The host in the 2013 conference was The Danish Building Research Institute, Aalborg University in cooperation with The Danish Centre of Housing Research. It was helt from September 17th to 19th in Roskilde, Denmark. The theme of the conference was Sub- urbs - transformation and development. The Scandinavian suburbs have existed for a while now, and there are cur- rently numerous ongoing initiatives discussing the future development of suburbs. This happens in the recognition that suburbs represent a significant part of the overall townscape, combined with a new interest in suburban qualities. The conference aimed to discuss the ideas and ideals that form the basis of the current suburb development projects; projects which all intend to revitalize and develop the suburban everyday life. It seems that the interest in the suburbs has occurred after several decades where they have been subjects to harsh criticism. The suburbs have been associated with environmental and social problems, and their settlements have been called poor on experiences and alienating. Efforts are therefore done among both scientists and practitioners, to elucidate the suburban is- sues and to developing the strategies that may be the solution to solve the very same problems. Parallel to the keynotes in plenum three workshops was arranged. They were • Architecture and everyday life • Segregation, settlement patterns and the housing market • Sustainable homes and cities It is the papers from these workshops that are published in this proceeding. The papers present the interdisciplinary character of housing research in the Nordic Countries. The papers have all been peer-reviewed, and thus we in- tend to continue and develop Nordic housing research on a high scientific level in the framework of Nordic Urban and Housing Research Network. But architecture and urban setting are constantly challenged through daily life – and thus even rigid defined spaces are used, altered, translated and rewritten through time. As humans we actively relate to and manage our surroundings. Individuals as well as groups produce and reproduce places and occasions – and thus renegotiate themselves and their lifescapes. This workshop session invites papers focusing on the interrelatedness between architectural space and social space.     RÅDMANN Barnehagebehovsplan 2019-2028 FOTO: ANDERS MARTINSEN FOTOGRAFER VEDTATT BARNEHAGEBEHOVSPLAN 2019-2028 Sammendrag – situasjonen nå: Etter at antall barn i barnehagealder vokste raskt i en lang periode har kommunen nå vært inne i en periode med noe nedgang i antall barn i alderen 1-5 år. Det er av den grunn verken behov på kommunenivå eller økonomisk handlingsrom for å opprette mange nye barnehageplasser i handlingsprogramperioden. Kravet om full barnehagedekning innebærer at det skal være nok plasser innen kommunen. Barnehagebehovsplanen søker likevel å balansere utbygging på både bydel- og delområdenivå for å gjøre hverdagen best mulig for foresatte og å redusere transportbehovet. Hovedopptaket 2018 var krevende og tok lang tid. Årsaken til dette var knapphet på barnehageplasser i delområdene Justvik og Gimlekollen samt delvis også Mosby og Grim. Dette ble løst ved etablering av tidligere Oddernes barnehage som en avdeling til Bergtorasvei barnehage (16 barnehageplasser), i tillegg ble det etablert en småbarnsavdeling ved Blåmann Steinerbarnehage (12 barnehageplasser) på Lund. Rammebetingelser: Det er en vedvarende utfordring med gjeldende finansieringssystem og rammeverk for øvrig å sikre en balansert barnehagekapasitet i det enkelte lokalområde samtidig som det ikke bør være for mange barnehageplasser i kommunen totalt sett. De økonomiske forutsetningene for barnehagesektoren tilsier at antall barn uten rett til plass skal holdes på et visst nivå ettersom barn uten rett til plass pga. alder ikke finansieres av staten. Det betyr at det ikke bør overetableres barnehager. Overetablering vil også kunne føre til tomme plasser i kommunale barnehager som er kostbart, spesielt dersom ikke bemanningen umiddelbart blir tatt ned slik at den står i forhold til antall barn.

Bystyret vedtar forslag til Boligprogram for Kristiansand 2020-2023. 2. Bystyret vedtar forutsetning for utbyggingsavtaler, jf. pbl. § 17-2: a. Inntil det foreligger ny kommuneplan (samfunnsdel/arealdel) og utbyggingspolitikk for Kristiansand, gjelder dagens politikk for de «gamle» kommunene b. Kommunen skal for perioden 2020-2023 tilrettelegge for et byggevolum på ca 800 boliger pr. år c. Boligprogrammet og tabell over utbyggingsområder gir grunnlag for drøftelse av utbyggingsavtale, herunder vilkår i utbyggingsavtale. (Enst.) 3. Det innarbeides som overordnet prinsipp at kommunen arbeider aktivt for å lette veien inn på boligmarkedet og motvirke geografiske klasseskiller i kommunen. (52/19) 1. Bystyret ber administrasjonen legge frem modeller som kan hjelpe førstegangskjøpere inn i boligmarkedet. Et alternativ kan være at Kristiansand kommune garanterer for unges behov for egenkapital, slik at de kan låne 100%, et annet alternativ kan være «leie-til-eie». (46/25) 2. Bystyret ber administrasjonen fremlegge mulige tiltak for at kommunen kan erverve boligområder/boligprosjekter, primært i sentrum og sentrumsnære områder, med formål å regulere for en balansert blanding av rimelige og dyre boliger, samt en blanding av eie-, leie- og borettslagsboliger.
