Musa - Ketua Menteri Sabah Ke-13 Sejak Merdeka 04 MAR 2003 MUSA - KETUA MENTERI SABAH KE-13 SEJAK MERDEKA KOTA KINABALU, 4 Mac (Bernama) -- Datuk Musa Aman, 53, yang dinamakan sebagai pengganti kepada Datuk Chong Kah Kiat, akan menjadi Ketua Menteri Sabah yang ke-13, sejak Sabah merdeka menerusi Malaysia pada 1963. Musa yang merupakan Pengerusi Badan Perhubungan Umno Sabah dan Menteri Kewangan Negeri, dinamakan sebagai Ketua Menteri yang berikutnya oleh Perdana Menteri Datuk Seri Dr Mahathir Mohamad di Kuala Lumpur, hari ini. Allahyarham Tun Mohd Fuad Stephens merupakan ketua menteri Sabah yang pertama dan merupakan satu-satu pemimpin yang memegang jawatan itu sebanyak dua kali, masing-masing dari 16 Sept, 1963 ghingga 31 Dis, 1964 dan dari 14 April, 1976 hingga 6 Jun, 1976, hari beliau terkorban dalam kejadian pesawat terhempas di Sembulan, dekat sini. Terdahulu, perarakan yang diketuai Dr Abdul Hamid bermula pada jam 8 pagi melalui Jalan Parlimen dan Jalan Cenderawasih dengan membawa sepanduk sambil berselawat. Turut mengambil bahagian dalam perarakan itu ialah kakitangan jabatan kerajaan, badan berkanun dan swasta, anggota pertubuhan, persatuan dan masjid, kumpulan dari universiti, maktab dan pusat pengajian tinggi serta sekolah. Pelbagai program diatur sempena sambutan Maulidur Rasul 1419 Hijrah. Antaranya bacaan al-Quran oleh johan qari peringkat sekolah rendah kebangsaan, persembahan nasyid, anugerah Maulidur Rasul serta hadiah pasukan perarakan terbaik. Di KUALA TERENGGANU, lebih 2,000 umat Islam menghadiri majlis sambutan yang diadakan secara sederhana di Dewan Besar Wisma Darul Iman. Hadir sama Sultan Terengganu, Sultan Mizan Zainal Abidin Al-Marhum Sultan Mahmud Al-Muktafibillah Shah dan Menteri Besar, Tan Sri Wan Mokhtar Ahmad serta isteri. Di KOTA KINABALU, Yang Dipertua Negeri Tun Sakaran Dandai mengetuai 75 kontinjen yang dianggotai kira-kira 6,000 umat Islam dalam perarakan dari Padang Merdeka ke Masjid Negeri di Sembulan. Acara lain pada sambutan itu yang turut disertai Timbalan Ketua Menteri, Datuk Osu Sukam ialah pertandingan sepanduk serta penyampaian anugerah Maulidur Rasul kepada enam penerima di Sabah.

[email protected] ABSTRAK Sakaran Dandai merupakan pemimpin politik berpengaruh di Semporna. Beliau menjadi Ahli Dewan Undangan Negeri (ADUN) Semporna sejak 1967 sehingga tahun 1994 dan Ahli Parlimen Semporna sejak 1974 sehingga tahun 1990. Dalam tempoh masa berkenaan, beliau bukan sahaja mampu mengekalkan pengaruh dan kuasanya dalam politik Semporna, malahan berjaya menjawat pelbagai jawatan tertinggi politik di peringkat negeri dan persekutuan. Setelah dilantik sebagai Tuan Yang Dipertua (TYT) Negeri Sabah pada Januari 1995 dan bersara dari politik, anak beliau, Nasir Sakaran dipilih menjadi penerus legasi beliau. Nasir Sakaran menjadi ADUN Semporna pada tahun 1994. Walau bagaimanapun, pengaruh Nasir Sakaran tidak konsisten sehinggalah beliau kalah dalam PRU-14 pada tahun 2018. Kekalahan ini menyebabkan berakhirnya 50 tahun legasi kepimpinan Sakaran Dandai dalam politik Semporna. Justeru, objektif utama artikel ini ialah menganalisis perkembangan kepimpinan legasi Sakaran Dandai dalam politik Semporna serta sebab legasi kepimpinan tersebut gagal dipertahankan pada PRU-14 tahun 2018. Bagi mencapai objektif ini, kaedah penyelidikan perpustakaan dan temu bual dilakukan. Kaedah penyelidikan perpustakaan dilakukan dengan merujuk sumber sekunder dalam bentuk surat khabar yang diperoleh di Arkib Negeri Sabah serta sumber-sumber sekunder lain seperti jurnal dan buku yang diperoleh di perpustakaan universiti dan negeri.

