    Organizational Forms in Professional Cycling – Efficiency Issues of the UCI Pro Tour Luca Rebeggiani§ * Davide Tondani DISCUSSION PAPER NO. 345 First Version: August 2006 This Version: July 2007 ISSN: 0949–9962 ABSTRACT: This paper gives a first economic approach to pro cycling and analyses the changes induced by the newly introduced UCI Pro Tour on the racing teams’ behaviour. We develop an oligopolistic model starting from the well known Cournot framework to analyse if the actual setting of the UCI Pro Tour leads to a partially unmeant behaviour of the racing teams. In particular, we show that the blamed regional concentration of their race participation depends on a lack of incentives stemming from the licence assignation procedure. Our theo- retical results are supported by empirical data concerning the performance of the racing teams in 2005 and 2006. As a recommendation for future improvements, we derive from the model the need for a relegation system for racing teams. ZUSAMMENFASSUNG: Der Aufsatz stellt die erste ökonomische Analyse des professionellen Radsports dar. Er analysiert insbesondere die Anreizwirkungen der neuen UCI Pro Tour auf Teams und Fahrer. Ausgehend von dem bekannten Cournot-Ansatz entwickeln wir ein einfaches Oligopol-Modell, um zu untersuchen, ob die der- zeitige Pro Tour-Organisation zu einem unerwünschten Verhalten der Teilnehmer führt.     SPORTING LEGENDS: AXEL MERCKX SPORT: CYCLING COMPETITIVE ERA: 1993 - 2007 Axel Merckx (born August 8, 1972 in Uccle, Belgium), the son of the legendary Eddy Merckx, was a professional road bicycle racer since November 1993. In 1995 he joined Team Motorola as a team-mate of the young Lance Armstrong. Despite several strong years of racing, including winning the Belgian national championship in 2000, Axel is probably still more famous for being the son of five-time Tour de France champion Eddy Merckx than for any of his cycling exploits. Despite being overshadowed by his father's formidable record, Axel has repeatedly vowed to make his mark by accomplishing feats Eddy never managed - including a Tour de France stage win at the top of Alpe d'Huez and a win in the Paris-Tours World Cup race - but has yet to make good on these promises. He has a large number of fans in Belgium, and would undoubtedly engender a great deal more goodwill if he were ever to achieve either of those elusive wins. One place where he has overshadowed his father is at the Olympic Games. A good climber, Axel is probably at his best in the mid-altitude mountain ranges, notably the Massif Central and the Ardennes. His favorite race, and the one he feels best in, is Liège-Bastogne-Liège. He is also always aiming for a Tour de France stage win, and can often be found in long breaks. Matthijs de Koning, Scherpenzeler en voormalig beroepswielrenner, heeft dit in het verleden ook eens gepresteerd. Oud Scherpenzeel blikt terug op de carrière van deze Scherpenzeelse ex-topsporter. Matthijs de Koning wordt op 18 maart 1949 geboren op de Willaerlaan in Scherpenzeel. Hij is de jongste uit een gezin van vier kinderen. Matthijs heeft één broer en twee zusters. Zijn vader werkt bij bandweverij “De Driekleur”. Als Matthijs zes jaar is, verhuist het gezin naar de Plataanlaan, waar Matthijs zeventien jaar woont. Op jonge leeftijd gaat Matthijs, die in die tijd Matti wordt genoemd, voetballen bij voetbalvereniging Scherpenzeel. Met leeftijdsgenoten worden na schooltijd en in de vakanties wielerwedstrijdjes gehouden. Met hen gaat Matthijs ook bij de Tour de Junior in Achterveld kijken. Geïnspireerd door de prestaties van andere Scherpenzelers bij dit wielerevenement doet hij in 1964 voor de eerste keer op een gewone fiets mee aan deze wielerwedstrijd. Om het volgende jaar op een echte racefiets te kunnen meedoen, gaat Matthijs een paar uur in de week als kegelopzetter in Hotel Café “De Zwaan” aan het werk. Herrera attacked and reeled in Hinault before going on to win the stage at the Alpine colossus’ summit, joining the likes of cycling legends Fausto Coppi and Joop Zoetemelk as win- ners on Alpe d’Huez. Herrera, officially still an ama- teur, went on to finish the race 27th overall as Fignon won his second Tour-a year later Hinault would take revenge but France has not had a Tour winner since. The Colombian star would enjoy many more great days in cycling, winning the 1987 Vuelta a Espana and that same year earning his best finish in the Tour-fifth.

    97th SCHELDEPRIJS April 15 164 riders are present at the Antwerp Great Market Square for the 97th Scheldeprijs. A few days after he won for the third time in Roubaix, Tom Boonen was the big attraction on Antwerp Great Square. Mark Cavendish was not present at the start and as a consequence Tom was the only rider able to reach Oellibrandt’s record. Bernucci, Pronk, Brutt and Louder formed the traditional early breakaway and the maximum gap between the four breakers and the bunch reached 6’56”. A first crash involving Ciolek and Haussler amongst other riders took place at 40 km from the finishing line. At the entrance of the last local lap, the four leaders still had an advantage of 1’07”. Knaven and Hammond counterattacked but at 4 km from the line, the bunch was packed together again. Van Avermaet launched his sprint too early and Petacchi, without his teammates’ help, chose the right side of the road to come to the front in a very impressive way. Nothing and nobody was still able to defeat him when a very big massive crash happened just behind him. Robbie McEwen, Tom Boonen, Greg Van Avermaet and many other riders were the victims of that crash and made acquaintance with Churchill Avenue asphalt. Nobody was badly hurt except McEwen who suffered a brain concussion. It may seem incredible but that was Alessandro Petacchi’s first victory on Belgium territory except for Aalst Criterium.
