The Board of Education announced its provisional budget for the 2007-08 school year Monday night After waiting months for the state to finalize its decisions on property tax reform and spending caps to be imposed on schools and municipalities, it is obvious flat wished-for tax relief will not materialize. It appears that spending caps, not state aid, will rule the day. The anticipated tax levy that the schools foresee for the next year is $65 million, an increase of approximately $3 million over 2006-07. That seems reasonable considering the big-ticket items the district faces, such as a 15 percent rise in health insurance pre­ miums. The district is trying to offset the damage by budget­ ing a 3 percent buy-out of employees who have double health insurance coverage through a spouse’s insurance plan. The maneuver is expected to yield a $1 million savings for the dis­ trict The various categories detailed in the preliminary budget show only modest increases over last year for salaries, overall instruction expenditures, supplies and programs. In som e cas­ es, there’s even an adjustment downward. It looks as though the combination of having a 4 percent growth cap in the general fund tax levy and the sharp pencil the schools used to determine next year’s budget had a posi­ tive impact in terms of cost control. Some unanswered questions remain, however. Where are the cuts in this budget? W hile we appreciate that a sharp pencil has been applied to the school’s financial plan, we’d like the cuts-and there should be som e-to stand out.
