A. Affected Population (Details on Tab A)

1. The total of areas and population affected is the same as in previous report: 34,626 families / 161,020 persons, 406 barangays, 52 municipalities, 6 cities, 11 provinces and 4 regions.

Per initial validation by BFAR I, damages to the fisheries sector in Pangasinan amounted to PhP490,305,230. Hence, damage to agriculture in Region I significantly decreased.

D. Status of Lifelines

1. Roads and Bridges Condition a) Region I • Heavy traffic along the National Road from Alaminos to due to road obstructions. • Quirino-San Emilio Road () passable to light vehicles and medium

b) Region II • All major roads and bridges along Maharlika Highway from Aparri, Cagayan to Sta Fe, Nueva Vizcaya are all passable except the following overflow bridges in Isabela Province: • Alicaocao Overflow Bridge in Cauayan City; Cansan –Bagutari Overflow Bridge; Banquero-Turod Bridge in Reina Mercedes; Sta Maria-Cabagan Bridge in Sta Maria; Cabagan-Sto Tomas Bridge in Cabagan; and Dioton Bridge (eroded approach) in San Guillermo

c) Region III

Pampanga • Roads that are not passable to light vehicles and hardly passable to heavy vehicles are the following: Candaba-San Miguel Roads (Km 74+000 – Km 78+600 at Brgy Paralaya; Mangumbal, Candaba – 4.6 kms; and Candaba-Sta. Ana Road at Km 63+300 – Km 68+700 (Brgy San Agustin and Paliqui) • The 4.5 meter length dike in Brgy Del Pilar, San Fernando City totally collapsed

d) CAR

Abra -Abra-Cervantes Road (Baay Bridge) – closed to traffic due to damaged 2 span; only motorcycles and tricycles are allowed to pass Kalinga - Mt. Province-Calanan-Pinukpuk-Abbut Road at Km 482+000, Km 483+300 Banat-Gonogon Section – closed to traffic Mt. Province - Baguio-Bontoc Road – close-open situation due to landslide; Mt. Province-Cagayan via Tabuk-Enrile Road (Gawa Section) – close-open situation due to unstable slope and recurring landslide; Junction Talubin-Partig-Pacelis Callacad – close due to on-going clearing operation; Mt. Province-Nueva Vizcaya Road, Km 384+900 (Suguit Section) – close due to landslide Ifugao - Banaue-Hungduan-Benguet Boundary Road (Bokiawan Section) – close due to landslide, on-going clearing operation; Kiangan-Lamut Road – close due to landslide; and Lamut-Bagabag Road – closed due to damaged Lanug Bridge Nueva Vizcaya - Nueva Vizcaya-Ifugao-Mt. Province Road – close due to series of landslide; on-going clearing operations

2. Power Interruption and Status of Restoration

a) Transmission Lines; Power has been fully restored in Gamu, Isabela b) Status of transmission lines power restoration in Regions I (La Union, Pangasinan), II (Isabela, Cagayan) and CAR (Apayao) as of 07:00 AM, 10 May 2009, to wit:

Region I La Union • Bauang--Rabon (Nag-Burgos) 69 kv line (KVL) (Caba, Tubao, Part of Agoo, Pugo, Part of Bauang, Rosario, Sto. Tomas) – 100% restored • Bauang-San Fernando 69 KVL (part of Bauang, San Fernando and San Juan) - 100% restored

3 • Bauang-Naguillan-Burgos 69 KVL (part of Bauang, Naguillan, Burgos, Bagulin) – 100% restored

Pangasinan • Labrador-Bani 69 KVL (Alaminos, Bani, Anda, Bolinao, Agno, , Burgos, Infanta, , Labrador and Sison) – 21.88% restored (still on going). To date, 62 out of the 123 affected structures already corrected. • Communication network (Smart & Globe) remain unstable in the following municipalities (Anda, Agno, Bani, Bolinao, Burgos, Infanta & Mabini ) Region II

Isabela • Gamu-Roxas 69 KVL (Aurora, San Manuel, Roxas, Quirino, Quezon) – 100% restored • Municipalities from Tumauini, Isabela up to Cagayan Province are still experiencing power block0out due to collapsed steel structure in Brgy Matatang, Reina Mercedes

CAR • Benguet -power has been restored in the entire province. • Apayao Kalinga – power has been restored in the entire province

II. Humanitarian Efforts

A. NDCC 1. Facilitated the release of 1,250 sacks of rice to the following LGUs: 300 MDCC 2 nd District, La Union; 500 PDCC Pangasinan; 150 MDCC Bolinao; and 300 MDCC Anda.

2. Extent of the Cost of Assistance • The estimated cost of assistance provided by NDCC, DSWD, LGUs in Regions I, II, III, and CAR is P2,342,227.75

B. National Electrification Administration (NEA) 1. Power restorations in some areas are still on going.

C. NGCP Power Lines

1. Repair works and restoration are on-going with the deployment of technical teams.

4 2. Put–up 4 pieces of steel pole as an alternative electric post while repairing the collapsed steel structure in Brgy Matatang Grande, Reina Mercedes, Isabela.

