Can participate in auctions : a) natural and legal persons from Republic of Moldova; b) foreign natural and legal persons wholly private, stateless persons in accordance with the law; c) associations of persons specified in the letter a) and b ). Participants may act directly or through representatives, authorized under the law. Applicants shall submit, no later than March 13, 2012, 17:00, application for participation as set out in Annex 1 to the Regulation on outcry and discount auction. To the request shall be attached: • local legal participants shell attache the copy of state registration certificate, copy of statement from the State Register of enterprises and organizations and a copy of the legal status in the Republic of Moldova, certified by its leader • foregn, legal participants shall submit copy of registration certificate, issued by the authority and status copy, authenticated established by law • individual participants have to present a copy of the ID and it’s attachment; • it is driven by representatives they have to confirm the right of the sale transaction by proxy; • document on payment of the guarantee that has been paid in the amount of 10% from the initial sales price of the property exposed to discounted or outcry auction. The purpose of payment will be required to register the name property called for privatization . If the participant intends to participate in bidding several goods, the guarantee will be paid for each item separately. Auction winner’s guarantee is included in the asset purchased. Individuals from Moldova have to pay a participation fee in the amount of 600 lei, legal persons and foreign nationals - 1,200 lei to the above settlement accounts. The participant who awarded the property shall sign the minutes of the auction results, to pay asset price and sign the sale contract, to ensure asset record privatized to tender, as required by law. The participant who awarded the property, but refused to sign - report on the results of bidding, lacks the right to participate in auctions on the given property. In this case, the guarantee shall not be reimbursed . During 20 days after signing the minutes of the outcry auction results, the buyer pays the price of the property awarded. Paying the price awarded in the discount auction will be done within 7 days after signing the minutes. If it is not paid within the prescribed period, the seller has the right to cancel the auction results by issuing an order. In such case, the guarantee shall not be reimbursed. During 7 days after the payment of property awarded to outcry/discount auction the parties conclude the contract of sale. Participants are entitled to attend personally or through their representatives, appointed as required, to take note of set of documents relating to assets exposed to auction and, where appropriate, to visit the properties exposed, as provided by law.     THE GEODEMOGRAPHICAL FEATURES IN THE RAUT’S HYDROGRAPHIC BASIN PhD student Nadejda CIOCAN, ASEM Raut river basin is the largest hydrographic basin located entirely in Moldova. Its inside surface includes approximate 23% of the country, including almost all the districts of Donduseni, Drochia, Floresti, Singerei, Telenesti, Orhei and Balti. The evolution of demographic phenomenon of recent years shows that there have been substantial changes in the Raut basin population. As a result of external migration of the population and reducing the birth rate in the period 2010-2015, the population in Raut river basin was reduced by 9.1 thousand people. The main demographic indicators are observed decreasing mortality and increasing by 0,8‰ to 0,1‰ birth. Such natural balance is negative (-0.7‰) and the population is reduced. But if it keeps decreasing mortality and increasing birth rates, in the future will attest to slow growth in population in this area. Introduction The progress of any economic or social activities, the society existence in general is in-conceivable, taking abstraction of the human collectivity and the vital geographical space of it. This fact explains and the population knowledge necessity at the hydrographic basins level, that will make available the report between geographic factors and demographic processes. The lack of permanent and relevant statistical information creates uncertainties and slows the realization of some assembly studies in the Raut river basin. The geo-demographic features studies in the Raut river basin, has as a purpose the establishment of a certain trends and legitimates in the evolution of the demographic processes, both in dynamics and space.

This article is dedicated to the evaluation of water use and management of 12 river water bodies delineated in the Camenca river basin – the biggest tributary of the Prut River in the limits of the Republic of Moldova. The study is based on the approaches and methodology proposed by the EU Water Framework Directive and its methodological guidelines as well as on the national normative documents. The present research was conducted as part of the Camenca river basin management plan and constitutes the basis for the development of the Programme of Measures meant to accomplish the environmental objectives established for water bodies. Considering water use problems in the limits of the pilot basin, in the present research several challenges were identified: intensification of climate change and reduction of water supply; reduced accessibility of the population to aqueducts and the lack of public sewerage systems; significant impact of diffuse pollution on agriculture; a large number of reservoirs in improper conditions. With regards to water resources management, the following issues were revealed: incomplete inventory of water resources and frequent cases of unauthorised water use; low prices for water supply and sewerage services as well as for water use and water pollution, which do not cover water use costs and investments in water resources and aquatic ecosystems protection; insufficient and fragmented subventions in water sector; issues regarding legal framework and adequate exploitation regime of reservoirs, etc.

The largest representation of female candidates was in the local administration of the Southern Zone - 25%, and in Cimislia District of the zone it was 42%. However, only 7 out of 53 female candidates were elected in the region. Female candidates are mostly successful in elections of District, Rural and Municipal Councillors: up to 40% were elected in some regions. However, in some administrative areas there are less than 20% of female councillors. Only 3 women were elected District Chairpersons - one in each of three regions: North, Centre and South, which is only 8.8% of total number of Chairpersons. Population Size and Structure About 30% of the population live both in the Northern and Central Zones, over 15% live in the Southern Zone and the population of Gagauzia is about 5% of the total population of the country. Residents of Chișinău Municipality comprise about a fifth of the total population of the country. Steady depopulation trends prevail in three regions: Centre, South and especially North. 51.9% of the total population are women and 48.1% are men.

The Operational Policies and Guidelines (OPG) for Parties to Access Resources from the Adaptation Fund (the Fund), adopted by the Adaptation Fund Board (the Board), state in paragraph 45 that regular adaptation project and programme proposals, i.e. those that request funding exceeding US$ 1 million, would undergo either a one-step, or a two-step approval process. In case of the one-step process, the proponent would directly submit a fully-developed project proposal. In the two-step process, the proponent would first submit a brief project concept, which would be reviewed by the Project and Programme Review Committee (PPRC) and would have to receive the endorsement of the Board. In the second step, the fully- developed project/programme document would be reviewed by the PPRC, and would ultimately require the Board’s approval. 2. The Templates approved by the Board (Annex 5 of the OPG, as amended in March 2016) do not include a separate template for project and programme concepts but provide that these are to be submitted using the project and programme proposal template. The section on Adaptation Fund Project Review Criteria states: For regular projects using the two-step approval process, only the first four criteria will be applied when reviewing the 1st step for regular project concept. In addition, the information provided in the 1st step approval process with respect to the review criteria for the regular project concept could be less detailed than the information in the request for approval template submitted at the 2nd step approval process.
