Motion under Rule 263 moved by Senator Taj Haider regarding Suspension of Question Hour Senator Taj Haider: I beg to move under Rule 263 of the Rules of Procedure and Conduct of Business in the Senate, 2012, that the requirement of Rule 41 of the said Rules regarding question hour be dispensed with and the questions and their answers placed on the table of the House be taken as read. Mr. Chairman: It has been moved under Rule 263 of the Rules of Procedure and Conduct of Business in the Senate, 2012, that the requirement of Rule 41 of the said Rules regarding question hour be dispensed with and the questions and their answers placed on the Table of the House be taken as read. (The motion was carried) Mr. Chairman: The motion is carried. Everybody is very exuberant of doing away with Question Hour today.

(Def.)*23.Senator Chaudhary Tanvir Khan: Will the Minister for Foreign Affairs be Pleased To State: (a) The Names of Foreign countries which have established their embassies and missions in Pakistan with city wise break up;

(b) The Number of staff authorized or allowed for each of the said embassies and missions Indicating Also the actual number of local and foreign persons working in each of the same with designation wise break up; and (c) The number of Pakistani visas obtained by those embassies and missions for their staff during the last five Years with year wise and embassy / mission wise break up? :(a) Attached is a list of Foreign Embassies/High Commissions located in Islamabad (Total 79); Representative Office (1) and Consulates (total 34) located in Peshawar, Karachi, Quetta and Lahore. (b) The latest Directory containing information of diplomatic staff of Foreign Missions in Pakistan has been placed in the Library, Annexed. Foreign Missions have employed local-based staff keeping in view their own administrative rules. (c) After first arrival in Pakistan, visas of all diplomats, staff and their families are processed by the Ministry of Interior. The Ministry of Interior has been requested to furnish the information to the Senate of Pakistan. (Annexure has been placed on the Table of the House as well as Library.) (Def.)222. Senator Muhammad Talha Mehmood: Will the Minister for Communications be pleased to state the details of project for construction of link roads to Lawari Tunnel indicating also the amount allocated and spent so far, percentage of work completed and time by

3 which the remaining work will be completed on the same? : Lowari Tunnel consist of 16.6 Km of link roads on both sides of Tunnel. Each link road divided into two packages, the detail are hereunder: South Side (Dir Upper)

The award of contracts on North & South Access Roads (Package-II) has been completed and construction activities have commenced at site. The work on the Package-I (North & South Access Roads) link road was of simple nature, wherein Double Surface Treatment (DST) and Bit-mac were to be provided. However, the Package- II (North & South Access Roads) projects are more complicated owing to tough/difficult mountain terrain,

4 wherein road widening in mountain rock, slop protections, avalanche galleries, open cut tunnel, rigid pavement are envisaged; therefore the cost of Package-II is more than Package-I. The time for completion of North & South Access Roads (Package-II) is two years, from date of commencement, which will be in June & August, 2019 respectively.

(Def.)223.Senator Muhammad Talha Mehmood: Will the Minister for Inter Provincial Coordination be pleased to state; (a) the amount allocated for developmental and non-developmental expenditures of the Ministry of Inter Provincial Coordination, its attached departments, sub-ordinate offices, autonomous and semi-autonomous organizations and corporations during the fiscal year 2015-16; (b) the details of projects on which the said developmental expenditures were made; and (c) the steps being taken by the Government to reduce the non-developmental expenditures of the said Ministry, its attached departments, sub-ordinate offices, autonomous and semi- autonomous organizations and corporations? Mr. : (a) The detail of Budget allocated for F.Y. 2015-16 under Non-Development and Development Grants is as under: a) Non-Development Expenditure:

