‘Deepening Reform’: The Organization and the Emerging Strategy Barry Naughton The Chinese leadership has set up an elaborate top-level apparatus to advance the reforms announced at last year’s Third Plenum. This apparatus extends down to local governments, and strongly incentivizes local governments to push forward with local reforms as well. However, these reforms are still not well defined, and specific guidance from the top level has lagged behind the creation of “reform leading groups.” The resulting pattern is one of broad movement but relatively slow delivery of actual reform measures. As proposals percolate up from below and “top- level designs” are further fleshed out, we can anticipate an additional protracted stage of bargaining, conflict, and slow consensus-building. Important reforms will emerge over the next few years, but there are also risks that irreconcilable conflicts may emerge or that botched reforms may incite a backlash. Xi Jinping has continued to push an extraordinarily broad and complex political agenda, characterized by deeply contradictory elements. On the one hand, Xi is strengthening direct Communist Party power and emphasizing top-down leadership, beginning with his own. He is tightening political repression and ideological control, and emphasizing nationalism. At the same time, Xi is driving economic reform forward and continuing a powerful and popular campaign against corruption. There is little doubt that the economic reform component of this policy offensive is significant and substantial. In this piece, I will demonstrate the gathering momentum of the reform process. With so many initiatives moving forward at once, it is difficult to discern the logic or coherence of the whole project. -

From the case of Maoming PX Incident and the case of Chai’s “Under the Dome,” it can be seen that Internet technology has both advantages of promoting the public participation in environmental management and disadvantages of the lacks of normative guidance. Government departments should not only adapt to the “Internet+” era and guide the public use of Internet technology in environment management, but also strengthen the construction of laws and regulations and the construction of institutional mechanisms to standardize concrete links of the public participation in environmental management through the Internet and finally establish a system of the public participation in environmental management in the era of “Internet+.” Keywords: “Internet+,” public participation, environmental management The public participation in environmental management refers to the social behavior that publics participate in government departments’ regulatory and decision about environment through a variety of ways and means in the form of personal status and social organization in order to safeguard their own rights and promote social welfare. In recent years, the development and application of Internet technology have had a significant impact on the concrete practice of the public participation in environmental management in China. On the one hand, Internet technology provides a new way for the public to participate in environmental management, which means they can participate more extensively and deeply in government departments’ decision-making in environmental management through the Internet. -

Congress faces important questions about what sort of relationship the United States should have with China and how the United States should respond to China’s “rise.” After more than 30 years of fast-paced economic growth, China’s economy is now the second-largest in the world after that of the United States. With economic success, China has developed significant global strategic clout. It is also engaged in an ambitious military modernization drive, including development of extended-range power projection capabilities. At home, it continues to suppress all perceived challenges to the Communist Party’s monopoly on power. In previous eras, the rise of new powers has often produced conflict. China’s new leader Xi Jinping has pressed hard for a U.S. commitment to a “new model of major country relationship” with the United States that seeks to avoid such an outcome. The Obama Administration has repeatedly assured Beijing that the United States “welcomes a strong, prosperous and successful China that plays a greater role in world affairs,” and that the United States does not seek to prevent China’s re-emergence as a great power. -

Mizuho Economic Outlook & Analysis October 1, 2020 The Chinese economy continuing its moderate recovery The focus is on expanding domestic demand and enhancing innovation capability < Summary > ◆ The Chinese economy is recovering rapidly from the downturn because of the spread of COVID-19 infections. Behind the quick recovery are (a) an early containment of the spread of infections, (b) a rise in special demand for medical supplies and communication equipment, and (c) policy support such as infrastructure investment. ◆ Going forward, while special demand and the temporary policy effects will gradually diminish, the Chinese economy is expected to continue a moderate recovery with the support of infrastructure investment. However, there exist downside risks due to a resurgence of COVID-19 infections and a deterioration of the employment environment. ◆ With short-term economic stability on the horizon, the Chinese government has stepped up its efforts to address medium and long-term problems. In the wake of rising uncertainties in the external environment, expanding domestic demand and improving innovation capabilities have become important policy challenges. EXECUTIVE SUMMARY President Donald Trump, who once called climate change a Chinese hoax, has committed to withdrawing from the UN Paris Agreement on Climate.1 Meanwhile, Chinese President Xi Jinping has doubled down on his support for the UN climate accord and the low-carbon energy transition of his country. With the United States in retreat and Europe divided, can China now take the lead? This Analysis argues it is unlikely China will assume an international leadership position on climate, at least in Xi Jinping’s new term of office.
