As in 2013 we received a superb welcome from the city. We continue to ask all attendees to complete an online feedback questionnaire. A good percentage complete this but I would urge all members to take the time to participate. It is incredibly useful to the conference office and FCC and does influence whether we visit a venue again and if we do, what changes we need to try and make. FCC Changes Following the committee elections at the end of last year there were a number of changes to the membership of FCC. Qassim Afzal, Louise Bloom, Sal Brinton, Prateek Buch, Veronica German, Evan Harris and David Rendel either did not restand or were not re-elected. All played a valuable role on FCC and will be missed. We welcome Jon Ball, Zoe O’Connell and Mary Reid onto the committee as directly elected members. FPC have elected two new representatives onto FCC and we welcome back Linda Jack and Jeremy Hargreaves in these roles. Both have previously served on FCC so are familiar with the way we work. One of the FE reps is also new with Kaavya Kaushik joining James Gurling as an FE rep on FCC. -

It covers our work over two years, from 2013 to 2015. During the reporting period the Commission has recommended four individuals for appointment as non-party-political peers, our first since December 2012, which is in line with your guidance for the Commission to make two recommendations each year. In addition to making recommendations for appointment to the crossbenches, the Commission has continued to vet for propriety individuals nominated by the political parties and by you, as Prime Minister, for appointment to the House of Lords. During the reporting period, the Commission vetted 79 such nominees who were subsequently appointed to the House of Lords: 67 individuals nominated by the political parties, seven individuals who took up Ministerial Office and five individuals nominated by you for public service who sit on the crossbenches. How Liberal Democrats in Government are helping to set councils free Spring 2011 Foreword Rt Hon Nick Clegg MP, Leader of the Liberal Democrats & Deputy Prime Minister Our Party, more than any other, is built on our achievements in local government. Community activism, community politics, working hard all year round, delivering for local people – these are the watchwords of Liberal Democrats up and down the country. And rightly so. Localism is in our DNA and every Liberal Democrat knows that real change starts from the bottom up with local people and local communities. Now we are in government in Westminster we are doing all we can to make the structural changes in central government to allow localism to flourish and to make devolution of power a reality. As this pamphlet shows very clearly, across a range of areas we have been removing the rules from on high that so disfigured the previous government’s approach to local government. Unlike them we trust local government; not just to tick boxes or jump through hoops but to make real decisions. These are changes that have come about thanks to the tireless work of our ministers, led by Andrew Stunell MP. Changes that Labour had thirteen years to deliver on and failed to do so, but which Liberal Democrat ministers have delivered in ten short months. Our ministers have fought tooth and nail inside Westminster and Whitehall to deliver on our commitments, a record that speaks for itself. Of course it is a work in progress: the significant steps we have already taken – which this pamphlet narrates – are the beginning of our localism agenda, not the end. -
