While Duane’s views appear to be wholly contradictory, this paper argues that Anglophobia and antimonarchism consistently animated his ideology, undergirding both the prejudice in his attacks on Saint-Dominguans loyal to Britain and the universalism in his defense of Latin Americans hostile to Spain. Duane’s willingness to incorporate slaves, free blacks, and Amerindians into his democratic worldview was at all times dependent upon the demographic group’s politics, not the political group’s demographics. ANTHONY January duced by AMERICA” and the pseudonym “William Penn,” one contrib- utor to Philadelphia’s Aurora General Advertiser argued that “It is a truth capable of irrefrangible proof that on the day of the battle of Lexington, there existed not in Europe, in Asia, or in Africa, one free nation. Then distinguished Americans began the revolution of a world.”1 When enthusiasm for popular government spread to enslaved, free black, and Amerindian populations throughout the Western Hemisphere, white Americans faced novel questions about democracy and its limits—especially when confronted with revolutions in Saint-Domingue and Latin America at the turn of the nineteenth century. Historian Ashli White has aptly described Saint-Domingue as the “crucible of republicanism, as slaves, free people of color, and white Saint-Dominguans experimented with republican ideology and practice.”2 But Saint-Domingue was only one multiracial democratic experiment. When freed slaves fi lled the rank and fi le of republican armies in Latin America in 1817, an Aurora con- tributor reminded cynical onlookers that “black men fought in the line of the army of our own revolution.” Americans would do well, the author continued, to remember “the fi delity and bravery of black and coloured men displayed in defense of this their country.”3 The discourse surrounding the legitimacy of independence movements in Saint-Domingue (1791–1804) and Latin America (1809–28) thus offers fertile ground for understanding the relation- ship between race and partisan politics in the early American republic. William Duane (1760–1835), the American-born, Irish editor of the Aurora from 1798 to 1822, was one of the leading proponents of an international republican mission whose guiding light was the new United States. Historian Nigel Little has dubbed him “the narrator of a democratic national identity in America.”4 But if we are to understand this “national 1 William Penn, “Revolution in the world produced by America,” Aurora General Advertiser, Dec. 27, 1798. A scholar examining distinct moments in Duane’s editorship may fi nd Duane’s political philosophy to be deeply contradictory, but one who exam- ines his writings over the span of his entire career will uncover an under- lying consistency in his writings. Simply put, Duane divided humankind into two mutually exclusive types: monarchists and republicans. To him, “the blacks of St. Domingo” were monarchists; the “copper colored peo- ple of Spanish America” were republicans; and slaves and Indians in the United States had the potential to be either.6 Duane’s willingness to incor- porate slaves, free blacks, and Amerindians into his democratic worldview was at all times dependent upon the demographic group’s politics, not the political group’s demographics. Excepting biographical studies by Kim T. Phillips and Nigel Little, scholars have tended to view Duane in the context of specifi c histori- cal moments.7 Homing in on his fi rst years with the Aurora, a number of historians have shed light on Duane’s prominence in Philadelphia’s Irish Catholic community during its bitter struggle against the Alien and Sedition Acts, while others have highlighted Duane’s pivotal role in the Jeffersonian “Revolution of 1800.”8 More recent scholarship by Matthew 5 “The British Orders and French Decrees,” Weekly Aurora, Aug. 20, 1811; “Mark the Times, and be Prepared for the Event. ANTHONY January Mason and Padraig Riley has depicted Duane in subsequent years as a “heretical Republican” and “practitioner of Federalist-style attacks” on slaveholding southerners.9 Studies by Caitlin A. Fitz and Jennifer L. Heckard that focus on Latin America and the latter years of Duane’s edi- torship locate him within a surge of “emotional and intense” popular sup- port for the United States’ “southern brethren” and “sister republics” and have underscored his defense of black soldiers and disdain for race-based arguments made by John Quincy Adams and his allies.10 These time slices have led to depictions of Duane as, variously, an Anti-Federalist gadfl y, an antislavery northerner, and a Pan-American republican, but they have failed to capture the fundamental ideals that animated his worldview and determined the place of slaves, free blacks, and Amerindians within it. Anglophobia and antimonarchism, I argue, lay at the very core of Duane’s democratic ideology, undergirding both the prejudice in his attacks on Saint-Dominguans loyal to Britain and the universalism in his defense of Latin Americans hostile to Spain.

