25Th February 2021 at 7.30 P.M CYNGOR CYMUNED LLANDYSILIO COMMUNITY COUNCIL www.llandysilio-council.org.uk Minutes of a remote meeting (using the zoom platform) held on Thursday 25th February 2021 at 7.30 p.m. Present; - Chairman Cllr W J Lee, Councillors C M Jenner, Frances Buckingham, D M Foulkes, D M E Lloyd, S R Page, D C Harris & E A Jones plus 7 members of the public. Apologies: 2021/76 Councillors D K Evans and N H Savage. Chairman welcomed Councillor Mike Lloyd onto the Community Council and also the members of the public who were invited to speak but had no comments at this stage of the meeting. 2021/77 Minutes of the last meeting held on Thursday 28th January 2021 had been circulated and were confirmed. 2021/78 Matters arising from meeting of 28th January 2021 2021/79 (2021/3) Four Crosses Football Club had now provided a spreadsheet re; replacing fence around Football Field which will be circulated for a decision at the next meeting. 2021/80 (2021/4) Cllr C M Jenner declared an interest and withdrew into the waiting room. Planning Officer has now been allocated re: request for Enforcement at Hydris Leigh in relation to the erection & relocation of a fence over 1m in height – Clerk has resent photographs and background information. 2021/81 (2021/9) Cllr W J Lee had met with P.I.D.B re: culvert at Maes Offa – they have recommended to add a non- return flap onto the culvert and will send in a report to gain the necessary consent.- Clerk to request copy of the Report 2021/82 (2021/10) Update re: Severn Valley Water Management Scheme – several Councillors had also joined the Kinnerley Parish Council Meeting on Thursday 11th Feb when Mark Barrow gave an update. This meeting had included a presentation on the history of the dams and flooding in the area which was very informative. 2021/83 (2021/12) Update received from Planning Officer re; importation of soil at Gwernybeilliad which had been circulated to Councillors. Planning Officer had concluded that no breach had taken place and Agents, Balfours, have confirmed that no more material will be imported. Councillors were very disappointed that Powys County Council and NRW had not acted sooner when more evidence was apparent. 2021/84 (2021/35) Powys County Council have confirmed that the raising of the level of the lane leading to the pumps by The Sychpwll would be the responsibility of NRW – Clerk written to Nick Thompson to request that access is maintained throughout any flooding 2021/85 (2021/47) Highways Dept Powys County Council have confirmed that weight limit on the Bridge at Newbridge will be increased to 18 tons for the 6 weeks that the B4393 is closed. There was concern that there was not enough adequate signage to notify vehicles coming from Llansantffraid that bridge is closed – Highways have confirmed they will check signage. 2021/86 (2021/74) Cllr S R Page explained the Severn Trent activity/problem at Canal Road to say that surface water entering the vacuum system is a major problem. Infiltration surveys are being carried out over the next weeks with the possibility of remote monitoring on each of the chambers. He will update again end of April. 2021/87 (2021/75) County Cllr Arwel has had a reply from the Welsh Office re; proposed Pant/Llanymynech Bypass to say that options will be considered over the Summer with a detailed report in the Autumn. 2021/88 (2021/61) Clerk to remind North & Mid wales Trunk Road Agency as no work has been carried out as yet on the Attenuation Ponds – this would be an ideal opportunity as minimal traffic on Canal Road. Sports & Recreation 2021/89 (2021/15) Many thanks to Chairman Cllr W J Lee who has replaced the arm of the seat by the Football Stand 2021/90 (2021/17) Chairman managed to recycle the tyres – 2 to Pant School and 1 to a home in Llanymynech for a flower planter 2021/91 Thanks were given to Cllr S R Page who had completed the Maintenance Report for the Sports & Recreation Field for February – Cllr D C Harris offered to do it for March. 2021/92 Risk Assessment and Insurance received from Mr A Ellis – to follow from Mr M Pritchard. Re; Grasscutting & spraying 2021 Planning 2021/93 (2021/23) Still waiting for details of the Road Safety Audit Stage and the formation of the Management Company. Revised site plan re: 20/1340/FUL Installation of 4 underground L.P.G.Tanks 2021/94 (2021/24) More information supplied re: 21/0002/DEE – Deed of Variation request to section 106 agreement at land adj Foxen Manor with details of proposed pricing – copy had been circulated. 2021/95 (2021/25) Letter from NRW added to consultees comments on website re:20/1873/FUL the erection of 5 pods at Westlake 2021/96 (2021/30) More information received from Planning Department re; 20/0108/VAR Application to vary/modify Section 106 legal agreement attached to planning permission M2207 0873 – affordable occupancy restriction at 10 Hafod Cottages, Parc Hafod which had been circulated to Councillors. There were no objections. 