PREFACE

I am happy to inform that this is the 3rd road accident analysis of this year 2020 (Upto September 2020) in Tamil Nadu. This analysis report contains the target fixed for total accidents and accident deaths to be reduced during this year. During the year 2020 (upto Sep) The fatalities have to be controlled in Districts viz., Chennai city, Salem, , Pudukottai, Tirunelvlei, Kanniyakumari, and and the total accidents have to be controlled in Perambalur, , Tiruchirapalli and Districts as against the target fixed. Suggestions and recommendations are welcome for the improvement of Road Accident analysis.

1. Introduction

Road accidents are one of the significant causes of diability, injury and death in the world. The trauma caused by road accidents is unimaginable, physical, mental, financial and many time irrevocable. It is possible to reduce road accident rate and severity by adopting and enforcing proper safety measures. Road safety is a major public health concern. Due to the lockdown against the prevention and spread of COVID-19 and strict implementation of raod safety measures reduces road accident injuries and fatalities. The accident data for the month

September 2020 is analysed in this report.

The top 10 districts in total accidents are Chennai City, Coimbatore, Tiruppur, Cuddalore, Salem, Madurai, Villupuram, Erode, Tiruchirapalli and Dindigul.

The top 10 districts in total deaths are Chennai City, Coimbatore, Salem, Cuddalore,

Tiruchirapalli, Tiruppur, Madurai, Karur, Villupuram and Namakkal during the month of

Sep 2020. In four districts, Ranipet, Tenkasi, Vellore and The Nilgiris less than 10 fatalities were occurred during the month of September 2020. The average fatalities of the State is 23 during the month of Sep 2020.

During the month of September 2020, there are no persons grievously injured in thirteen districts viz., Ariyalur, Dindigul, , Kancheepuram, Perambalur, Pudukottai, Ramanathapuram, Ranipet, Sivagangai, Tenkasi, The Nilgiris, Theni, Thiruvallur, Tiruvannamalai and Villupuram. 97 persons were grieviouly injured from Chennai city.

Only one person got grievously injured in four districts namely Karur, Thirupathur.Tiruppur and Vellore.

The top 10 districts the number of persons minor injured are Tiruppur, Chennai city, Erode, Salem, Madurai, Villupuram, Tiruchirapalli, Cuddalore, Dindigul and Pudukottai.

During the month of Sep 2020, both the total accidents and fatalities have been increased in nine districts Perambalur, Ramanathapuram,Tiruchirappli, Ariyalur, Thiruvallur,Thoothukudi, Sivagangai, Pudukottai and Karur when compared to September 2019.

The fatalities have been increased in eight districts inspite of total accidents are in decreasing trend i.e. Coimbatore, Madurai, Cuddalore, Tiruvannamalai, Nagapattinam, Tiruvaruru, Thanajvaur and Erode Districts when compared to previous year Sep 2019. Eventhough the fatalities are in decreasing trend, the total accidents have been increased in Virudhunagar, Krishnagiri, Dharmapuri, Salem and Dindigul when compared to previous year Sep 2019. The Chenglepet, Kallakurichi, Ranipet,Tenkasi and Tirupathur are newly formed districts.

Total accidents upto Sep 2020 are in increasing trend in Perambalur District when compared to previous year upto Sep 2019. In Erode, The Nilgiris, Thanjvaur and Thiruvarur Districts the total fatalities are in increasing tend inspite of total accidents are in decreasing trend when compared to previous year upto September 2019. In the remaining districts, the decrease in both total accidents and total deaths upto Sep 2020 which is due to the lockdown against the prevention and spread of COVID-19. The Chenglepet, Kallakurichi, Ranipet,Tenkasi and Tirupathur are newly formed districts.

Significantly, the number of persons killed in road accidents during Sep 2020 are increased by 0.94 per cent comparing to the previous year. During this year 2020 (upto Sep ) 13099 accidents were reduced when compared to previous year ( upto Sep 2019). Similarly, 2757 fatalities were reduced when compared to previous year upto Sep 2019. During the month Sep 2020, 858 persons killed out of 805 fatal accidents. More than one person died in some accidents.

44% Percent of the Death in two wheelers were occurred due to non wearing of helmets. When compared to previous year 2019 (upto Sep) death caused due to non wearing of helmet was 1591, which has been decreased by (-)43.74%.

The highest death due to non wearing of helmet was happened at (55) followed by Coimbatore (54) and Thanjavur (53).

This decrease is due to the lockdown from 25th March 2020 against the prevention and spread of COVID-19, the buses were not operated . Total accidents by three wheelers reduced by (-)44.67% when comparing to the previous year upto Sep 2019. Total accidents by two wheelers have been decreased by (-) 21.09% and by other vehicles by (-)27.71%. During Sep 2020 From the above table it reveals that the most number of accidents occurs in National Highways (33.97%) followed by State Highways (33.58%) , other district roads 21.15% and other village roads 11.30%.

A total of 31098 road accidents have been reported by the State in the calendar year 2020(upto Sep), claiming 5493 lives and causing injuries to 34691 persons. The Accidental death has reduced around (-)33.42 percent during the year 2020 (upto Sep) and total accidents have been decreased by (-)29.64 comparing the previous year 2019 (upto Sep).

19. Highlights

o In Tamil Nadu , around 156 accidents and 28 fatalities were occurred every day during 2019 which has been reduced to 113 accidents (approximately) and 20 fatalities (approx.) were occurred every day during 2020 (upto Sep 2020) o The maximum accidents and fatalities are caused by the two wheelers .44 per cent Percent of the Death in two wheelers were occurred due to non wearing of helmets.  During Sep 2020 the most number of accidents occurs in National Highways (33.97%) followed by State Highways (33.58%) , other district roads 21.15% and other village roads 11.30%.

20. Conclusion

The Sustainable Development Goal on Road Safety 2030 Agenda includes a set of 17 Sustainable Development Goals (SDGs), 169 Targets and 300 and more Indicators. This department makes effort to achieve the Target 3.6 under SDGs aims halves the number of deaths and injuries from road traffic accidents. The Sustainable Development Goal on Road Safety for the year 2020 is to reduce the death to 8616 and total accidents to 48640. The Stake Holder departments Transport, Police, Highways, Health and Education of the State are taking necessary actions along with District Collectors to achieve the Goal. Both the total accidents and total fatalities have been reduced by (-) 29.64 percent and (-)33.42 per cent respectively when compared to previous year upto Sep 2019.
