SUBJECT: Action on Energy at. theSuiillllit ·we are seriously concerned-that the forthcoming Summit will be branded as a: failure unless you are in a posit~on to demonstrate forceful action on ene·rgy_o Such a failure would ero.de.. your position of world··leadership and damage your image. at home -- and would increase the risk of a: serious attack on the dollar~ The·· ingredients for a successful · Stimmi.t form a ''concerted. action" program:· German and Japanes·e actions to promote faster growth;. U oSo action on energy and inflat-ion; and· Others torefrain from protectionist measures a:nd, where appropriate-, s·timula:te more growth. It is .clear. from the preparatory meet:ings that if we and: the Germans deliver, the o·thers are likely to fa.:ll into line.o. Moreover, while there is some encouragement that Schmidtmay agree to seek Parliamentary approval for maj.or stimulus mea~~res·, his decision will be influenced heavilY by. what you can· say oil ·. enei:l~¥ and. inflation. Our Summit partners· are, at this· point, ··.··.prepared to accept u.s .. ac,tion on· energy and inflation·-- the· · ."fundamentals"-- as the right U.S. contribution.to greater . stability in inte~ational currency marke·.ts. If we cannot deliver on energy, this understanding will almost certainly come unglued •. If basic agreements can be r.eached in ·.the MTN prior to· .the Summit meeting,,. a Summit endorsement. would provide. a badly needed. ·i -· contribution to the total package. The British and French are . not likely to have much to .offer at.-the Summi.t beyond generalities on protectionism. But if we. and the Germans. fail to deliver, they are likely to expand their protectionist measures.