    26 OCT 1998 Award-Journalist LATE TUN FUAD RECEIVES NATIONAL EMINENT JOURNALIST AWARD KUALA LUMPUR, Oct 26 (Bernama) -- Former Sabah Yang Dipertua Negeri the late Tun Mohammed Fuad Stephens was posthumously awarded the prestigious Malaysian Press Institute's National Eminent Journalist Award today. Prime Minister Datuk Seri Dr Mahathir Mohamad presented the award to his widow, Toh Puan Rahimah Stephens at the Commonwealth Press Union Biennial Conference opening ceremony here. Born on Sept 14, 1920, Mohammed Fuad became Sabah's first Chief Minister after independence through Malaysia in 1963. His involvement in journalism began when he started contributing to the only newspaper in his home state,the North Borneo News, with the favourite pseudonym of Vox Populi. After a stirring letter that came to be known as the "Blood is Thicker than Water," in which he berated the colonial masters for their indiscrimination against local civil servants, he was invited to write articles for the paper. Mohammed Fuad then set up his own daily newspaper, the Sabah Times with only RM1,000 as his capital after drawing experience from the North Borneo News. The inaugaural edition of the first daily newspaper in North Borneo hit the news stand in March 1952 with him as the editor, typist, reporter, typesetter and delivery boy. Two years later he bought over the North Borneo News and proceeded to combine it with the Sabah Times. He was one of the signatories of the Federation of Malaysia Agreement. Tun Fuad was killed in a plane crash in Tanjung Aru near Kota Kinabalu in 1976. -- BERNAMA NHZ RAZ AAM.

As these forests are logged, their social values as generators of rural incomes and their environmental services as biodiversity reserves, carbon sinks, soil reserves, and watersheds tend to diminish. Despite these facts, most governments in the tropics are unable to resist logging these forests in favor of national economic objectives, including: creation of a forest industrial sector, higher employment, positive balance of payments, and increased government revenues. However, given the high economic stakes that can be obtained from their forests, it is seems counterintuitive that tropical governments rarely succeed in optimally harnessing government revenue from this valuable natural resource. This staggering loss of revenue to developing countries obviously has important implications for economic development. Timber revenue could be used, for example, to finance the kind of strategic industrial policies that allow the high performing Asian economies to achieve high levels of economic growth. This dissertation argues that states with rain forests are often unable to collect optimal revenue from the massive profit earned by timber companies that harvest state forests because this profit already has a hidden destination.

