CHAPTER 1 Women’s leadership and participation: overview Joanna Hoare and Fiona Gell Contributors: Caroline Sweetman, Ines Smyth, and Anna Coates Introduction Why support women’s participation and leadership? Throughout both the developing and the developed world, women carry a disproportionately high burden of poverty. This poverty is experienced not just as material deprivation, but also as marginalization, which means that those living in poverty often have no, or little opportunity to infl uence the political, economic, and social processes and institutions which control and shape their lives and keep them trapped in a cycle of poverty. For poor women, this experience of marginalization is effectively doubled: not only do they belong to communities that exist ‘on the edges of society’, but they are also often denied a voice within the states, markets, communities, and households in which they live, dominated as they are by men and male interests. This lack of voice functions as a critical factor in the maintenance of gender inequality and poverty, effectively blocking women’s access to deci- sion-making and agenda-setting processes, and beyond that, opportunities for leading these processes. This situation contributes to an invisibility of women as public actors and constitutes a negation of their rights to equal partici- pation. It also perpetuates a decision-making process which is less likely to represent women’s interests than a more representative system and which, therefore, possesses neither the vision nor the motivation to challenge or change unequal gender relations in society. Women’s equal participation and leadership in decision-making processes at every level and in every sector is therefore fundamental to attempts to elim- inate gender-based poverty. In order to challenge the unequal and ultimately unsustainable economic and social systems in which we live, and to secure the essential resources they need for dignifi ed and rewarding lives, it has been argued that women need ‘to be visible politically as women and be empowered to act in that capacity, because…they…have needs and attitudes on vital issues which differ from those of men’.1 Women’s presence in signifi cant numbers 2 WOMEN’S LEADERSHIP AND PARTICIPATION in elected bodies and in economic institutions can result in more equitable policy outcomes because it is likely to encourage policy makers to give more attention to issues affecting women, such as equal pay, better conditions of employment, child-care, violence against women, and unpaid labour.2 And economic policies are also more likely to acknowledge the value of unpaid caring work (most of which

Purpose of the follow-up programme The second and subsequent cycles of the review should focus on, inter alia, the implementation of the accepted recommendations and the development of the human rights situation in the State under review. A/HRC/RES/16/21, 12 April 2011 (Annex I C § 6) The Universal Periodic Review (UPR) process takes place every four and half years; however, some recommendations can be implemented immediately. In order to reduce this interval, we have created an update process to evaluate the human rights situation two years after the examination at the UPR. Broadly speaking, UPR Info seeks to ensure the respect of commitments made in the UPR, but also, more specifically, to give stakeholders the opportunity to share their opinion on the commitments. To this end, about two years after the review, UPR Info invites States, NGOs, and National Institutions for Human Rights (NHRI) to share their comments on the implementation (or lack thereof) of recommendations adopted at the Human Rights Council (HRC) plenary session. For this purpose, UPR Info publishes a Mid-term Implementation Assessment (MIA) including responses from each stakeholder. The MIA is meant to show how all stakeholders are disposed to follow through on, and implement their commitments. States should implement the recommendations that they have accepted, and civil society should monitor that implementation. While the follow-up’s importance has been highlighted by the HRC, no precise directives regarding the follow-up procedure have been set until now.

However, the pace of advancement for women managers and directors continues to be slow and uneven. The novel framework of this study organizes the factors at the individual, organizational and public policy level that affect both career persistence and the advancement of women in top management positions; namely, factors affecting (1) career persistence (staying at the organization) and (2) career advancement or mobility (getting promoted within the organization). In the study location, Chile, only 32 percent of women “persist”, or have a career without interruptions, mainly due to issues with work–family integration and organizational environments with opaque and challenging working conditions. Women who “advanced” in their professional careers represent 30 percent of high management positions in the public sector and 18 percent in the private sector. Only 3 percent of general managers in Chile are women. Women in Chile have limited access and are still not integrated into business power networks.

    what menhave to do with it Public Policies to Promote Gender Equality coordinated by the International Center for Research on Women and Instituto Promundo ABOUT THE MEN AND GENDER EQUALITY POLICY PROJECT The Men and Gender Equality Policy Project (MGEPP), coordinated by Instituto Promundo and the International Center for Research on Women, is a multi-year effort to build the evidence base on how to change public institutions and policies to better foster gender equality and to raise awareness among policymakers and program planners of the need to involve men in health, development and gender equality issues. Project activities include: (1) a multi-country policy research and analysis presented in this publication; (2) the International Men and Gender Equality Survey, or IMAGES, a quantitative household survey carried out with men and women in six countries in 2009, with additional countries implementing the survey in 2010 and thereafter; (3) the “Men who Care” study consisting of in-depth qualitative life history interviews with men in five countries, and (4) advocacy efforts and dissemination of the findings from these components via various formats, including a video produced by documentary filmmaker Rahul Roy. Participating countries in the project, as of 2009, include Brazil, Chile, Croatia, India, Mexico, South Africa, and Tanzania. The project’s multiple research components aim to provide policymakers with practical strategies for engaging men in relevant policy areas, particularly in the areas of sexual and reproductive health, gender-based violence, fatherhood and maternal and child health, and men’s own health needs. The main theory used is the theory of the push and pull factor. The oppression of women in dominantly male societies is defined as a push factor. And opportunities for self-empowerment in more equal societies are defined as a pull factor. In Albania men are the ones who become the head of the household and only men are allowed to own any property. According to the Kanun any women that act in any way as a dishonourable person should be punished or even should pay with her blood. In male dominated societies, such as Albania, there a only few opportunities for women to climb the ladder in the labour market. It makes it very hard for women to provide for themselves and their families financially. Escape high levels of gender inequality is defined as an important reason for Albanian women to migrate. After the fall of the communist regime in the 90’s, the national borders opened up and migration from Albania has increased tremendously. Some women escape male dominant society by migrating to regions with relatively more equality in gender relations.
