िजनके उससे Oभािवत होने कƙ संभावना है, और यह सूिचत Ƙकया जाता है Ƙक उŎ OाĐप अिधसूचना पर, उस तारीख से, िजसको इस अिधसूचना को अंतƞव ट करने वाले भारत के राजपJ कƙ Oितयां जनसाधारण को उपल ध करा दी जाती हġ, साठ Ƙदन कƙ अविध कƙ समािƁ पर या उसके प चा त् िवचार Ƙकया जाएगा ; ऐसा कोई ƆिŎ , जो OाĐप अिधसूचना मĞ अंतƞवƍ OतावĪ के संबंध मĞ कोई आपिē या सुझाव देने का इϢछुक है, वह िविनƠदƍ अविध के भीतर, केLीय सरकार ůारा िवचार Ƙकए जाने के िलए, अपनी आपिē या सुझाव सिचव, पयाϕवरण , वन और जलवायु पƗरवतϕन मंJालय , इंƘदरा पयाϕवरण भवन, जोर बाग रोड, अलीगंज, नई Ƙदली -110003 को या ई-मेल esz- [email protected] पर िलिखत Đप मĞ भेज सकता है। OाĐप अिधसूचना राƎीय चंबल अभयारय उēर Oदेश के आगरा िजलĪ मĞ िथत है; और यह लगभग 635.0 वगϕ Ƙकलोमीटर ϓेJ मĞ फैला ćआ है । और, राƎीय चंबल अभयारय मĞ नीलगाय, जंगली सुअर, साही, काली गदϕन वाले खरगोश , भारतीय लोमड़ी, सुनहरे िसयार, लकड़बϟघा , भारतीय भेिडया, मोथ -कोटेड, भारतीय ऊदिबलाव आƘद के पयाϕवास है। पϓी अभयारय मĞ बड़ी संϞया मĞ पϓी OजाितयĪ जैसे Ƙक कॉ ब बēख , पोट िबड डच , लेसर िवसƚलग टील , टा;ϕस -पĞटड , ओपन िबल, लैक - नेϝड , िहरोस =े, परपल, इरगϧस -लाजϕ, कोरमोरĞϧस - =ेट , भारतीय साग, कैटल, डरटेर, सĐस करेना आƘद भी वास करती हġ। यह बćत महĔवपूणϕ संरिϓत ϓेJ है जहां घिडयाल जैसे, सरीसृपĪ को वϢछ जल का संरϓण OाƁ है। 2253 GI/2018 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC . 3(ii)] और, राƎीय च बल अभयारय के संरिϓत ϓेJ के चारĪ ओर 1 Ƙकलोमीटर के ϓेJ को पाƗरिथितकƙ और पयाϕवरण कƙ दृि ट से पाƗरि थितकƙ संवेदी जोन के Đप मĞ संरिϓत और सुरिϓत करना आव य क है। अतः, अब, केLीय सरकार, पयाϕवरण (संरϓण ) अिधिनयम, 1986 के िनयम 5 के उपिनयम (3) के साथ पƗठत पयाϕवरण (संरϓण ) अिधिनयम, 1986 (1986 का 29) कƙ उपधारा (1) तथा धारा 3 कƙ उपधारा (2) एवं उपधारा (3) के खंड (v) और खंड (xiv) ůारा Oदē शिŎयĪ का Oयोग करते ćए , उēर Oदेश राϤय मĞ राƎीय च बल अभयारय कƙ सीमा के चारĪ ओर 1 Ƙकलोमीटर तक िवताƗरत ϓेJ को राƎीय च बल अभयारय पाƗरिथितकƙ संवेदी जोन (िजसे इसमĞ इसके प चात् पाƗरिथितकƙ संवेदी जोन कहा गया है) के Đप मĞ अिधसूिचत करती है, िजसका िववरण िनƄानुसार है, अथाϕत् :-- 1. पाƗरिथितकƙ संवेदी जोन काकाका िवतार औरऔरऔर सीमा --(1) यह पाƗरिथितकƙ संवेदी जोन उēर Oदेश के आगरा िजलĪ िथत है। इस पाƗरिथितकƙ संवेदी जोन का ϓेJफल 178.96 वगϕ Ƙकलोमीटर है। यह राƎीय चंबल अभयारय कƙ सीमा के शूय से एक Ƙकलोमीटर के बीच िथत है। इस पाƗरिथितकƙ संवेदी जोन के िवतार मĞ शूय को मय Oदेश को छूने वाली अंत:राϤय