Abstract: Communicating to Policy Makers Communication Among Scientists, Policy Makers and Citizens and Takes Place in a Rapidly Changing Context Abstract: Communicating to policy makers Communication among scientists, policy makers and citizens and takes place in a rapidly changing context. During the last decade, enduring public concern over certain science and technology issues despite significant communication efforts, growing citizen demand for involvement in such issues, multiplying examples of non experts actively contributing to shape the agenda of research in fields like biomedicine, have led to rethinking the very meaning of public communication of science in several arenas. In many countries and at the European level, funding schemes and policy documents shifted their keywords from “public awareness of science” to “citizen engagement,” from “communication” to “dialogue,” from “science and society” to “science in society.” Does the change of keywords actually reflect a change in the practice and understanding of science communication? Or it is – as some scholars have suggested - in many cases a reappearance of the traditional, deficit model in a new guise? How are these changes redefining, if ever, the role of science communication? Which theoretical model(s) can best help us interpret this changing scenario? Biography: Massimiano Bucchi (Ph.D. Social and Political Science, European University Institute, 1997) is Professor of Sociology of Science and Communication, Science and Technology at the University of Trento, Italy. He has published several books, including Science and the media (London and New York, Routledge, 1998), Science in society. An Introduction to Social Studies of Science (London and New York, Routledge, 2004), Handbook of Public Communication of Science and Technology (with B. Trench, London and New York, Routledge, 2008), Beyond Technocracy. Citizens, Politics, Technoscience (New York, Springer, 2009) and essays in international journals such as History and Philosophy of the Life Sciences, Nature, New Genetics and Society, Science and Public Understanding of Science. He has served as advisor and evaluator for several research and policy bodies, including the US National Science Foundation, the Royal Society, the European Commission and the European Food Safety Auhority. He has carried out research and given seminars at several international institutions, such as the Royal Society, London School of Economics, University of California Berkeley, Royal Academy of Sciences Sweden, Science University Tokyo, Rikken Institute, American Association for the Advancement of Science and received several recognitions for his work, including the Mullins Prize awarded by the Society for Social Studies of Science (1997) and the Merck-Serono special jury award for science books (2007). He is a member of the editorial board of the journal Public Understanding of Science and chairs the international committee organizing the 2012 World Conference on Public Communication of Science in Technology in Florence.     PCST IN ITALY Massimiano Bucchi * Despite significant peaks in the production of - and interest for - popular science in Italian history, Italy does not have a tradition of promotion of public understanding comparable to countries like Great Britain or United States. A short but intense season of flowering of popular science took place at the end of Nineteenth century, when eminent Italian scientists like Michele Lessona and Paolo Mantegazza tried to arouse public interest for science with several books and periodicals aimed at the general literate public, some of which were met by a remarkable success – Mantegazza even succeeded to launch an Italian equivalent of Nature, La Natura, albeit for a very short period. The reason for this difficulty in establishing a solid tradition can be traced back to factors like the lack of public school literacy (in 1901, almost 75% of Italians remained unable to write and read, compared to only 5% and 3% of the French and English population) and the difficulty in building a strong national scientific community open to collaboration and discussion both within itself and with the public. Awareness of the need to communicate with the public resurfaced among scientific and policy institutions only since the 1990s. In connection with similar European initiatives, a law for the promotion of scientific culture was passed in Parliament and small scale science weeks and events launched in several parts of the country. Later, the dramatic emergence of several public issues connected to science and technology (Bse, Gmos, cloning, radioactive waste disposal) enhanced the perception of natural scientists and policy makers that more should be done in terms of public engagement.

The days when modern science enjoyed a special status in Western societies are behind us. There was a time where a ‘social contract’ successfully ring-fenced the autonomy of the scientific enterprise against any social scrutiny, on the promise of scientific research being beneficial for the public good in the long run. Over the last decades this social contract has often been revisited, particularly as all public expenditure has been fiercely scrutinised.     Introduction to Public Communication of Science – Critical Concepts in Sociology Massimiano Bucchi and Brian Trench There were Roman aqueducts before there was ‘engineering’, and science was being communicated in public before there was ‘science communication’. For centuries, professional societies and academies have organised public lectures and demonstrations. There were times when science talks and public experiments were the hottest tickets in town. Popularisation, as it was called, was an integral part of the lives of leading scientists and scientific institutions. But specialisation and professionalization in science in the late 19th century progressively distanced scientists from public spaces. Popular science had to be reinvented in the inter-war years of the 20th century when progressive scientists dedicated their efforts to explaining science “for everyone”. In the years after World War II – and notably in a Cold War context – public communication and literacy in science became government policy issues. More recently, and increasingly rapidly, this explicit concern with public communication of science in policy, educational and scientific circles has spread through other social sectors and around the world. Public communication of science is a recognised policy issue and an object of study and analysis across the globe. Scientific discoveries and research findings are constituted in the act of communication, that is, in publication for the attention and critical scrutiny of peers. Professional communication takes place by long-established means through academic journals, the best-known of which have continuous histories of over 150 years. The sociological and institutional characteristics of communication of science within and between scientific communities are distinct from those of public communication of science.
