PARISH COUNCIL

At the Meeting of Ireby and Uldale Parish Council held at the W.I. Hall, Ireby on Tuesday 3rd November, 2015 commencing at 7.30 p.m.

The Chairman opened the meeting and introduced new members Fran Foster and Brian Cope who were co-opted onto the parish council at the last meeting.

60 APOLOGIES FOR ABSENCE

None.

61 MINUTES – 1 SEPTEMBER 2015

The minutes of the meeting held on 1st September, 2015 were agreed as a correct record and signed by the Chairman.

62 DECLARATIONS OF INTEREST

None received.

63 POLICE REPORT

The report received from Cumbria Police advised that three incidents had been reported in the area since the last meeting:

On the 21st September 2015 the Police attended Ireby in relation to an incident of internet fraud. The agency Action Fraud is carrying out further investigations into the incident.

On 26th September the Police attended Ireby after receiving reports of two males acting in a threatening manner. On knowing that the Police were travelling to the location the two males left the area. Advice and reassurance was provided to the victim by the Police.

On the 15th October the Police attended a fail to stop road Traffic Collision at Uldale. Police investigations into this incident are ongoing

65 MATTERS ARISING FROM THE MEETING 1 SEPTEMBER 2015

B. Cope and F. Foster were provided with copies of the parish council’s code of conduct and standing orders.

K. Bridges reported that the changes to the bank mandate had now been completed.

66 FINANCE

(a) The financial position at 31st October, 2015 was provided for Members information.

68 HIGHWAYS

It was reported that the blocked drains outside Skiddaw View, Ireby and Laundry Cottage, High Ireby have been cleared.

The following matters previously reported are still outstanding:

Repairs to the junction at Snowhill; Broken drain outside Manor Farm, High Ireby; Layby near Overwater Hall requires clearing; Repairs on Prior Hall Lonning

A report had been received of an overhanging bush at Ale Cottage, Ireby. The Clerk was requested to write to the owner of the property to request the bush be cut back.

69 BROADBAND

It was noted that a date is not yet known when the fibre enabled cabinets will be connected.

70 STREET LIGHTING

It was reported at the CALC Allerdale District meeting held on 24th September that the Borough Council has had no contact with Electricity North West since February 2015. ENW appear to have suspended operations in Cumbria at the moment. The Borough Council have requested that they should be kept informed of any activity by ENW contractors particularly if contractors return to remove lights that had been re-fixed to new poles.

71 LAND AT THE SQUARE, IREBY

The Chairman provided an up-date from the parish council’s solicitors. Following a discussion it was RESOLVED that as the parish council do not wish to become further involved in a costly legal battle and not to take any further action at the present time. It was agreed that the matter remains unresolved. It was noted that as a gesture of goodwill the solicitors had agreed not to raise any further invoices.

72 DATA TRANSPARENCY/WEBSITE – GOVERNMENT SUPPORT FUNDING

The Clerk reported that Government Support Funding is available to enable parish councils to comply with the Data Transparency Code. A quotation had been supplied by a local website consultant at a cost of £350 for the design plus £100 hosting fee. RESOLVED that the application for funding be submitted to CALC.

73 CORRESPONDENCE

Correspondence received since the last meeting was circulated and discussed:

CALC Circular October 2015 ACT Gazette – Winter 2015 Connecting Cumbria Newsletter September 2015 Report from LDNPA Parish Member September 2015 Report from LDNPA Parish Member October 2015 DEFRA – Extensions to the National Park CALC – Annual Report – AGM to be held 14th November 2015 CALC – Budgets Cuts Cumbria Police Allerdale BC – Consultation Draft Conservation Areas Supplementary Planning Document LDNPA – Community Funding – Monies available for local green space projects – It was agreed this should be forwarded to Ireby and Uldale PCC’s Binsey Team Ministry – Letter thanking the parish council for their donation towards the grass cutting costs at St. James Churchyard, Ireby The Chairman provided a summary of the CALC Allerdale General Meeting held on 24th September and the Lake District Partnership Parish Forum meeting on 12th October. Items discussed included the North West Coast Connections Project . Letter from North West Ambulance Service following BT’s consultation on the removal of telephone equipment and the installation of defibrillators in telephone boxes. The parish council’s response to the initial consultation was no objection in principle subject to the retention of a telephone for emergency calls. It was agreed to forward the correspondence from NWAS to the First Responders for their consideration and any action.