सीमा कƙ ओर रखने का Oताव है। (2) राƎीय चंबल अभयारय और इसके पाƗरिथितकƙ संवेदी जोन कƙ सीमा का िववरण उपाबंध I मĞ Ƙदया गया है। (333) सीमा िववर ण एवं अϓांश और देशांतर के साथ इस पाƗरिथितकƙ संवेदी जोन का मानिचJ उपाबंध II ककक और उपाबंध IIIIII खखख के Đप मĞ संलŐ है। (4) राƎीय चंबल अभयारय और इसके पाƗरिथितकƙ संवेदी जोन के भू-िनदğशांक उपाबंध IIIIIIIII क और उपाबंध III ख मĞ Ƙदए गए है। (5) इस पाƗरिथितकƙ संवेदी जोन के अंतगϕत आने वाले =ामĪ कƙ सूची उपाबंध IV क और उपाबंध IV ख के Đप मĞ संलŐ है। 222.2... पाƗरिथितकƙ संवेदी जोन केकेके िलएिलएिलए आंचिलक महायोजनामहायोजना....––––((((1111) राϤय सरकार, पाƗरिथितकƙ संवेदी जोन के Oयोजन के िलए, राजपJ मĞ अंितम अिधसूचना के Oकाशन कƙ तारीख से दो वषϕ कƙ अविध के भीतर, थानीय ƆिŎयĪ के परामशϕ से और इस अिधसूचना मĞ Ƙदए गए अनुबंधĪ का पालन करते ćए आंचिलक महायोजना बनायेगी। (2) आंचिलक महायोजना को राϤ य सरकार को सϓम Oािधकारी ůारा अनुमोƘदत Ƙकया जाएगा । (3) राϤ य सरकार ůारा पाƗरिथितकƙ संवेदी जोन के िलए आचंिलक महायोजना इस अिधसूचना मĞ िविनƠद ट रीित से तथा Oासंिगक कĞLीय और राϤय िविधयĪ के अनुĐप तथा कĞLीय सरकार ůारा जारी Ƙदशा िनदğशĪ, यƘद कोई हĪ, के अनुसार बनायी जाएगी । (4) आंचिलक महायोजना मĞ पाƗरिथितकƙ और पयाϕवरण संबंधी सरोकारĪ को शािमल करने के िलए इसे राϤ य सरकार के िनƄिलिखत िवभागĪ के परामशϕ से बनाया जाएगा, अथाϕत्: -- (i) पयाϕवरण; (ii) वन और वयजीव; (iii) कृिष; (iv) राज व ; (v) शहरी िवकास; (vi) पयϕटन; (vii) =ामीण िवकास; (viii) ƚसचाई और बाढ़ िनयंJण ; (ix) नगरपािलका; (x) पंचायती राज; और (xi) लोक िन माϕण िव भाग। ¹Hkkx II µ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 (5) जब तक इस अिधसूचना मĞ िविनƠदƍ न हो , आंचिलक महायोजना मĞ वतϕमान मĞ अनुमोƘदत भू-उपयोग, अवसंरचना और Ƙ;याकलापĪ पर कोई Oितबंध नहĕ लगाया जाएगा तथा आचंिलक महायोजना मĞ सभी अवसंरचनाĸ और Ƙ;याकलापĪ मĞ सुधार करके उहे अिधक दϓ और पाƗरिथितकƙ -अनुकूल बनाने कƙ Ɔवथा कƙ जाएगी। (6) आंचिलक महायोजना मĞ वनरिहत ϓेJĪ कƙ बहाली , िवźमान जल िनकायĪ के संरϓण , आवाह ϓेJĪ के Oबंधन , जल- संभरĪ के Oबंधन , भू-जल के Oबंधन , मृदा और नमी के संरϓण , थानीय जनता कƙ आवयकताĸ तथा पाƗरिथितकƙ एवं पयाϕवरण के ऐसे अय पहलुĸ कƙ Ɔवथा कƙ जाएगी िजन पर यान Ƙदया जाना आवयक है। (7) आंचिलक महायोजना मĞ सभी िवźमान पूजा थलĪ, =ामĪ एवं शहरी बितयĪ, वनĪ कƙ XेिणयĪ एवं ƘकमĪ , कृिष ϓेJĪ , ऊपजाऊ भूिम, उźानĪ एवं उźानĪ कƙ तरह के हƗरत ϓेJĪ, बागवानी ϓेJĪ , बगीचĪ , झीलĪ और अय जल िनकायĪ कƙ सीमा का िनधाϕरण Ƙकया जाएगा। (8) आंचिलक महायोजना के अंतगϕत पाƗरिथितकƙ संवेदी जोन मĞ िवकास को िविनयिमत Ƙकया जाएगा ताƘक पाƗरिथितकƙ अनुकूल िवकास और था नीय स मुदायĪ कƙ आजीिवका कƙ सुरϓा, सुिनि चत कƙ जा सके। (9) अनुमोƘदत आंचिलक महायोजना , िनगरानी सिमित के िलए एक संदभϕ दतावेज होगी ताƘक वह इस अिधसूचना के उपबंधĪ के अनुसार िनगरानी के अपने कतϕƆĪ का िनवϕहन कर सके । 