2021/97 Pre-application consultation received from Roger Parry – Erection of electric vehicle service area to include cafe and shop along with parking and associated works at land adj Greenfield Farm, Four Crosses – Cllr E A Jones declared an interest and withdrew into the waiting room. Chairman explained that the Community Council supported all local businesses and were keen to hear the views of residents/businesses in the area. Councillors felt that any future planning application should involve the whole site not just one aspect to begin with and that more information was needed on the number of electric charging points, the infrastructure needed to support this, details of how this would affect the Public Footpath, Business Justification details as on a greenfield site outside the Local development Boundary, surface water drainage & SUDS assessment, Traffic assessment & management, noise assessment and landscaping & artificial light assessment. Chairman invited members of the Public to raise their concerns and it was noted that advice given to local Petrol Stations is to wait as the technology is moving at such a pace and it may be that other ‘green’ alternatives such as hydrogen may become available. Both local Service Stations are looking at adding Electric charging points. They also queried what the benefit would be for local people as most residences have their own drive and could charge a vehicle overnight. It was also noted that an Electric Charging Point has been installed at Tuffins, Welshpool. Richard Corbett from Roger Parry confirmed that this is a pre-application consultation, that they are interested in hearing local views and that details of where to respond with any comments is on their website. Correspondence 2021/98 Electoral reform Newsletter received with confirmation that they are hoping to proceed with the Election of Senedd members and also Police & Crime Commissioner on Thurs 6th May 2021. 2021/99 The National Library of Wales has asked permission to provide public access to archived copies of the website which is collected once a year – permission granted. 2021/100 Donation request from Llandysilio Church towards maintenance of Cemetery and Old School House. Cllr D M E Lloyd declared an interest and withdrew into the waiting room. It was proposed by Cllr Frances Buckingham and seconded by Cllr DM Foulkes that a Grant of £800 be given to Llandysilio Church for the maintenance of the Cemetery and £500 for the running costs of Old School House. 2021/101 Notification from Powys County Council that registration for the 2021 garden waste collection is now open - £37 fortnightly collections between 1st March and 3rd Dec. There is a delay in issuing the stickers but County Cllr Arwel confirmed that the bins can be left out for collection. 2021/102 Dog Theft Awareness Poster received from Dyfed-Powys Police – will be put up in Notice Boards. 2021/103 Update from Sam Davis Photographer to say that he is hoping to start his portrait of Four Crosses later in the year. Accounts 2021/104 Bank Accounts at 25th February 2021;- Current Account £ 406.24 Sports & Recreation Acc £ 7554.56 Deposit Account £31099.93 Parc Hafod £29538.36 Copies of Bank Statements had been sent to Chairman to verify 2021/105 Permission granted to pay;- i) Mrs C E Davies replacement battery/pads in Defibrillator at Clubhouse, Foxen Manor £150.00 under s19 (3) L.G (misc purposes) Act 1976 ii) Llandysilio Church £800.00 under L.G.A 1972 s214 (6) iii) Old School House £500.00 under s 19 (3) L.G (Misc purposes) Act 1976 2021/106 Budget at 25th February 2021 was discussed and agreed. 2021/107 Changes to HSBC Banking received as a result of Brexit wef the 17th May 2021 were noted. Complaints 2021/108 Clerk to ask contractors working for Scottish Power to reinstate the grass verge on Clafton Bridge. 2021/109 Give Way markings have been renewed at the entrance to Carnbwll/Rhandregwynwen. 2021/110 Highways Dept have now cleared the debris from the pavement by Tangles 2021/111 Complaint received of broken drain and blocked pavement on the pavement leading to The Fields – forwarded to Highways Dept. 2021/112 Repairs now completed to BT cabling on A483 verge opposite Ty Coch 2021/113 Waiting for reply from North & Mid Wales Trunk Road Agency for better flood signage/barrier – Clerk reminded and invited him to join the meeting. 2021/114 Update from County Cllr Arwel on re-surfacing of B4393 from Courthouse Lane to Vrynwy Caravans.- Highways Dept have confirmed that this will be included for consideration in the Capital Budget for the next year which will be finalized in April.

