Local Government System in Pakistan
THE LOCAL GOVERNMENT SYSTEM IN paKistan COUNTRY PROFILE 2017–18 PAKISTAN SUMMARY Pakistan is a federal republic with three tiers of government: national, provincial and local. Local government is protected by the constitution in Articles 32 and 140-A, and each province also has its own local-government-enabling legislation and ministries responsible for implementation. District councils and metropolitan corporations are respectively the highest rural and urban tiers of local government in the provinces. Both urban and rural local government have two or three tiers in all provinces except Khyber Pakhtunkhwa, where councils are not identified as either urban or rural. There are 129 district councils across the four provinces, 619 urban councils made up of one city district, four metropolitan corporations, 13 municipal corporations, 96 municipal committees, 148 town councils, 360 urban union committees, and 1,925 rural councils. Additionally there are 3339 neighbourhood, ‘tehsil’ and village councils in Khyber Pakhtunkhwa. Ability to raise local revenue varies according to provincial legislation. District councils and metropolitan corporations have significant responsibilities, often jointly with either higher provincial government – eg for policing (union guards), education, healthcare, roads and local economic development – or with lower levels of local government – eg for water and sanitation, museums and libraries and environmental protection. 1. scholar warrior Pakistan: Operations in North Waziristan Agency ALOK BANSAL Pakistan has been going through tumult and despite Nawaz Sharif winning a resounding victory in 2013, the prospects of his government lasting five years have started looking bleak. The withdrawal of International Security Assistance Force (ISAF) from Afghanistan by end 2014 is likely to create huge turbulence in the territories along the Durand Line. Civil-military relations are looking quite tenuous, the media is being muzzled, the chimera of talks with the militants is finally over and operations in North Waziristan have eventually started. The elections of 2013, which were held under the shadow of Taliban guns, had indicated support for right wing political parties and, consequently, the Pakistan Muslim League-Nawaz (PML-N) came to power in Islamabad, while the Pakistan Tehrik-e-Insaaf (PTI) of Imran Khan formed a government in Peshawar. Both political parties believed that the Taliban could be talked into shunning violence. Accordingly, the government went out of its way to talk to the Tehrik-e-Taliban Pakistan (TTP), despite the TTP challenging the writ of the government in different parts of the country and targeting security installations and personnel. As a result, the killing of Hakeemullah Mehsud, the dreaded TTP leader in a drone attack by the US was protested by the government and viewed as a deliberate attempt by the US to derail the talks with the TTP. The death of Hakeemullah was a major blow to the TTP, but in his successor Fazlullah, they have found an experienced and even more shrewd and radical leader. -

Xiaoqing Xie China University of Geosciences, China. ABSTRACT The study aims to express counter-terrorism situation in Pakistan where terrorism has prevailed in last two decades. There have been more than 100,000 fatalities, the government bears 126 billion US dollars financially, 92 billion US dollars in terms of indirect losses and overall an estimated 10 million people nationally are affected by terrorism. NACTA was formed under National Action Plan to counter terrorism, it was the first step toward concrete anti-terrorism policy. This secondary data based qualitative research highlights efficacy of counter- terrorism policies. The results show the strengths and weaknesses of NACTA framework and its performance. The counter- terrorism strategies minimized security threats demonstrating considerable decrease in numbers of suicide attacks and violent activities. Key Words: Counter-Terrorism, NACTA, SWOT Analysis, Effectiveness Introduction Terrorism has been highly destructive phenomenon for last two decades, especially after 9/11 attacks and Pakistan‟s joining the „War on Terror‟. Approximately 100,000 non-combatant Pakistanis were killed by terrorists in post 9/11 era. According to the government analysis, the direct and indirect economic costs of terrorism up to 2017 have now surpassed $126 billion whereas the other economic loses from the „War on Terror‟ totaled $7543 million between 2016-18 (see Table.1). -

NEED OF VENTRICULOPERITONEAL SHUNT? Abstract Objectives: To assess the frequency of hydrocephalus in postoperative cases of myelomeningocele and the need of ventriculoperitoneal shunt placement. Study Design: Descriptive study Place and Duration: CMH Rawalpindi from Sep 2008 to Nov 2009. Subjects and Methods: Forty patients of either sex with myelomeningocele were included. These patients did not have hydrocephalus at the time of presentation. They were operated upon for myelomeningocele. Postoperative follow up was carried out at 1, 2 and 3 months to look for the development of hydrocephalus. Data was analyzed using SPSS version 17. Results: Out of forty patients 22 (55%) were males and 18 (45%) were females. The age ranged from newborn to 10 months. Thirty five (87.5%) patients had lumbosacral myelomeningocele, 2 (5%) patients thoracic, 2(5%) patients cervical while one patient (2.5%) presented with both cervical and lumbosacral myelomeningocele. Postoperatively 21 (52.5%) patients developed hydrocephalus which were subsequently confirmed on CT scan head and were then subjected to ventriculoperitoneal shunting. Conclusion: High frequency of hydrocephalus was observed in postoperative cases of myelomeningocele and patients presenting with one entity must be looked for the other. Postoperative cases of myelomeningocele should be regularly followed for the evidence of hydrocephalus. Article INTRODUCTION The goal in neurosurgery when treating children with predominantly myelomeningo-cele is to maintain stable neurological functioning throughout the life time of the affected patient. -