(b) The detail is as under: It is submitted that Government of Pakistan has allocated the funds of Rs. 1,645.000 million to Ministry & its allied units under Non-Development grant. The increase in 2015-2016 was only 6.86% from Financial Year 2014-15 where allocation was Rs. 1,539.404 Million because the allocated budget was insufficient to meet the requirement of the Ministry and its allied/subordinate offices etc.  (c)Moreover, Pakistan Sports Board contingents have to participate in mega sports events like Olympic Games, Asian Games, Commonwealth Games and other regional games, in addition to visit of sports teams abroad as well as visit of foreign teams to Pakistan.  The Amount under Pakistan Sports Board’s Non- Development Budget is not adequate to meet the genuine demands of sports Sector. Due to financial Constraints PSB was not in a position to provide sufficient fund to the National Sports Federation to enable them appropriately carried out their activities to promote sports in the country. Nevertheless, efforts are made to keep the expenditure at barest minimum under the heads like purchase of vehicles, POL, Telephone charges, TA/DA. Modest facilities are provided to the national teams undergoing training to minimize the expenditure. However, the suggestion is noted and will be complied in future.

Senator Nuzhat Sadiq: Will the Minister for Federal Education and Professional Training be pleased to state: (a) the names of the universities which have been penalized by the Higher Education Commission by means of suspending their Ph.D. programmes or through any other mean on account of not maintaining the required faculty for Ph.D. Programmes since 1st June,2013; (b) the procedure laid down by the National Quality Assurance Committee for monitoring performance of the universities in the said programmes; and (c) whether the said commission has taken notice of the Capital Universities of Science and Technology (CUST), Islamabad Campus, of changing of external supervisor of Ph.D. (Mathematic) for the year 2014-2015 in midway, if so, the details thereof and if not,

the steps being taken by the Commission in this regard? Mr. Muhammad Baligh-ur-Rehman: (a) A total of 22 Universities/ Degree Awarding Institutions (DAIS) have been penalized by the Higher Education Commission by means of suspending/halting their PhD programmes on account of not maintaining the required PhD qualified faculty, since 1st June, 2013. A consolidated list is attached at Annex-I. (b) The procedure adopted by the National Quality Assurance Committee for monitoring performance of the universities in the said programmes is attached at Annex-II. (c) No such issue has been reported to the Higher Education Commission. Moreover, Capital University of Science and Technology (CUST), Islamabad Campus has also expressed its inability to trace any record pertaining to the midway change of an external supervisor of PhD (Mathematics) for the year 2014-15.

*86. Senator Sirajul Haq: Will the Minister for Federal Education and Professional Training be pleased to state: (a) the amount of grant given to Federal Urdu University Islamabad during the last five years; and (b) whether it is a fact that the said University do not have a campus of its own, if so, the reasons thereof and the steps taken by the Government in this regard? Mr. Muhammad Baligh-ur-Rehman: (a) A total of Rs. 4145.37 million grant was given to Federal Urdu University of Arts, Science & Technology (FUUAST) Islamabad in last five years. The year-wise breakup is as under:

(b) Yes, FUUAST does not have a campus of its own in Islamabad. Owning to the educational need, FUUAST (A merger of Federal Government Urdu Science & Arts, Law and Commerce College) was extended and a new campus i.e. Federal Urdu University was established in 2004 in a rented building of WAPDA at Zero Point, Islamabad. Measures taken by the Government to establish a permanent campus of FUUAST in Islamabad are following: i. The project to establish permanent campus of the university at its new location on Kuri Road Islamabad was approved by the CDWP in its meeting held on 26th December 2013 at a cost of Rs. 644.308 million with FEC Rs. 17.568 million for a period of 60 months. The administrative approval of the project was issued on 30th January 2014. ii. An amount of Rs. 80.000 million was released to the project against which Rs. 5.300 million have been utilized to hire consultant for master planning and designing. However, due to non-appointment of regular Vice Chancellor as matter is sub-judice and a case in NAB, the

university management has been unable to execute the project. iii. The Supreme Court of Pakistan has ordered the university to construct its own campus within one year and vacate the present building.