Moderation and pragmatism seemed to be the order of the day as they marked the end of their month-long fast of Ramadan with new clothes and "open house" where they welcomed friends and kin with specially cooked food. Many of them had returned to their hometowns to celebrate aidilfitri with their loved ones and to seek forgiveness from each other for any inadvertent wrongdoing, this being the day to renew bonds and to start afresh. Steeped in tradition, they made their way to the nearest mosque first thing in the morning for their prayers and thanksgiving to Allah. In the federal capital, the Yang di-Pertuan Agong, Tuanku Ja'afar, and Raja Permaisuri Agong, Tuanku Najihah, accompanied by Prime Minister Datuk Seri Dr Mahathir Mohamad, were among the thousands who performed their prayers at the National Mosque. Present were newly-appointed Deputy Prime Minister Datuk Seri Abdullah Ahmad Badawi, several cabinet ministers and ambassadors of fellow Muslim nations. In KUALA KANGSAR, the Sultan of Perak, Sultan Azlan Shah, performed Aidilfitri prayers at Masjid Ubudiah in Bukit Chandan with over 2,000 of his subjects. Present were Menteri Besar Tan Sri Ramli Ngah Talib and other state dignitaries. After the prayers, the sultan held open house for special guests at Istana Iskandariah while Ramli held open house at his official residence in Jalan Raja Dihilir.

Hazis* This article traces the major contestations that have taken place in Sabah and Sarawak throughout the 54 years of their independence. The two major areas of contestation are state power and local resources, pitting federal leaders against Sabah and Sarawak’s elites. These contestations have forced the federal govern- ment to accommodate the local elites, thus ensuring the stability of Barisan Nasional (BN) rule in the East Malaysian states. However, Sabah and Sarawak elites are not homogeneous since they have different degrees of power, agendas, and aspirations. These differences have led to open feuds between the elites, resulting in the col- lapse of political parties and the formation of new political alignments. Over almost four decades, a great majority of the people in Sabah and Sarawak have acceded to BN rule. However, in the last decade there have been pockets of resistance against the authoritarian rule of BN and the local elites. This article argues that without accountability and a system of checks and balances, the demand for more autonomy by the increasingly vocal Sabah and Sarawak elites will benefit only them and not the general public.

    University of Perpetual Help System-DALTA College of Law FOREWORD Philippines maintains a dormant claim over the sovereignty of eastern Sabah based on the claim that in 1658 the Sultan of Brunei had ceded the northeast portion of Borneo to the Sultan of Sulu; and that later in 1878, an agreement was signed by the Sultan of Sulu granting the North Borneo Chartered Company a permanent lease over the territory. Malaysia considered this dispute as a "non-issue", as there is no desire from the actual people of Sabah to be part of the Philippines or of the Sultanate of Sulu. As reported by the Secretary- General of the United Nations, the independence of North Borneo was brought about as the result of the expressed wish of the majority of the people of the territory in a 1963 election. This research will determine whether or not Philippines have proprietary rights over Sabah. Jennylyn B.     04 MAR 2003 Mahathir-Musa MUSA AMAN IS SABAH'S NEXT CHIEF MINISTER KUALA LUMPUR, March 4 (Bernama) -- Sabah Umno liaison chairman Datuk Musa Aman will take over as Sabah Chief Minister from Datuk Chong Kah Kiat when the latter's term ends on March 27. Prime Minister Datuk Seri Dr Mahathir Mohamad who made the announcement today said that the Yang Dipertua Negeri of Sabah, Datuk Ahmadshah Abdullah, had been informed of the matter. He was speaking to reporters before leaving for Doha, Qatar, to attend the emergency meeting of the Organisation of the Islamic Conference (OIC). Chong and Musa, who is Sabah Finance Minister, were among those present at the Royal Malaysian Air Force (RMAF) base in Subang, near here, to send him off. Chong told reporters later that after the state cabinet meeting tomorrow he would hand over his duties to Musa who would be acting until he is sworn in as chief minister on March 28. Musa's appointment is under the rotation system practised in Sabah after the Barisan Nasional (BN) took over the state government from Parti Bersatu Sabah (PBS) on March 17, 1994. The first leader to be appointed chief minister under the rotation system was Tan Sri Sakaran Dandai (now a Tun) of Umno, who held the post until December 1994 when Datuk Salleh Tun Said took over following Sakaran's appointment as Sabah Yang Dipertua Negeri. Salleh was replaced by Datuk Yong Teck Lee, representing the Chinese community, who in turn was replaced by Tan Sri Bernard Dompok representing the non-Muslim bumiputera community.