Based on limited dating evidence, and the data from earlier excavations, the majority of the barrows are thought to be constructed in the Bronze Age.

    FINAL PROPOSALS Community No. M19 - LLANDRINIO Introduction 1. The community of Llandrinio lies in the northeastern corner of Montgomeryshire, in a landscape that is defined by the confluence and flood plains of the rivers Efyrnwy and Severn. Settlement in this community is defined by the routes that lead eastwards, out of the county, with most settlement and considerable new development following the course of the B4392 through the large village of Arddleen, along the A483(T) and the B4393, through the community's other large village of Llandrinio. Away from these large villages, further settlement is found in the small village of Sarnau and in the rural settlements of Burgedin, Deuddwr, Penrhos and Rhos Common. Both Arddleen and Llandrinio have seen a significant amount of development in recent years, and each large village has a good range of community services and facilities. Many of the communty’s boundaries follow watercourses: the river Severn in the south-east; and the river Vyrnwy and its tributary the Sarn Wen brook in the north, and the Montgomery canal in the west. The key settlement of Four Crosses in the neighbouring community of Llandysilio abuts the community boundary at the Sarn Wen brook, and is separated by that brook from the continuation of settlement that leads through the rural settlement of Rhos Common into the large village of Llandrinio. 2. The community has a population of 1,137, an electorate of 1,115 (2005) and a council of 11 members. The community is warded: Arddleen with 652 electors and six councillors; Llandrinio with 463 and five.

    Powys County Council issued the following Press Release today (22 September 2020). Ambitious education plans to be considered Ambitious plans to transform education in Powys, providing learners with the world-class facilities they deserve, will be considered by Cabinet next week, the county council has confirmed. Following extensive engagement with key stakeholders including headteachers, school staff, governors, parents and learners last winter, Powys County Council is committed to bringing forward plans to deliver an improved learner offer for children and young people by delivering its Strategy for Transforming Education in Powys, which was approved in April. The four strategic aims of the strategy are – To improve learner entitlement and experience; To improve learner entitlement and experience for post-16 learners; To improve access to Welsh-medium provision across all key stages; and To improve provision for learners with special education needs / additional learning needs. To deliver these aims will require significant investment in the education infrastructure in Powys. On Tuesday, September 29, Cabinet will consider five reports which could see a potential investment of over £170m, resulting in brand new school facilities across the county as well as a proposal to consult on establishing a new all-age school. However, several small schools could close as part of the transforming education work. Cabinet will be considering the following plans: A new all-age community campus for Ysgol Bro Hyddgen Investment into Ysgol Calon Cymru for a new English-medium campus for pupils aged 11-18 in Llandrindod Well and a new/remodelled all-age Welsh medium campus in Builth Wells A major reorganisation of schools in the Llanfyllin catchment which could see the construction of a new all-age community campus for Ysgol Llanfyllin, a new area primary school to replace Llandysilio and Carreghofa primary schools which could also include schools from the Welshpool catchment area.

Apologies: Cllrs C M Jenner & S R Page 2018/332 Members of the public were welcomed by the Chairman. 2018/333 The members of the public had received a copy of the speed data collected from the traffic counters down Domgay Lane and a copy of the response from the Highways Dept. They felt that vehicles had deliberately gone slow over the speed strip and that Highways should take into account the details as submitted by Roger Parry in the application submitted for the Poultry Sheds which showed that there would be an increase in traffic. He also felt that the standards Committee should look into why money was spent on resurfacing the lane to Carnbwl rather than being spent on adding a footpath. County Cllr E A Jones had received a copy of the Data when it was last recorded in December 2010 and the results in 2018 showed an increase in volume of over 400 vehicle movements and an increase in both the average speed and in those travelling over 60 mph. The Chairman confirmed that the Community Council would highlight these increases to Powys County Council to try and increase safety for all users of Domgay Lane.

Site Location and Description The site is approximately 2.66Ha in size and is located adjacent to the south eastern edge of the development boundary of Four Crosses (Llandysilio), although it falls within the Community Council area of Llandrinio. The site itself is currently agricultural land. It is relatively flat, with a slight fall from east to west. The Sarn-wen Brook runs along the western and northern boundary of the site and beyond this lies existing residential development and a football field to the north. On the southern edge of the site is the B4393, beyond which lie a sewerage works and further residential properties. To the east of the site is agricultural land. The application is an outline application for the development of up to 49 new dwellings. The development would also include the provision of a new mini roundabout to provide access off the B4393 as well as new adoptable roads within the site.
