    CASE STUDY The Case Study of the Ron Tonkin Field/ Hillsboro Hops Public-Private Partnership The Hillsboro City Council set out to expand the Gordon Faber Recreation Complex and bring professional baseball to town as a means of enhancing residents’ quality of life. In doing so, the Council had several goals, including: 1. To create a facility that could be used year-round for youth sports, adult sports, special and community events. 2. To continue to support fields for public use, particularly to support athletic programs of the Hillsboro School District, as well as regional and state university athletic programs. 3. To support local youth with the creation of new jobs. 4. To support economic development in Hillsboro and help local businesses by increasing tourism spending and related entertainment spending. 5. To build regional and national awareness of Hillsboro as a means of highlighting our exceptional community. After a significant investment of time to gather and evaluate all available information in order to reach the best informed decision, the Hillsboro City Council authorized a public-private partnership with Short Season, LLC, owners of the soon-to-be named Hillsboro Hops. The agreement called for Short Season, LLC to relocate the team from Yakima and begin play in Hillsboro in June 2013 at the Gordon Faber Recreation Complex. In the Hops’ first three years playing at Hillsboro Ballpark/Ron Tonkin Field (renamed in 2014), the team sold more than 430,000 tickets. In addition to hosting the only professional baseball team in the Portland metro area, Ron Tonkin Field continues to play host to high school football, soccer, baseball, and charity fundraising events.

The Diamondbacks provide players and coaches to the team, as well as a stadium for the baseball prospects to play their games. The team is considered a Short Season Single A baseball club that features predominately first year players (About the Hillsboro Hops, n.d.). The team was previously based in Yakima, Washington and just recently relocated to Hillsboro, Oregon in 2013. Upon moving to Hillsboro, the team acquired new ownership, new facilities and a new name. The previously named Yakima Bears became the Hillsboro Hops. Ron Tonkin Field, which has the ability to host 4,500 people at capacity, was built for the Hops and is used for youth soccer and lacrosse in the off-season (Gordon Faber Recreation Complex, n.d.). The Hops are a part of the Northwest Conference, in which it plays other short season teams in the Pacific Northwest. Although supported by the Diamondbacks, the Hops are a privately and locally owned business. Short Season LLC owns the Hillsboro Hops Professional Baseball team. There are 30 investors that are a part of the ownership group. President Mike McMurray and his wife, Vice President and CFO, Laura McMurray, live in Hillsboro. The McMurray’s are highly involved in the daily operations of the team (About the Hillsboro Hops, n.d.). The organization’s mission statement is “to provide a memorable first-class experience so that we can enrich the lives of our fans, staff, players and community” (About the Hillsboro Hops, n.d.).

As we prepare for the 2020 season, we have many accomplishments from last season to celebrate. None of our efforts would be possible without the great work of our teams, continued dedication from staff at the national office and the support of our millions of fans nationwide. For a fifth straight year, all 160 clubs reported their charitable giving and contributions, allowing us to accurately assess our collective efforts. It gives me great pleasure to say that in 2019, MiLB Charities donated nearly $50 million in cash and gifts in kind from our teams, leagues and partners — once again setting a new record-high total. In addition, MiLB and its teams nearly doubled our volunteer efforts from 2018, giving more than 26,000 hours in service of our communities. Balloting was done by the National Collegiate Baseball Writers Association in conjunction with the Dick Howser Trophy Committee and the St. Petersburg Area Chamber of Commerce. The award, given to the top player in collegiate baseball, is based on two rounds of national voting. This is the 34th year of the Dick Howser Trophy. The finalists will be announced on Thursday, June 10. Due to COVID-19 protocols at TD Ameritrade Stadium in downtown Omaha, the home of the College World Series for the ninth year, the announcement of this year’s winner will be done via Zoom. The winner will be unveiled on MLB Network and then, a press conference with the winner will be held after the announcement is made. The date and time for the announcement will be released in the near future. This year’s candidates hail from 13 different conferences and 33 different schools. The Southeastern Conference leads the way with 14 semifinalists, followed by the Big-12 with six, Atlantic Coast with four, American Athletic, Conference USA and Pac-12 with three, Atlantic 10 and Sun Belt with two and Mid-Eastern Athletic, Missouri Valley, Mountain West, Ohio Valley and Southwestern Athletic Conferences each with one representative.
