She has trained thousands of educators and health care professionals nationwide, is the author of over 40 articles on sexuality education, and was formerly chair of the Board of the Sexuality Information and Education Council of the United States (SIECUS). Jan Lunquist, M.A., is the vice president of education for Planned Parenthood Centers of West Michigan. Three CTT interventions (Universal Design for Learning, Peer Mediated Instruction, and Milieu Teaching) were organized on a hierarchy of intensity and implemented in an additive manner. -

I examined historical changes in the administrative powers of the Surgeon General, to explain what factors affect how a Surgeon General utilizes the office’s “bully pulpit,” and assess changes in the political environment and in who oversees the Surgeon General that may affect the Surgeon General’s future ability to influence public opinion and health. This research involved collecting and analyzing the opinions of journalists and key informants such as current and former government health officials. Identifying and Countering FAKE NEWS Mark Verstraete1, Derek E. Bambauer2, & Jane R. Bambauer3 EXECUTIVE SUMMARY Fake news has become a controversial, highly contested issue recently. But in the public discourse, “fake news” is often used to refer to several different phenomena. The lack of clarity around what exactly fake news is makes understanding the social harms that it creates and crafting solutions to these harms difficult. This report adds clarity to these discussions by identifying several distinct types of fake news: hoax, propaganda, trolling, and satire. In classifying these different types of fake news, it identifies distinct features of each type of fake news that can be targeted by regulation to shift their production and dissemination. This report introduces a visual matrix to organize different types of fake news and show the ways in which they are related and distinct. The two defining features of different types of fake news are 1) whether the author intends to deceive readers and 2) whether the motivation for creating fake news is financial. These distinctions are a useful first step towards crafting solutions that can target the pernicious forms of fake news (hoaxes and propaganda) without chilling the production of socially valuable satire. The report emphasizes that rigid distinctions between types of fake news may be unworkable. Many authors produce fake news stories while holding different intentions and motivations simultaneously. This creates definitional grey areas. For instance, a fake news author can create a story as a response to both financial and political motives. Washington, DC 20202 Attn: Meredith Miller Re: Notice ofProposed Rulemaking Docket ID ED-2016-0ESE-0032, Elementary and Secondary Education Act of 1965, as Amended by the Every Student Succeeds Act Accountability and State Plans Dear Secretary King: In negotiating the Every Student Succeeds Act (ESSA) with our colleagues, we fought to preserve the Department of Education's (Department) full regulatory authority to promulgate rules and issue guidance. We applaud the Department's notice of proposed rulemaking (NPRM) on 34 CFR parts 200 and 299 for balancing ESSA' s strong and clearly articulated federal guardrails with the new law's flexibility for state and local decision-making. The Department's unique role in upholding the civil rights legacy of this law is critical to ensure implementation honors Congressional intent that states and local educational agencies sufficiently support improving outcomes for the nation's disadvantaged students, including through improving equity of educational opportunity. While Congress replaced much of No Child Left Behind (NCLB) with new statutory requirements in ESSA, the new law maintains the historic and bipartisan focus of the Elementary and Secondary Education Act (ESEA) on improving educational outcomes for our nation's disadvantaged students, including low-income students, students of color, students with disabilities, and English learners. In putting forth the proposed regulations, the Department employed its regulatory authority to articulate parameters that will empower states and school districts to use the new flexibility that ESSA affords. -
