 and another paper selected for oral presentation at the WECDRR.8

6. SYSTEMATIZATION PROCESS OF THE PROGRAM:

An analysis of relationship processes with Municipality officials and neighbors has been considered. Main issues are:

6.1 Participation: a) Municipality officials continue participating in WG-DRM and DPCD. b) Good results on strategy of one to one direct relationship with key municipal officials. c) Implementation of the Communication plan grows district level knowledge on program´s content and DRM (door to door sensitization campaign, itinerant fairs throughout the district). d) Good participation level of program´s neighborhoods.

Participation in Villa El Ángel increased due to initiation of structural works, although the directive committee maintain low convening power. Santa Cruz (additional neighborhood) participated until mid-2016 e) Likewise, there is a good participation level of the municipality in the program. On a scale from 1 to 7, participation level is rated 5.

6.2 Governance: a) The Program team continues with the activities to strengthen the DRR area within the MID. The Municipality has recognized the Program´s importance in supporting MID in the development of management tools like Concerted Development Plan (PDC), which has incorporated the issue of disaster risk reduction with Program´s advice. Document approved. b) Supported MID in 2016 in the fulfillment of Target 16 related to disaster risk management, for the Municipal incentives program (increase in its budget) and to improve the development of the PPR 068: Program for Results "Vulnerability reduction and disaster emergency response”. c) Work continues to strengthen DRM area in the municipality. d) The Environmental Management Managements of Northern Lima municipalities become interested to do afforestation activities, not only for environmental issues but for reducing disaster risk. Hillsides´ property consultations made with the Superintendence of National Assets (SBN). e) The hill-slopes afforestation activities supported by the Program, which constitutes a DRR, environmental and squat control measure, has been institutionalized in MID, particularly the environmental management area. This process is being systematized as a management model and is scheduled to appear in a FAO´s report for UN´s 2018 Forestation Day. f) The MID is taking steps towards leadership on hill-slopes environmental management for DRR and squat control. g) Continue process with Urban Development Management in order to incorporate forestation areas and UNI-CISMID´s DRR proposed measures into the Urban Development Plan. Also, the elaboration of Disaster risk prevention and reduction plans at district and neighborhood levels, using UNI-CISMID studies for the diagnosis and disaster reduction measures. h) Municipality Manager has agreed to give reporting space-time for WG-DRM during manager´s Monday coordination meetings, with Program´s information support.

6.3 Social Inclusion: Continue to design strategies for the implementation of actions for each vulnerable group

6.4 Sustainability:

a) The Program team is working to strengthen the DRM area in the MID. b) Coordination made by MID with the Superintendence of National Assets (SBN) to obtain the assignment in use of unused hillside areas of the district for protection and/or environmental management. c) Coordination initiated with COFOPRI (Organism for Formalization of Informal Properties), to support properties´ legal tenure status for MID and dwellers. d) Continue actions within MID for a DRM Program at hillsides, capitalizing the coordination between three MID managements (Local Economic Development, Environment Management and Urban Development) e) A DRM Program will be developed and delivered to MID by the end of our Program. f) With program´s collaboration the Municipality of Independence, by August 16, 2016 Ordinance No. 345-2016-MDI, declares of District interest the inviolability of cultural heritage and landscape protection of the fragile ecosystem named "Loma de Amancaes - Sleeping Beauty" in the sector corresponding to the district of Independence. In this area is located the upper slope of El Volante III, where the program continued an afforestation process in order to reduce the risk of disasters. It is noteworthy that the Ordinance provides important aspects for the sustainability of the process.9

7. IDENTIFIED PROCESSES

7.1 With the Municipality The program has the following relationships with officials of the Municipality:

 With the Manager of Municipal Management, who supports our Program´s activities and being able to have time to report on demand, during Municipal Corporation meetings every Monday morning (meeting with all managers)  With Manager of Investment Promotion and Cooperation, which is the Technical Secretary of the Working Group on Disaster Risk Management.  With the Manager of Environmental Management to implement afforestation of hillsides.

9 Aspects such as: (a) Instruct the MID Managements of Urban Development, Environmental Management, Municipal Control, the Municipal Attorney, the implementation and development of proactive and effective measures for the protection, defense, conservation and enhancement of the area (Art. 3). (b) Prohibitions of (Art. 4): Occupancy of housing and population growth; granting certificates of possession, lot plans endorsement, urban qualification licenses and building permits; recognition in the National Register of Social Organizations (RUOS) of organizations or groups, which in the form of housing associations, neighborhood committees, human settlements and/ or other similar organizations, occupy or intend to occupy the area; opening or construction of roads and any other means of communication, as well as infrastructure. (c) Criminalization of offenses and their respective penalties (Art. 5 and 6). (d) Form a committee integrated by officers of Legal Counsel, Urban Development, Environmental Management, Investment Promotion and Cooperation, Inspection and Municipal Control, and an official or responsible of Civil Defense; in order to establish precisely its delimitation by installing landmarks in the declared intangible area; while proposing effective protection mechanisms, develop strategies for the valorization and develop ecotourism, thematic and landscape investment projects (Art. 9).

