INTRODUCTION A. Mission 1. To provide the emergency organization, programs, training and resources necessary to maximize population survival and preservation of property in the City of Carnation in the event of a natural and/or man-made disaster. 2. It is the policy of the government of Carnation, in order to preserve lives and property, to take appropriate actions to mitigate, prepare for, respond to, and recover from, all natural and man- made disasters and emergencies within its jurisdiction. 3. This policy is implemented cooperatively with the King County Sheriff’s Office (KCSO), Carnation/King County Fire District 10 (KCFD10), part of the Eastside Fire and Rescue consortium and the Riverview School District. 4. It shall further be the policy of the City of Carnation to encourage its citizens to prepare for emergencies and disasters in order to be self-sufficient for a minimum of 72 hours following such an event. B. Purpose 1. This plan will facilitate restoration of basic City government operations following disasters. 2. This plan will establish appropriate governmental response and recovery actions to emergencies and disasters and will delineate what resources will and will not be available from the City of Carnation. C. Scope and Applicability 1. This document is the Basic Plan (“Plan”) to the City’s Comprehensive Emergency Management Plan (CEMP). This document defines and describes general tasks and responsibilities of the City of Carnation and identifies other emergency service organizations with which the City will interact. 2. This Plan describes emergency management responsibilities of the City government departments and elected officials, and addresses what each can and cannot provide. 3. This Plan is applicable to Carnation’s government organization, which includes the following departments: Finance and Records, Planning, Public Works, and Police services jointly contracted with the King County Sheriff’s Office. 4. This Plan extends to KCFD10 (Eastside Fire & Rescue), which provides fire and emergency medical services to Carnation residents and businesses. 5. This Plan also identifies the Emergency Operations Center (EOC) as a Unified Command Organization in its operational function. The unified command structure consists of key officials from the City and the KCFD10, and other agencies as available and necessary. It is a coordination process that determines overall incident needs and objectives, selects multi- jurisdictional strategies, and insures that joint planning for tactical activities will be accomplished. 6. This plan seeks compliance with the doctrines describe within the National Incident Management System, particularly the Incident Command System as a tool for organizing and responding to incidents and events of local, regional and national significance. Incident Management Activities: The City has institutionalized the utilization of the Incident Command System (ICS) per the National Incident Management System (NIMS) for all natural and manmade disasters. Under the guidance of NIMS, this plan addresses the full spectrum of activities related to local incident management, including, prevention, preparedness, response, and recovery actions. This plan has been developed to emulate the National Response Framework (NRF), the NIMS, Washington State Comprehensive Emergency Management Plan (WA CEMP), and the King County Regional Disaster Plan (RDP). E. Authorities This Plan is developed under the following local, state and federal statutes and regulations: 1. City of Carnation Resolution No. 314 2. King County Code (KCC) 1.28, 2.16, 2.56, 12.52 3. RCW Chapter 38.52; Emergency Management 4. WAC 118-40 Title III; Community Right To Know – State Level 5. WAC 118-30, Local Emergency Management/Services Organizations, Plans and Programs 6. Public Law (PL) 81-920, “The Federal Civil Defense Act of 1950,” as amended 7. U.S. Codes 5121-5202 Disaster Relief Act of 1974, as amended, 2301-2303 Improved Civil Defense 1980 8. PL 95-124; Earthquake Hazards Reduction Act of 1977, as amended 9. PL 99-499; Superfund Amendments and Reauthorization Act of 1986 (changed to Emergency Planning, Community Right To Know Act) 10. HSPD 5 - Management of Domestic Incidents 11. Presidential Policy Directive (PPD) 8: National Preparedness F. Key Concepts This plan details the key concepts utilized by the City in mitigation, preparation, response and recovery efforts relating to emergencies and disasters in accordance with RCW 38.52.070 and the NIMS. This includes but is not limited to: disaster and emergency responsibilities and procedures; and training and community education activities. The CEMP (Carnation Emergency Management Plan), including its appendices, checklists and supporting documents, provides for the coordination of operations during emergencies and disasters and the proper utilization of all resources available to the City. The City of Carnation government has the primary responsibility of disaster mitigation, preparedness, response and recovery within City limits. The City may conduct such functions outside its territorial limits as may be required pursuant to RCW 38.52 as amended and current resolutions, ordinances, and mutual aid agreements. Normal day-to-day organizational structures and chains of command will be maintained insofar as possible in government and supporting organizations. City officials, employees, or volunteers engaged in authorized response activities on behalf of the City shall be entitled to all privileges, benefits and immunities provided by state law and state or federal regulations for registered emergency workers (RCW 38.52.310). Basic Plan (12/2015) 2 City of Carnation Comprehensive Emergency Management Plan BASIC PLAN Special purpose districts (school districts, water districts, fire districts, hospital districts, etc) are responsible for providing such services within their respective jurisdictions, except where contracts or agreements with the City are in place for such services. II. PLANNING ASSUMPTIONS The City has been affected and will be affected by various types of situations that could lead to a significant emergency situation. The City is vulnerable to the both natural and man-made hazards. These hazards include, but are not limited to flooding, wind, rain, and snow storms; earthquakes, failure of the Tolt Dam, landslides,