3. राϤय सरकार ůारा ƘकएƘकएƘकए जाने वाले उपाउपायययय---- राϤय सरकार अंितम Đप मĞ दी गई अिधसूचना के उपबंधĪ को Oभावी बनाने के िलए िनƄिलिखत उपाय करेगी, अथाϕत्:-- (1)(1)(1) भूभूभू- उपयोग - पाƗरिथितकƙ संवेदी जोन मĞ वनĪ , बागवानी ϓेJĪ , कृिष ϓेJĪ , उźानĪ तथा आमोद -Oमोद के Oयोजन के िलए िचिहत Ƙकए गए खुले थानĪ का वािणϤय और उźोग संबंधी िवकास Ƙ;याकलापĪ के िलए उपयोग या संपƗरवतϕन नहĕ Ƙकया जाएगा : (ख) परंतु िनगरानी सिमित कƙ िसफाƗरश पर और सϓम Oािधकारी के पूवϕ अनुमोदन से, थानीय िनवािसयĪ कƙ आवासीय और िनƄिलिखत जĐरतĪ को पूरा करने के पाƗरिथितकƙ संवेदी जोन के भीतर , कृिष भूिम का और अय भूिम संपƗरवतϕन अनुϔात होगा , अथाϕत् :- (i) िवźमान सड़कĪ को चौड़ा करना, उहĞ सुदृढ करना और नई सड़कĪ का संिनमाϕण ; (ii ) बुिनयादी ढांचĪ और नागƗरक सुिवधाĸ का संिनमाϕण और नवीकरण ; (iii) Oदूषण उपž न करने वाले लघु उźोग , (iv) कुटीर उźोग एवं =ाम उźोग ; पाƗरिथितकƙ पयϕटन मĞ सहायक सुिवधा भडार , थानीय सुिवधाएं तथा =ह वास ; और (v) बढ़ावा Ƙदए गए और पैरा -4 मĞ उिलिखत Ƙ;याकलाप। (ग) परंतु यह भी Ƙक राϤय सरकार के पूवϕ अनुमोदन के िबना तथा संिवधान के अनुϢछेद 244 के उपबंधĪ तथा तसमय Oवृē िविध, िजसके अंतगϕत अनुसूिचत जनजाित और अय परंपरागत वन िनवासी (वन अिधकारĪ कƙ मायता ) अिधिनयम, 2006 (2007 का 2) भी आता है, का अनुपालन Ƙकए िबना वािणिϤयक या औźोिगक िवकास Ƙ;याकलापĪ के िलए जनजातीय भूिम का Oयोग अनुϔात नहĕ होगा। (घ) परंतु यह भी Ƙक पाƗरिथितकƙ संवेदी जोन के अंतगϕत आने वाली भूिम के अिभलेखĪ मĞ ćई Ƙकसी JुƗट को, िनगरानी सिमित के िवचार OाƁ करने के पƇात्, राϤय सरकार ůारा Oयेक मामले मĞ एक बार सुधारा जाएगा और उŎ JुƗट को सुधारने कƙ सूचना कĞLीय सरकार के पयाϕवरण , वन और जलवायु पƗरवतϕन मंJालय को दी जाएगी। (ड.) परंतु यह भी Ƙक उपयुϕŎ JुƗट को सुधारने मĞ, इस उप-पैरा मĞ यथा उपबंिधत के िसवाय, Ƙकसी भी दशा मĞ भू-उपयोग का पƗरवतϕन शािमल नहĕ होगा। (च) परंतु यह भी Ƙक हƗरत ϓेJ मĞ जैसे वन ϓेJ एवं कृिष ϓेJ मĞ कोई पाƗरणािमक कटौती नहĕ होगी और अनOयुϝ त या अनु पादक कृिष ϓेJĪ मĞ पुन: वनीकरण, और पयाϕवास बहाली के Oयास Ƙकए जाएंगे । 4 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC .

    NORTH CENTRAL RAILWAY FATEHPUR SIKRI PARLIAMENTARY CONSTITUENCY Uttar Pradesh, the most populous state of Nation is served by North Central Railway along with Northern, North Eastern M. C. Chauhan and East Central Railways. Indian Railways (IR) plays a very General Manager North Central Railway important role in development of the state and provides connectivity for freight and passengers, including international tourists. IR has a history of more than 160 years in the state and has the highest route kilometers - 9100 route kilometers - within it, which is 14% of entire railway network. IR has made Uttar Pradesh proud by giving it Nation's first semi high speed train Gatimaan Express, which initially ran between Agra and Delhi. It has now been extended upto Jhansi with effect from 01.04.2018 - a move that will boost tourism in bundelkhand region of Uttar Pradesh. Efforts for further development of railway infrastructure in Uttar Pradesh have been intensified in last four years with 376% more investment in comparison to previous years. Results of such a massive investment are becoming visible with enhanced infrastructure and modern passenger amenities. Soon the era of congestion and inconvenience will be a matter of past and a new Railway equipped with state-of-the-art facilities will be able to serve the citizens with greater level of satisfaction. India from 2001 to 20031 Anil Kumar, Anita Girdhar, and B. K. Girdhar2 ABSTRACT Leprosy prevalence has reportedly declined all over the world, but six countries, includ- ing India, are still endemic for the disease. India alone contributes about 60% to the world’s leprosy case load, with the major share from its northern states. The present study done in Agra district was based on a randomly-selected sample of over 10% of the population, spread across 300 villages and 16 urban units of the district. A house-to-house survey was conducted from July 2001 to July 2003 in all the 26 selected panchayats (300 villages), all the 11 block headquarters which have an urban component, and 5 (out of 20) localities in Agra city. A population of 361,321 persons was examined for leprosy. A total of 592 leprosy cases [new and cases yet to complete a full course of multi-drug therapy(M.D.T.)] were found, giving a prevalence rate of 16.4/10,000 population. Although the overall prevalence was found to be similar in both rural and urban areas, there were pockets with high prevalence. More cases were detected in the eastern side of Agra (31.4/10,000 in Fatehabad and 28.5/10,000 in Bah Tahsils). Overall, the multibacillary (MB) leprosy rate was 22.3% and the child leprosy rate 8.4%. Of the 592 cases, 523 (88.3%) were new untreated cases, giving a new case detection rate of 14.5/10,000.

    Historical Legacies at the Grassroots: Local Public Goods in Agra District, 1905-2011 Alexander Lee* September 20, 2020 Abstract Accounts of the historical origins of spatial inequality often use aggregated spatial units, and do not measure outcomes between the time of treatment and the present day. This paper analyses a new panel dataset of local public goods provision in a single North Indian district with observations at the village decade level going back to 1905, and detailed information on colonial land tenure institutions, landholding patterns and demographics. A historical factor often thought to influence rural politics in India, the presence of large or absentee colonial landowners, explains little variation in local public goods conditional on population and spatial location, while villages inhabited by upper caste groups had an advantage only during the mid-20th century. This non-effect is in part a result of changing effects over time. In particular, while villages have always been more likely to gain public goods while a member of the village’s largest caste group was in power at the state level, changes in the composition of Northern India’s political class have meant that this favoritism has benefited different groups in different periods.
