Report on the Louisiana Scholarship Program According to Requirements Under R.S REPORT TO THE HOUSE AND SENATE COMMITTEES ON EDUCATION, THE JOINT LEGISLATIVE COMMITTEE ON THE BUDGET OF THE LOUISIANA LEGISLATURE AND THE LOUISIANA LEGISLATURE REPORT ON THE LOUISIANA SCHOLARSHIP PROGRAM ACCORDING TO REQUIREMENTS UNDER R.S. 17: 4024 FROM THE LOUISIANA DEPARTMENT OF EDUCATION INTRODUCTION Established by the Louisiana Legislature in 2008 in New Orleans and expanded statewide in 2012, the Louisiana Scholarship Program (LSP) is designed to provide students with additional opportunities to attend the school of their choice. Student applicants are eligible to receive state-funded Scholarships to enroll in participating nonpublic schools or high-performing public schools. During the 2015-2016 school year, more than 7100 students from 31 parishes enrolled in a school through the Louisiana Scholarship Program. To be eligible to receive a Scholarship award, new students must be a resident of Louisiana, be entering Kindergarten or have attended a Louisiana public school with a C, D, or F letter grade the previous year, and have a total family household income that does not exceed 250% of the federal poverty guidelines. Scholarship awards average approximately $5,800 per student, and cover all tuition and mandatory school fees. Students participating in the Louisiana Scholarship Program are granted admission through a lottery process and are required to take all state assessments. POLICY REQUIREMENTS Louisiana Revised Statute 17:4024 and BESE Bulletin 133 require that the Louisiana Department of Education annually report the following data to the Legislature related to the Louisiana Scholarship Program: • Total number of students receiving scholarships; [Appendix A] • All schools participating in the program; [Appendix A] • All schools participating in the program by legislative district; the total enrollment of each participating school, the number of scholarship recipients enrolled in each school, and the percentage of the total enrollment of each school represented by scholarship recipients; [Appendix A] • Aggregate test result data for the scholarship recipients enrolled in each participating school; [Appendices A and B] • All public schools with a letter grade of "C", "D", or "F", or any variation thereof; [Appendix C] • Rate at which scholarship recipients finish the highest grade level offered at a participating school, by entering cohort1; • Retention rate2 for scholarship recipients; [Appendix A] • Rate at which all participating schools admit and serve students with special education needs; [Appendix A] and • Percentage of parents or legal guardians of scholarship recipients who are satisfied with the participating school. [Appendix D] 1 Due to the nature of data collected from Scholarship schools, this data is not reportable 2 Retention rate is defined as percent of scholarship students in non-terminal grades who remained enrolled in the same school from the first quarter of 2014-15 to the first-quarter of 2015-16 APPENDICES Appendix A: Louisiana Scholarship Program Enrollment Data by School Scholarship program student performance rates outlined in the table below equals the overall percent of students that achieved a proficiency rating of “Basic” and above on 3rd – 8th grade LEAP/iLEAP exams, or ratings of “Good” and “Excellent” on high school End-of-Course exams. The Louisiana Department of Education has modified and/or suppressed data reported to protect the privacy of students in compliance with the Family Educational Rights and Privacy Act (FERPA) codified at 20 U.S.C. 1232g. The strategies used to protect privacy vary and may include rounding or other techniques but do not substantially affect the general usefulness of the data. Because of the privacy protections numerical and percentage totals may not add precisely to the sum of the row or column to which the total refers. The ~ symbol indicates statistically unreliable data (subgroups of fewer than 10 students). The Appropriations Sub-Committee on Health and Human Services met yesterday to discuss the LA Department of Health's (LDH) budget and there was very little mention of the 15,000 people on the waiting list or the urgency of their needs. Filling waiver slots is not even on the top of LDH's priority list if additional revenue is identified- it's sixth!! The Appropriations Committee will meet on Tuesday, April 18th to hear public testimony on the proposed Fiscal Year 2018 State Budget (HB1). Several LaCAN members will represent our group by testifying before the committee. If you believe funding should be added to fill vacant waiver slots, enhance the waiver rate to serve people with complex and challenging needs, provide more equitable funding to the Human Services Districts/Authorities, and restore funding to EarlySteps, NOW is the time to take action!!     ACTION ALERT #13 - Contact Appropriations to Support DD Services Louisiana's budget shortfall for Fiscal Year 2017 (FY17) is now estimated at $600 Million -- 20 percent lower than previously thought. The House Appropriations Committee has yet to pass the State Budget for FY17 and will have the opportunity to decide where to restore this additional $150 Million before moving it on to the Full House. The current version of the proposed FY17 State Budget still includes: Cuts to the Human Services Districts/Authorities (in addition to the cuts they received this fiscal year) impacting Individual and Family Support, Flexible Family Fund, and other vital services to people with developmental disabilities and those with behavioral health needs. A 34% cut to the Families Helping Families Centers (this funding is in the DD Council's budget). $170,000 is needed to restore the cuts. A 20% cut to Louisiana Rehabilitation Services (LRS). No funds to cover the cost of overtime for Direct Support Workers. No funds to fill vacant Children's Choice and Supports Waiver slots. Although many of you have already contacted committee members, this newly identified funding creates a new opportunity to advocate. If you would like to see some of this funding used to restore the cuts mentioned above, now is the time to take action!