D. DSWD

Services and interventions

1. DSWD-CO activated all Disaster Management Teams (DMTs) in regional and provincial levels to provide technical assistance to the concerned local government units. 2. Pre-positioned sufficient standby funds, family food packs and stockpile of relief commodities composed of food and non food items to the field offices ready for augmentation amounting to PhP2,797,456.50 broken down as follows: stand-by funds (Php885,492.88); stockpile of relief commodities (food PhP1,053,932.92) and (non food (PhP 858,030.70); and family food packs 7,086 pieces. 3. Social Welfare and Development (SWAD) Teams in all regions affected are in close coordination with Provincial/City Social Welfare Development Offices (P/CSWDOs) to provide technical assistance on rapid assessment, report generation, management of evacuation centers, and relief distribution. 4. DSWD Region I turned over 3,500 packs of assorted relief goods to the Pangasinan PDCC for distribution to the affected municipalities (Agno, Alaminos, Anda & Bani)

E. Armed Forces of the Philippines

1. Elements of 24IB, PA with personnel from 106 PPMG, PNP conducted clearing and rescue operations in Bolinao, Pangasinan . 2. The 501 st Brigade provided engineering intervention to clear obstruction at Asupilo - Kiangan, Ifugao boundary road. 3. On 081507 May 2009, two (2) UH-1H Helicopters with CO, 502Bde and party conducted aerial survey and damage assessment in Isabela, Ifugao and Aurora Province. 4. On 081655 May 2009, Huey II Helicopter picked-up 49 persons in Brgy Santiago Mercedes and Brgy Luna, Cauayan, Isabela.

F. Department of Public Works and Highways

1. District Disaster Preparedness Teams (DPPT) conducted clearing operations and emergency repairs of damaged roads and bridges.

G. Department of Education (DepEd)

1. DepEd Engineers/Regional/Division Physical Facilities Coordinators were instructed to conduct continuous monitoring.

H Department of Health

1. Continuously validating and confirming reported deaths/ and assisting/providing health services in the evacuation center. 2. Prepositioning of supplies in Regions I, II, III and CAR since January 2009.

I. RDCC/Local DCCs

1. Region I a) OCD 1 coordinated with DPWH and 513rd Engineering Brigade of PN for the provision of manpower and heavy equipment required for the immediate restoration of power in La Union. Elements of PA106th , PMG and DPWH have started road clearing operations in Bani and Bolinao. b) PNP Aringay and Agoo conducted road clearing operations but efforts were hampered by heavy rains and strong winds. c) PDCC Pangasinan dispatched 500 packs of relief goods for Bolinao Elementary School and Community Hospital. d) The 24 th Infantry Division PA and 106 th Provincial Mobile Group, PNP conducted clearing operations in Bolinao area. e) RDCC Emergency Meeting conducted re “Effects of Typhoon Emong” and discussed response and rehabilitation activities last May 11, 2009 at Masigasig Center, Camp Florendo, Parian, San Fernando City, La Union.

2. Region II

a) OCD II alerted DPWH II, DA RFU II, PDCC Nueva Vizcaya Rescue 933, PDCC Cagayan Rescue 29, PNP PRO2 Naval Force for possible deployment. b) DPWH II and Engineering District of Nueva Vizcaya, in coordination with OCD II and PNP conducted clearing operations at the flashflood and landslide areas. c) CASAFP Heli conducted rescue operations for the 30 persons trapped at the rooftop of Brgy Santiago, Reina Mercedez.

3. Region III

a) Sta. Cruz LGU provided PhP21,912.00 worth of relief goods to the affected population in said municipality.

4. CAR

a ) PRO-COR - PNP Lagawe, Kiangan, Hingyon and Asipulo in Ifugao assisted in the SAR operations. b) RDCC CAR conducted an emergency meeting and discussed issues and concerns related to management of the effects. c ) PDCC Benguet and CDCC Baguio mobilized its engineering equipment to clear roads and fallen trees. d) PDCC Ifugao mobilized its responders to undertake SAR and retrieval operations in the affected areas and conducted damage assessment in the landslide areas. e) The Provincial Engineering personnel proceeded to Kiangan-Asipulo-Lagawe junction roads to assist SAR operations. f) The DPWH Ifugao District Office proceeded to Lamut-Banaue roads to conduct road-clearing operations. g) PAF TOG 2 Isabela provided helicopter to 502 nd Brigade to transport sniffing dogs in Lagawe to assist in locating victims in response to the request of Gov. Baguilat of PDCC Ifugao. h) The 513rd Engineering Construction Battalion of the Philippine Army dispatched its augmentation team and equipment to Hungduan-Mayoyao Road to conduct clearing operation.

III. Declaration of State of Calamity in the following areas:

The Province of Ifugao and Pangasinan 1st District municipalities (Anda, Bolinao, Alaminos City, Infanta, Mabini, Bani, Sual, Agno, Dasol and Burgos) were declared under State of Calamity to utilize portions of its 5% local Calamity Fund for the on-going relief operations.