 With the Manager of Local Economic Development, where is located the disaster risk management area. Its manager changed four times so far. A inducement process started for each change.  With other officers: depending on the connection with the implementation of planned activities.

7.2 With the neighbors A distinct relationship with each neighborhood has been established:  In El Volante II and III work is done through the afforestation initiative, as a way to reduce risk and illegal urban expansion, as well as having safe areas.  In Villa El Angel, the work is aimed at the vulnerability conditions, the level of high risk to earthquakes and improvement of public spaces. Beginning 2017 a problem arose: a supposedly elected Directive Committee was disavowed by the electoral committee and new elections chose a group that is not as recognized as the former one. Calls for workshops are having fewer participants.

8. GENERAL ASPECTS

a) Program monitoring: We are having USAID/OFDA monitoring. b) Collaboration/Coordination: Coordination continue with NGOs responsible of other two APS Programs approved by OFDA/USAID: Save the Children and COOPI as leads and their respective partners (Practical, CARE Peru, IRD). In June 6 APS partners performed a Workshop of INDECI Strategic Partners; in June 24 collaborated with a PCM-SGRD workshop on PPR 0068. APS partners were invited to join field visit to afforestation areas; two joint workshop for Northern Lima newsmen and local government communicators on DRM. Also, coordination with NGOs participating in UN Habitat III (Quito, Ecuador, October 2016). PREDES signed to be member of “Colectivo Habitat Perú” and three members scheduled to participate in Habitat III. c) Program extension: Original Program´s deadline was March 2017. A No Cost Extension was approved until December 2017 and by the end of September 2017 a Cost Extension was approved until April 2018, providing additional USD 150,000.

9. CONCLUSIONS FROM M&E REPORT

A. General accomplishment is estimated in 67.90%, an additional 7.27% compared to last quarter. A Program´s Cost Extension proposal until April 2018 was submitted to USAID and approved by the end of September in consideration to delay of CISMID-UNI studies. B. It is needed to accelerate activities in sub-sector 2.4 Policies and planning, and in sector 3 Shelter and Settlements. C. Direct beneficiaries reached 21,101 persons, 111.65% of 18,900 target, through sensitization activities completed in Ermitaño neigborhoods. D. Sector 1 is the most advanced, reached 88.5% of accomplishment. Initiated meetings related to DRR measures for Disaster Risk Prevention and Reduction Plans at district and neighborhoods´ level (Subsector 2.4). Pending activities to define participation and commitment of municipal officials and national organizations for DRR measures.

E. PREDES maintains a permanent and close relationship with the population and the Municipality of Independencia District (MID). F. MID is giving importance to DRR for the District´s development through forestation activities that allows squat control while improving the environment. G. There is a good advance in M&E indicators´ fulfillment due to program sensitization and communication strategy, and also a good relationship with the Municipality of Independencia officials and neighborhoods´ leaders. H. The delay of CISMID-UNI studies compromised activities, particularly Subsector 2.4. This is the cause of the overall delay of Public-Private Partnerships I. The Program activities were presented at the International Seminar "Disaster Risk Management and Sustainable Urban Development in Peru", organized by the “Programa Nuestras Ciudades” of Ministry of Housing, Construction and Sanitation (MVCS), in July 7, 2016 J. Disseminated the Sendai Framework of DRR at the World Humanitarian Day, organized by INDECI and Metropolitan Municipality of Lima, on August 19, 2016. Also during DRR International Day, on 13 October each year.

9.1 Recommendations

A. Continue the strategy of one to one relationship between Program team members and MID officials and social organizations´ leaders. B. Involve Planning and Budgetary Management Office in Program´s activities. C. Coordinate with Northern Lima Municipalities to participate in Program´s activities. D. Strengthen coordination with the Municipality of Metropolitan Lima. E. Promote direct coordination of MID with CENEPRED and INDECI in order to articulate actions and DRR advocacy. F. Establish strategical alliances with local organizations to multiply the impact of Program´s activities, such as parishes and community kitchens, and continue the nexus with news media networks. G. Rebirth of the Communication Plan to strengthen the participation and involvement in the preparation of plans.
