These species are managed in the Atlantic Ocean, including the Caribbean Sea and Gulf of Mexico, by the National Marine Fisheries Service (NOAA Fisheries) under the authority of the Secretary of Commerce, with consideration for the domestic and international aspects of these fisheries. Management of these species is outlined in the 2006 Consolidated Atlantic Highly Migratory Species Fishery Management Plan (2006 Consolidated HMS FMP) and its amendments. NOAA Fisheries frequently modifies the regulations to meet fishery management goals and requirements. This guide is intended to provide a plain language summary of how to comply with the HMS regulations for Atlantic tunas, swordfish, sharks, and billfishes. Important regulatory changes and corrections since previous versions of the Compliance Guide were published include, but are not limited to: Effective Date Description of Change October 2018 Measurement of Bigeye and Yellowfin Tuna Damaged through Predation by Sharks and Other Marine Species: If a bigeye and/or yellowfin tuna carcass has been damaged (i.e., bitten) by a shark or another marine species, it may be retained and landed if the remainder of the fish meets the minimum size of 27 inches (69 cm). Their mineral parageneses include euhedral calc–silicate minerals such as amphibole, clinopyroxene, and scapolite within a calcite matrix. Crystals can reach a meter or more in long dimension. Minor and locally abundant phases reflect local bedrock compositions and include albite, apatite, perthitic microcline, phlogopite, zircon, tourmaline, titanite, danburite, uraninite, sulfides, and many other minerals. Across the Adirondack Region, individual exposures are of limited aerial extent (<10,000 m2), crosscut metasedimentary rocks, especially calc–silicate gneisses and marbles, are undeformed and are spatially and temporally associated with granitic pegmatites. Zircon U–Pb results include both Shawinigan (circa 1165 Ma) and Ottawan (circa 1050 Ma) intrusion ages, separated by the Carthage-Colton shear zone. Those of Shawinigan age (Lowlands) correspond with the timing of voluminous A-type granitic magmatism, whereas Ottawan ages (Highlands) are temporally related to orogenic collapse, voluminous leucogranite and granitic pegmatite intrusion, iron and garnet ore development, and pervasive localized hydrothermal alteration.

    THE WITTELSBACH-GRAFF AND HOPE DIAMONDS: NOT CUT FROM THE SAME ROUGH Eloïse Gaillou, Wuyi Wang, Jeffrey E. Post, John M. King, James E. Butler, Alan T. Collins, and Thomas M. Moses Two historic blue diamonds, the Hope and the Wittelsbach-Graff, appeared together for the first time at the Smithsonian Institution in 2010. Both diamonds were apparently purchased in India in the 17th century and later belonged to European royalty. In addition to the parallels in their histo- ries, their comparable color and bright, long-lasting orange-red phosphorescence have led to speculation that these two diamonds might have come from the same piece of rough. Although the diamonds are similar spectroscopically, their dislocation patterns observed with the DiamondView differ in scale and texture, and they do not show the same internal strain features.     Our Liberty Dollar Raid Update Jeff Taylor reason.org November 16, 2007 Updating from the previous post on the topic, the FBI did indeed raid the Liberty Dollar office in Indiana on Wednesday. Documents filed in U.S. District Court in North Carolina indicate that the raid was the culmination of a two-year undercover investigation of Liberty Dollar and its officers. According to an affidavit (PDF) filed by FBI agent Andrew Romagnuolo in support of a federal seizure warrant obtained from a U.S. Magistrate last week, the feds have been investigating Liberty Dollar not just for violating federal bans on circulating alternative currency, but also for mail fraud, wire fraud, and money laundering. As for the mysterious connection to the Western District of North Carolina, the document names William Innes of Asheville as a Regional Currency Officer for Liberty Dollar and an executive committee member of the company. Undercover government agents made Asheville a focus of their investigation as a result, attending area meetings of Liberty Dollar prospective buyers and sellers. The affidavit further details Liberty Dollar's structure and terms it a "multi-level marketing scheme." The FBI claims the company realizes a profit by selling the Liberty Dollars into circulation. The feds also went back to October 2002 for bank records of Liberty Dollar principals and cite large sums of cash moving between accounts said to be controlled by those individuals. The document also mentions that the company continued to circulate Liberty Dollars after it had been warned by the US Mint not to do so.

That hasn't been true since at least 1971. But a small group of New Mexicans are part of a nationwide network of business owners, consumers and money hobbyists who use an 8-year-old private currency, which they say is backed by guarded precious metal in an Idaho warehouse, called the Liberty Dollar. Some call it funny money— indeed, from time to time, news reports circulate about someone being arrested for passing what police initially think are counterfeit coins. Banks won't take them, and most coin dealers dismiss Liberty Dollars as little more than a multilevel marketing scam. But Liberty Dollar backers say they'll have the last laugh when the plummeting value of the U.S. currency leaves unsuspecting Americans holding money whose value is little more than the paper it's printed on. "The federal Constitution states that no state shall use anything but silver or gold in payment or debt, but look where we are today— it's all just paper," says Michael Lunnon, owner and operator of a Gallup-based franchise of The UPS Store, a copy and mailing shop.
