    EVENLEY PARISH COUNCIL Minutes of the Evenley Parish Council Annual Meeting held on Monday 20th April 2015 at 7:30pm in the Village Hall. Present: Alan Thornhill (Chair), Jean Morgan, Jackie Fox, Jill Kelly, Mike Bosher, Michael Genner, Kirsty Buttle (Clerk), County Cllr Ron Sawbridge, District Cllr John Townsend, Helen Howard (Northamptonshire Highways), Chris Wragg (Northamptonshire Highways), Kay Baul (Evenley Residents Association). Also present were 22 parishioners. 1. Apologies - Apologies were received from Keith Cousins, Kevin O’Reagan, Carrie O’Reagan. Mike Bosher will be late. 2. Minutes of previous Annual Parish Meeting held on 7th April 2014 were approved. 3. Matters arising – No matters were raised. 4. Report from Cllr Ron Sawbridge, Northamptonshire County Council - The present method of the council providing services is no longer sustainable; it can’t keep on reducing costs by improving efficiency in the way it has done over the last few years. Costs of the base budget have already been reduced by £200m and they still have to reduce by a further £148m over the next five years. A continuation of the present method of providing services would drastically reduce the quality to an unacceptable level. The council will need to become a much smaller organisation commissioning other agencies to carry out activities to help the council achieve its goals for residents. The County Council will dramatically reduce the number of employees down to around 250, commissioning services from a federation of organisations including private businesses, Social Enterprises, Mutuals, Council owned companies, and Charities. The intention will be to transfer as many existing staff as is possible to the new providers.

Main hall (14.25m x 8.75m approx.) The maximum capacity allowed is 90 people. Sufficient chairs and tables for all to be seated are included in the hire charges. Features of the hall include: A large pull down projection screen. • A table store room to the left contains 20 x 1.52m x .76m tables and 3 smaller tables - if the tables are used please clean them before stacking away neatly. • Chair store room to the right. • On the near side is a hatchway & doorway leading to the kitchen. • Other doorways are for private use. The James meeting room (4.5m x 2.8m approx.) The room can accommodate 15 persons seated around 4 Tables. One wall is coated for use as a projection screen and a projector can be hired at extra cost; please advise the booking officer if you wish to hire the projector. SPENCELEY N her pioneering analysis, 'ladustries in the Countryside', Dr Thirsk suggested that the key to the development of the rural industries which existed in England I between the opening of the fifteenth and the middle of the seventeenth centuries lay in the socio-agrarian environment which produced the requisite labour sup- plies. ~ For no matter how close the prospective entrepreneur found himself to supplies of raw materials and sources of power, or to ports and centres of compelling market demand, he could not establish a rural industry unless he could fred a labour force. Indeed, the impetus for the development of rural industry probably came from within rural society itself as local populations searched for additional sources of income to supplement meagre returns from agriculture. Yet this was no haphazard evolution. Rural industries tended to develop in a distinct region of England, in "populous communities of small farmers pursuing a pastoral economy based either upon dairying or breeding, ''~ for it was here that the demands on agricultural labour were relatively slight, probably spasmodic, and farm work and excess rural population could easily turn to industrial employment as a result. There was far less likelihood of rural industries developing in arable areas, for arable agriculture exerted heavy demands on labour supplies. In Hertfordshire, for example, a small outpost of the cloth industry had died in the sixteenth century because of a switch to arable agriculture which, in the words of local magistrates, provided "better means" of employing the poor in "picking wheat a great part of the year and straining before the plough at seedtime and other necessary occasions of husbandry."4 Subsequent investigations led Dr Thirsk to suggest that if"an industry was to flourish on a scale sutticiently large to support a specialized market of repute.., it had to be able to draw on a considerable reserve of labour.

The Consultation Process 1.1 The above consultation is basically flawed, giving rise to the belief of many Northamptonshire electors that their views are not really valued and that this consultation exercise is no more than that – an exercise, and that Mr P. Rowsell, the unelected civil servant driving this process, will do what he was going to do anyway. 1.2 The consultation is flawed for the following reasons: First, you do not point out that the failings at NCC were not the cause of it not being a unitary council. It was instead, the result of gross negligence. Had NCC been a unitary council and had the same people been running it, exactly the same thing would have happened. 1.3 Second, the seven boroughs and districts commissioned, at great expense, a report from Deloitte immediately prior to Mr Rowsell’s intervention. Why was this report and its recommendations not mentioned in the consultation document? In its conclusion, the Deloitte report includes: “If Central Government’s consideration of options for local government reorganisation is driven by the County Council crisis and conclusions made in the best value inspection report, then a two unitary model (option 3a) is likely to be preferred.
