    Supplement Section III — Basin Description Information Base Part A — Basin Description The Chehalis River Basin is the largest river basin in western Washington. With the exception of the Columbia River basin, it is the largest in the state. The basin extends over eight counties. It encompasses large portions of Grays Harbor, Lewis, and Thurston counties, and smaller parts of Mason, Pacific, Cowlitz, Wahkiakum, and Jefferson counties. For purposes of water resources planning under the Washington State Watershed Planning Act of 1998, the Chehalis Basin was divided into two Water Resource Inventory Areas (WRIAs), WRIA 22 and WRIA 23, depicted here with surrounding WRIA numbers and in relation to the whole state of Washington. Chehalis Basin Watershed — County Land Areas County Area (sq.mi.) Area (acres) Percentage Grays Harbor 1,390 889,711 50.3% Thurston 323 206,446 11.7% Lewis 770 493,103 27.9% Mason 206 132,146 7.5% Pacific 66 42,040 2.4% Cowlitz 8 5,427 0.3% Jefferson 2 1,259 0.07% Wahkiakum .1 37 0.002% Total 2,766 1,770,169 Source: Chehalis Watershed GIS Watershed Boundaries The basin is bounded on the west by the Pacific Ocean, on the east by the Deschutes River Basin, on the north by the Olympic Mountains, and on the south by the Willapa Hills and Cowlitz River Basin. Elevations vary from sea level at Grays Harbor to the 5,054-foot Capitol Peak in the Olympic National Forest. The basin consists of approximately 2,766 square miles. The Chehalis WRIA 22 River system flows through three distinct eco-regions before emptying into Grays Harbor near Aberdeen (Omernik, 1987): • The Cascade ecoregion (including the Olympic Mountains) is char- acterized by volcanic/sedimentary bedrock formations.

This general reevaluation study was conducted in response to Resolution 2581 of the U.S. House of Representatives Committee on Transportation and Infrastructure, which directed a review of past Corps report recommendations in the study area and a reevaluation of flooding and environmental problems and solutions. The purpose of this General Reevaluation Report (GRR) is to document the planning and formulation of the recommended plan. Similar to a traditional feasibility report, the GRR documents all aspects of acceptability, completeness, effectiveness, and efficiency of a broad range of alternatives. The report also identifies requirements and responsibilities associated with project implementation, operation, and maintenance. The main text of the report summarizes major technical studies conducted. Technical appendices provide detailed descriptions of study methodologies and findings. An Environmental Impact Statement, that has been published under separate cover, accompanies the report.

A series of public meetings in 2019 are planned to obtain community input on future projects. “Growing up in Port Angeles, I know that actively managing our federal forests is essential to supporting quality jobs in the timber industry, protecting our environment, and growing our outdoor economy,” said U.S. Representative Derek Kilmer (D-WA06) who represents the Olympic Peninsula. “That’s why we embarked on this project to bring together regional leaders to develop innovative approaches to restoring our forests and promoting increased harvest levels. The recent successes achieved by the Olympic Forest Collaborative show that we don’t have to choose between protecting our environment and creating a more vibrant economy.” Over the last three years, the Olympic Forest Collaborative has worked across the Olympic Peninsula assisting the U. S. Forest Service with preparing commercial thinning timber sales to help the Olympic National Forest meet and recently exceed their timber targets, fund habitat and aquatic restoration objectives, and host public meetings around the peninsula. In addition to assisting the Forest on projects, the Olympic Forest Collaborative has successfully developed and prepared two different pilot Habitat Restoration Thinning Stewardship projects which were sold by the Olympic National Forest.

Who is involved? Operations are governed by twenty member (maximum) Board of Directors. These community leaders represent a broad range of Chinook Salmon fisheries interests including commercial and sport fishing enterprises, Tribes, government agencies, private and public organizations and community members. The Board of Directors oversees the operations of the Task Force, determines direction and policy, evaluates projects for funding, seeks out future funding sources and conducts the business of the corporation. The Task Force does not discuss fisheries allocations or other user specific differences. At our table differences are laid aside in favor of enhancing and protecting the Chum Salmon resource for the benefit of all. What do we do? We believe the best way to restore fish runs for the long term is through a balanced approach that includes: · Basin-wide habitat restoration and protection efforts with emphasis on both fisheries restoration and water quality; · Native/wild stock restoration · Enhancement programs that are cost effective and efficient; and, · Community outreach and education that is Coho Salmon focused toward the grassroots citizenry.