*87. Senator Sirajul Haq: Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state: (a) the amount collected by the Government in the Employees Old Age Benefits Institution Fund during the last five years; (b) the name of institutions and the number of their employees who contributed to the said Fund during that period; (c) the amount of that Fund invested in various sectors during the said period indicating also the names of those sectors and profit earned from the same; and (d) the benefits accrued from the said investment to the old aged pensioners of that Fund? Pir Syed Saddaruddin Shah Rashidi: (a) The amount collected by the Employees’ Old Age Benefits Institution during the last five (05) years is Rs. 70.224 billion. (b) An exhaustive list containing the name of institutions with the number of their employees (countrywide) who had contributed EOBI during last 5 Years would contain several thousand rows. For brevity’s

18 sake, the details showing number of contribution paying employers and employees is given below for information of the honourable parliamentarian;

(c) Institute invests its surplus money in the following sectors:— i. Fixed Income Investments. ii. Equity Investments. iii. Real Estate Investments. The detail of investment made by the EOBI during last five years is as follows:— i. Fixed income investments: Investments have regularly been made in 3- Years Special Saving Certificates (SSCs) of National Savings and Pakistan Investment Bonds (PIBs) which offer risk free and stable above the market rate of return to the Institution. Summarized detail of investment and income earned thereon during last five years is as follows:—

ii. Total Equity Investments: The Institution has continuously been making investments in equity market and has been earning sizable capital gains and dividends. Detail of investment and profit earned thereon during the last 5 years is as follows:—

iii. Real Estate Investments: The Real Estate portfolio (both properties & projects) was Rs.54.42 billion as on 31-10-2017. New investments in properties have not been made since 2013 due to pending decision on EOBI devolution as well as pending Supreme Court’s decision on 18 properties under Suo Moto action.

However, the Institution has started earning rental income on its real estate investments. The rental income received during last five years is Rs. 984.712 million. (d) The income accrued from the above investments is paid to the insured persons in the form of old-age benefits i.e. old-age pension, invalidity pension, survivors’ pension and old-age grant. The detail of contribution collected and benefits disbursed to the pensioners during the last five (05) years is as follows:—

(b) Proposal is under consideration to develop “Orphan and Critically needed Drugs Policy” based on international criteria defined for orphan drugs for rare diseases. This proposed policy will also address issues related to the availability of critically needed drugs in the

Therefore, at present there is no mechanism available with this Ministry to regulate the rates of various medical tests, ECG, ETT, MRI, CT Scan etc. being conducted by the Laboratories and hospitals in Islamabad.

The amount allocated and disbursed for development of sports in the country during the fiscal year 2017-18 with federation wise breakup is attached at Annexure-I (Annual Grants) and Annexure-II (Special Grants) respectively. (b) Pakistan Sports Board (PSB) on the start of financial years invites budget estimates from the affiliated National Sports Federations for the National and International activities of the Federation for allocation of annual and special grants. Financial year 2017-18 is commencing from 1st July 2017 therefore, before receipt of the budget allocations, PSB has to submit budget requirement of the Federations to the Finance Wing for bifurcation of the grants to the National Sports Federations. There is no Sports Federation which has requested PSB or the Government for provision of funds and has been deprived for such funds during the fiscal year.

Senator Mohsin Aziz: Will the Minister for Communications be pleased to refer to the Senate starred question No.28 replied on 22nd November, 2016 and state whether it is a fact that the 16 lane toll plaza at Islamabad Interchange on M-1 has not been constructed so far, if so, the reasons thereof and the time by which the same will be constructed? Hafiz Abdul Kareem: After handing over of M-2 (Lahore-Islamabad Motorway) to M/s MORE on BOT basis Islamabad Temporary Toll Plaza on M-1 was constructed on emergency basis. However, the exit facility at Toll Plaza could not prove sufficient to accommodate the traffic coming from KPK. In order to solve the problem and provide convenience to commuters of M-1, a 16 x lanes permanent Toll Plaza is being constructed at an estimated cost of Rs. 297.00 Million near the same location. The said contract was awarded on 10-11-2017 and the work will be completed by 30-05-2018.

