CIVIL AVIATION SAFETY AND SECURITY OVERSIGHT AGENCY

The Civil Aviation, Safety and Security Oversight Agency (CASSOA) is an Institution of the East African Community in Entebbe , charged with the responsibility of overseeing the harmonization and operationalisation of the air safety rules and regulations in the East African Region.

CASSOA wishes to fill the following vacant position with a suitable candidates who must be a citizen of East (i.e. , , , and Uganda). The position is tenable in Entebbe, Uganda.

ACCOUNTANT (REF: CAS/HR/2010/007)

Grade: Professional Category (P1) Reports to: Senior Accountant Duty Station: CASSOA Headquarters Entebbe, Uganda covering the EAC Partner States of Burundi, Kenya, Rwanda, Uganda and Tanzania

Main purpose of the job: To provide technical support in the design, facilitation, and implementation of effective and efficient financial management systems and working capital management for sound decision making, in accordance with the relevant financial rules and regulations.

Duties and Responsibilities: 1. Develop financial policies, strategies and regulations for the Agency. 2. Prepare annual budgets and financial reports/statements in liaison with the technical coordinator for presentation to the Board and Council for approval. 3. Prepare accounting reports for the Board and Sectoral Council. 4. Develop and implement strong internal control systems, timely financial reports, budget and accountabilities. 5. Prepare monthly cost comparison reports for budgetary control and account for the Agency’s expenditure and its disbursement against budget codes and relevant budget heads. 6. Prepare books of accounts for timely annual audit by the Audit Commission. 7. Manage credit levels for various debtors and creditors. 8. Maintain ledgers, Asset Register and depreciation schedules. 9. Design and facilitate implementation of payroll system in liaison with the Office Management Assistant. 10. Co-ordinate internal/external audit activities. 11. Perform any other related duties as may be assigned from time.

Qualification and Experience: Bachelor’s Degree in Accounting or Finance with a minimum of 5 years relevant experience. Must hold Professional qualifications in CPA (K), CPA (T), CPA (U), ACCA, CIMA, CA, or equivalent qualifications accepted in the EAC States.

1 Skills and Competences: Proven Integrity; Excellent communication and interpersonal skills; Self motivated with ability to work with minimum supervision; Proficiency in computer-based accounting and general office IT applications.

TERMS AND CONDITIONS OF SERVICE:

This is an established position within the CASSOA structure which has tenable a contract term of five (5) years renewable upon satisfactory performance.
