Today, nearly 80% of the basic food consumed is imported. – There are 500,000 hectares of arable, unfarmed land with adequate water. – Iraq’s population is expected to boom, reaching almost 39 million people by 2015. Given the expected population growth and Iraq's high dependency on agricultural imports, there are a number of agriculture opportunities for investment in order to more efficiently and economically satisfy Iraqi food demands. Republic of Iraq – National Investment Commission 4 Agriculture • Specific Opportunities – We have identified 48 projects across the agriculture sector, in every province of Iraq. – A number of these are infrastructure projects necessary to jump start the agriculture sector and include constructing of chicken processing plans, slaughter houses, and grain silos. – In addition to providing much needed infrastructure, equipment, and jobs these projects will have a multiplier effect on the agriculture economy providing a supply chain of opportunities for the private sector. Republic of Iraq – National Investment Commission 9 Banking and Finance • Overview – Key policy changes that have been introduced to modernize the Iraqi economy and financial system, including the new currency, greater fiscal and budgetary discipline, and trade and financial reforms. – The Central Bank has increased its independence, including its supervisory authorities over the private banks. – Iraq’s monetary policies are increasingly liberal. – The implementation of anti-money laundering laws and the establishment of the Iraqi Securities Commission (ISC) will strengthen the Iraqi financial system. Since 2003, electricity consumption has increased by a rate of at least 15% per year. – As stability has returned, Iraqis have bought large quantities of electronic goods, which together with expanding economic activity, means that consumption is growing furiously and outstripping supply. – The current electrical demand for Iraq has risen to approximately 13,000 MW through the summer of 2009 with existing power generation capacity of approximately 6,000 MW. This creates an immediate need for doubling the electrical output within Iraq. – Several future plant sites have been identified which would increase the capacity to approximately 24,000 MW. – The value of these additional electricity and power investments was estimated at $4.5 billion USD over a four year period. – To meet the growing demand and supply shortfalls, the MoE is undertaking one of the world’s most ambitious electricity system expansion programs. Republic of Iraq – National Investment Commission 12 Electricity • General Opportunities – State Owned Enterprises (SOEs): Current power plants are run by the state, but as Iraq is opening its investment borders, they are looking to partner with international power companies. – Other power sources: also identified are some fuel related projects like the construction of methane gas gathering, treatment, and delivery facilities. – Inputs: the MoE has considered several different models for international investors to enter Iraq's electricity sector and is actively exploring these options. • Specific Opportunities – We have identified at least 31 projects across the power sector, in every province of Iraq. A number of these are infrastructure projects necessary to jump start the sector and include construction of plants. – In addition to providing much needed infrastructure, equipment, and jobs these projects will have a multiplier effect on the electrical economy providing a supply chain of opportunities for the private sector.