    Stephen Qirard's ^BanlfJ HEN Stephen Girard established his private bank in South Third Street, Philadelphia, on May 12, 1812, the citizens Wof Pennsylvania were permitted to watch the progress of a novel experiment in the relationship of business and government. The new bank was unincorporated and unchartered, and seemingly was to be dependent for its success solely on the good name of Philadelphia's wealthiest citizen, Stephen Girard. Time, however, made it clear that the bank survived and thrived, primarily because Girard foresaw the growing importance of government financing, and anticipated the commercial and financial advantage of the forces that were working towards unification and centralization in the nation. Finally, of course, much was owing to his skillful manipu- lation of the relationship between his bank and the United States Treasury. In fact, nothing could be more interesting than to note the difference between the financial concepts and practices that showed themselves in an earlier bank like the Bank of North America, and the concepts and practices of Girard. We have left the world of the mercantilists and entered that of the Rothschilds and the nineteenth century. Girard was a naturalized American citizen of French birth who, as a youth of fourteen, began his career as a seaman and commercial agent in the West Indies trade plying between Bordeaux and the Caribbean seaports. In 1773, nine years later, he became a licensed captain and started in trading for himself, changing the scene of his activities next year to the coastal trade between New York and His- paniola. While thus engaged in 1776, he was chased into the port of Philadelphia by a vessel of the blockading British fleet.

    THE IDEOLOGY OF STEPHEN SIMPSON, UPPERCLASS CHAMPION OF THE EARLY PHILADELPHIA WORKINGMEN'S MOVEMENT By EDWARD PESSEN 1 THEN we speak of the labor movement today we mean by Vw it trade unions composed of men who work for wages, led by men who for the most part have risen from the ranks after fairly long careers as wage earners. Political parties, no matter how sympathetic, middle-class reformers, no matter how friendly to labor, are not considered part of that movement. It has not always been so. In what has come to be called the Age of Jackson, or, more precisely, the decade ending in the Panic of 1837, such diverse organizations as Working Men's parties, associations of farmers, factory operatives and city mechanics, trades' unions consisting of skilled artisans organized in their respective craft societies, emerged to form America's first labor movement.'     'Democrats of the Old School in the £ra of Qood Feelings HE COMMANDING figures of Thomas Jefferson and Andrew Jackson are eternally fascinating to historians, for each man Tuniquely symbolized the beliefs and hopes of his generation. To understand what these towering leaders meant to their contem- poraries, who loved or hated them with such intensity, is to know much about the whole society of the early republic. Each was the spokesman for a dominant political party claiming to represent the industrious classes of farmers and mechanics, "the real people," against a usurping elite pursuing wealth through special privilege. The intellectual and emotional similarity of their appeal is implicit in the idealistic rhetoric of the two movements. But our under- standing of the links between the parties of Jefferson and of Jackson has been frustrated by lack of knowledge about those strange intervening years known as the Era of Good Feelings.1 Modern historians agree that the descriptive label traditionally attached to James Monroe's administration is an ironic misnomer. The superficial harmony of the years following 1815, when two presidential elections went uncontested and all men were called Republican, masked a breakdown of political parties bordering on chaos. The relatively clear-cut party distinctions which had allowed men a means to express their convictions had been gradually eroded and finally obliterated by the wartime disgrace and disappearance of the Federalist Party. But the Republican ascendancy was doomed from the moment it became complete. The party name, once richly suggestive of the lofty principles of Jefferson, dwindled in significance into a largely meaningless title covering all shades of opinion, how- ever conflicting.

The founders of commercial banking in this country doubted seriously that several banks in one community could get along together, espe- cially that the initial bank could survive if one more intruded upon its domain. They reasoned that each new bank would embarrass the es- tablished institutions by drawing on their specie reserves to build up its own. A corollary of this argument for monopolistic banking was that each newcomer must of necessity reduce the profits of the others. But in Philadelphia, the home of the country’s first bank, it was demonstrated-as one rival after another opened its doors in the face of the opposition of older institutions-that competition did not impede their growth. Yet no sooner did a bank win friendly recognition from its elders than it fell prey to the same fear of newcomers. In New York and Baltimore (and possibly also in Boston),’ as in Philadelphia, a new institution was looked upon as a threat to the security of intrenched banking interests.
