A MARDI GRAS HISTORY Back in the early 1930's, United States Senator Joseph KING'S CAKE Eugene Ransdell invited a few fellow Louisianians to his Washington home for a get together. Out of this meeting grew 2 pounds cake flour 6 or roore eggs the Louisiana State Society and, in turn, the first Mardi Gras l cup sugar 1/4 cup warm mi lk Ball. The king of the first ball was the Honorable F. Edward 1/2 oz. yeast l/2oz. salt Hebert. The late Hale Boggs was king of the second ball . l pound butter Candies to decorate The Washington Mardi Gras Ball, of course, has its origins in the Nardi Gras celebration in New Orleans, which in turn dates Put I 1/2 pounds flour in mixing bowl. -

Linear feet of shelf space occupied: 114 Approximate number of pages: 222,000 Approximate number of items: 100,000 An instrument of gift for these papers was signed by Mr. Brownell in June 1988. Literary rights in the unpublished writings of Mr. Brownell in this collection and in all other collections of papers received by the United States have been donated to the public. Under terms of the instrument of gift the following classes of documents are withheld from research use: 1. Papers which constitute an invasion of personal privacy or a libel of a living person. 2. Papers which are required to be kept secret in the interest of national defense or foreign policy and are properly classified. SCOPE AND CONTENT NOTE Herbert Brownell, lawyer, politician, and Attorney General of the United States, was born in Nebraska in 1904 of New England ancestry. His father, Herbert Brownell Sr., was a college professor who taught science education at the University of Nebraska for many years. His older brother Samuel also became a teacher and served as Commissioner of Education during the Eisenhower administration. Their mother, May Miller Brownell, was the daughter of a minister in upstate New York. Her uncle William Miller served as Attorney General during the Benjamin Harrison administration. After majoring in journalism at the University of Nebraska Brownell received a scholarship to Yale Law School. -

The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program. -

Robert McClure Interview on Helen S. Meyner John Kincaid (JK): Good afternoon. We’re at the Meyner Center with Robert McClure, who worked with Helen Meyner. It is Friday, September 28, 2018, at five after two in the afternoon. Also present is Diane Shaw, who is director of special collections at the library of Lafayette College. Edwin C. Landis, former law partner and friend of Robert Meyner, is here too. I’m John Kincaid, the Meyner Professor and director of the Meyner Center for the Study of State and Local Government. And so Bob, maybe you could begin by just giving us a brief bio so we can situate your work with Helen within the context of your life. Robert McClure (RM): Fair enough. I graduated from Lafayette in May of 1974. My first job out of college was as a cab driver over in Phillipsburg, where my parents lived. Within a week, I, through a family connection and some serendipity, had an interview with Governor Bob Meyner in his Phillipsburg office. Governor Meyner kept Friday morning hours in Phillipsburg even though his main law office with Mr. Landis was in Newark. He would also not only keep law hours but he was on the board of the Phillipsburg National Bank, and they would have board meetings then. So, I go down and I’m interviewed by Governor Bob and, lo and behold, I am hired. RM: I then spent a good portion of the next four-and-a-half years working for Helen. I became the coordinator of the Helen Meyner 1974 congressional campaign for Warren and Sussex counties. -

TML’s Hometown Connection will provide many resources to help city officials stay up-to-date on leg- islative activities, as well as offer more opportunities for the League’s members to become more involved in issues affecting municipalities Among the many resources at their disposal are: • Legislative Bulletins • Action Alerts • Special Committee Lists Photo by Victoria South • TML Web Site and the Home- town Connection Ceremony marks Governor Bredesen’s second term • District Directors’ Program With First Lady Andrea Conte by his side, Gov. Phil Bredesen took the oath of office for his second term as the 48th Govornor of Tennessee • Hometown Champions before members of the Tennessee General Assembly, justices of the Tennessee Supreme Court, cabinet staff, friends, family and close to 3,000 • Hometown Heroes Tennesseans. The inauguration ceremony took place on War Memorial Plaza in front of the Tennessee State Capitol. After being sworn in, • Legislative Contact Forms Bredesen delivered an uplifting 12-minute address focusing on education in Tennessee as his number one priority along with strengthening • Access to Legislators’ voting Tennessee’s families. Bredesen praised Conte as an “amazing” first lady highlighting her efforts to help abused children by treking 600 miles record on key municipal issues across Tennessee and thanked her for “32 years of love and friendship.” Entertaining performances included the Tennessee National Guard • Tennessee Town and City Band and the Tennessee School for the Blind’s choral ensemble. -

Speaker Biographies Bench Bar Program Judge Ken Starr Is best known as the independent counsel who headed the investigation that led to the impeachment of U.S. President Bill Clinton. In 1994 Starr was named the independent counsel to lead the investigation into the so-called Whitewater affair, which involved a land deal in Arkansas during the time Clinton was that state’s governor. As a result of the investigation, 11 people—including Clinton associates James and Susan McDougal — were convicted of crimes. He subsequently was directed to investigate what came to be known as Travelgate, involving the firing of longtime White House workers, and Filegate, pertaining to FBI files on Republicans that were found in the White House. In 1998, however, allegations of an affair between Clinton and White House intern Monica Lewinsky became the focus of Starr’s attention. Based on Starr’s findings, the House of Representatives voted to impeach the president in December 1998. The Senate acquitted Clinton the following year. Chief Justice Jeff Bivins Took office as a member of the Tennessee Supreme Court in 2014. He was appointed to this position by Gov. Bill Haslam. He was elected to the remainder of the full term in August 2016. Effective Sept. 1, 2016, his colleagues elected him to the position of Chief Justice. Prior to his appointment to the Tennessee Supreme Court, Justice Bivins was a judge on the Tennessee Court of Criminal Appeals. He is a graduate of Vanderbilt University School of Law. He received a bachelor’s degree, magna cum laude from East Tennessee State University, with a major in political science and a minor in criminal justice. -

How "Sex" Got Into Title VII: Persistent Opportunism as a Maker of Public Policy Jo Freeman* The Civil Rights Act of 1964 was a milestone of federal legis- lation. Like much major legislation, it had "incubated" for decades but was birthed in turmoil. On June 19, 1963, after the civil rights movement of the fifties and early sixties had focused national at- tention on racial injustice, President John F. Kennedy sent a draft omnibus civil rights bill to the Congress.' On February 8, 1964, while the bill was being debated on the House floor, Rep. Howard W. Smith of Virginia, Chairman of the Rules Committee and staunch opponent of all civil rights legislation, rose up and offered a one-word amendment to Title VII, which prohibited employment discrimination. He proposed to add "sex" to the bill in order "to prevent discrimination against another minority group, the women . "2 This stimulated several hours of humorous debate, later en- shrined as "Ladies Day in the House," 3 before the amendment was passed by a teller vote of 168 to 133. -