    Final Environmental Impact Statement Elwha River Ecosystem Restoration Implementation Purpose and Need: The Elwha River ecosystem and native anadromous fisheries are severely degraded as a result of two hydroelectric dams (projects) and their reservoirs built in the early 1900s. Congress has mandated the full restoration of this ecosystem and its native anadromous fisheries through the Elwha River Ecosystem and Fisheries Restoration Act (Public Law 102-495). The Department of the Interior has found there is a need to return this river and the ecosystem to its natural, self-regulating state, and proposes to implement the Congressional mandate by removing both dams in a safe, environmentally sound and cost effective manner and implementing fisheries and ecosystem restoration planning. Only dam removal would fully restore the ecosystem or its native anadromous fisheries. Proposed Action: The U.S. Department of the Interior proposes to fully restore the Elwha River ecosystem and native anadromous fisheries through the removal of Elwha Dam and Glines Canyon Dam and implementing fish restoration and revegetation. Dam removal would occur over a 2-year period. Elwha Dam would be removed by blasting, and Glines Canyon Dam by a combination of blasting and diamond wire saw cutting. Lake Aldwell would be drained by a diversion channel, and Lake Mills by notching down Glines Canyon Dam. Stored sediment would be eroded naturally by the Elwha River. The proposed action is located in Clallam County, on the Olympic Peninsula, in Washington State. Lead/Cooperating agencies: The National Park Service is the lead agency. Its purpose is to assist the Department in ensuring a safe and effective response force for fire suppression, emergency medical services and specialty response situations. The Department’s accrediting body, The Commission of Fire Accreditation International (CFAI) defines the Standard of Coverage as, “a rational and systematic way of looking at the basic service provided by an emergency services agency.” In creating this report, the department analyzed many factors including: community profiles, community risks, fire-scene tasks, and both the type and quantity of emergency calls. This analysis drives the department to create performance standards which are also rooted in community expectations. Performance reports will demonstrate that the department is meeting its established standards, and performance outcomes will provide additional support. Ultimately, the analysis of all these factors leads to the justification for the placement and staffing of fire department resources as well as detailed response plans to handle the risks these resources are expected to face.

The city government, citizens and business have created a productive environment for the next generation of information-sharing and community engagement. Years of economic growth and relative prosperity have fostered new, superior practices in news and information. Yet, losing a major print newspaper, as Seattle did when The Seattle Post-Intelligencer closed, adversely affects a community, by leaving it with one less place to provide public service journalism, stories about people and general community updates. In parallel, Seattle has been at the center of an explosion of alternative news outlets, especially online, which has created a critical mass of information portals for geographic and social communities. As the Knight Report, Informing Communities: Sustaining Democracy in a Digital Age, highlights, it is important to understand that there are three important elements to be considered as we analyze media and democracy in the 21st century: • availability of relevant and credible information to all Americans and their communities; • capacity of individuals to engage with information; and • individual engagement with information and the public life of the community. However, despite the relative vibrancy of the media scene, and even with all its demographic and other advantages, it is unclear how much of this innovation is sustainable. The local web is littered with websites that are no longer updated, and few of the startups boast anything like the journalistic firepower or profitability of the papers of the past.

This report represents the project team’s work in the development of this draft report. 1 Approaches Utilized in This Project The principal approaches utilized by the project team in this study included, but were not limited to, the following: • Internal Interviews – Members of the project team individually and collectively interviewed several executives, management, and supervisory staff of Mercer Island, Fire Department leadership, and command staff. • Data Collection – The project team collected a wide variety of external and internal data documenting the structure, operations, and organization including: - Department staffing and scheduling - Documentation reflecting operations management - Numerous output data reflecting services provided - Various other performance information This data was summarized in a ‘descriptive profile’ of the Fire Department which was reviewed by the staff of the Fire Department. • Analysis – The project team analyzed the collected data and reviewed interview notes to provide the basis for the final recommendations. Throughout the study, the project team reviewed facts, issues, and initial findings with Fire Department staff.

That’s why the city of Sammamish, despite having to rebound from the Great Recession like other cities, boasts the lowest General Fund expenditures per capita of cities on the Eastside, is free of bonded debt, and has not raised property taxes for six years. This solid financial footing has been achieved even though the city has made impressive investments in new roads, parks, ball fields and other vital infrastructure over the past decade. As other cities struggle with their budgets, how has Sammamish managed to transform itself while remaining fiscally sound? The answer is simple: Sammamish City Councils have lived within their means. This simple approach, complemented by high performing city staff that continues to deliver an array of excellent government services both efficiently and cost effectively has proven to be a great formula for success. As this “Budget in Brief” makes clear, the City will continue this mode of operation in the 2015-2016 biennium. While the Great Recession forced us to make tough decisions and to focus on cost cutting measures, we are now experiencing a strong recovery in the local economy and the demand for our services continues to grow. Even so, we will continue to closely monitor our expenditures and continue to explore ways to maximize our resources.