*97.Senator Muhammad Talha Mehmood: Will the Minister for Communications be pleased to state: (a) the names and locations of the highways, roads and bridges of NHA which were damaged by floods in 2010; (b) the names and locations of the said highways, roads and bridges which have not been repaired or reconstructed so far indicating also the reasons thereof and the time by which the same would be repaired or reconstructed; and

(c) the amount released for repair and reconstruction of those highways, roads and bridges so far and details of utilization thereof? Hafiz Abdul Kareem: (a) Soon after the unprecedented monsoon rains/floods in July, 2010, NHA carried out Damaged Need Assessment and found that around 1044 kilometers of National Highways and 46 bridges have been completely / partially damaged. PC-I cost is Rs. 49.6 Billion.

(b) National Highway Authority has executed.208 subprojects under Retroactive Financing for immediate restoration of traffic and to make the road network workable at a cost of Rs.1.34 billion (list attached at Annex-A). A Loan Agreement for 2010 Flood Emergency Reconstruction Project (FERP, Loan No. 2742-Pak) was signed between Government of Pakistan & Asian Development Bank on 30th March 2011, with loan effectiveness date of 1st June 2011. Total Cost of the

36 loan agreement was US$ 600 Million, whereas NHA share was US$ 245.3 Million. 46 rehabilitation packages were considered under the loan. Due to funding constraints, only 19 packages were procured at a cost of Rs. 19.04 Billion, all projects having length of 336.44 kms have been completed and rehabilitated successfully. (List at Annex-B). After the successful completion of (FERP, Loan No. 2742-Pak), NHA singed another loan with ADB for rehabilitation of remaining damaged locations under Pakistan National Highways Rehabilitation Project (PNHRP, ADB Loan No. 3378-Pak). Under this loan 17 number contracts have been considered which are under procurement at a cost of Rs. 17.87 Billion and 203.6 kms will be rehabilitated incl. 33 bridges. (List attached at Annex-C). Chinese Grant Further, a Memorandum of Understanding was signed by Government of Pakistan with Chinese Government for 2010 Flood Damages Restoration of National Highway network amounting to US$ 190 Million. Under Chinese Grant, 341 kms have been rehabilitated at a cost of RMB 1,106,000,000. The sections rehabilitated are as under: (c) Under Retroactive financing, 208 works executed at a cost of Rs. 1.34 Billion and total amount has been released and utilized. Under FERP, 19 works procured at a cost of Rs. 19.04 Billion and total amount released and utilized (GOP Share = 10% and ADB Share = 90%).

Senator Muhammad Talha Mehmood: Will the Minister for Foreign Affairs be pleased to state whether there is any proposal under consideration of the Government to construct state guest houses in Islamabad and provincial headquarters of the country, if so, the details thereof? Khawaja Muhammad Asif: (a) On the directives of Prime Minister that “Ministry of Foreign Affairs to immediately initiate the process of State Guest House in Islamabad”, a committee under the Chairmanship of the Cabinet Secretary was constituted in 2015. The committee, comprising five other members including Foreign Secretary and Chairman CDA, in its meetings since has selected a site and named the Guest House as “Margalla International Convention Centre (MICC)”. The Committee decided that MICC will be comprised of a state-of-the-art convention centre, administration block, exhibition hall, multipurpose hall, villas for the state guest and 6 star hotel to offer conference, seminar and exhibition facility at one location on the concept of the ‘Beijing Conference Center’, also known as Diaoyutai State Guest House’. 2. The Committee further tasked CDA to submit a proposal for hiring International Consultants for designing of MICC. CDWP in its meeting held on 27 July 2017 considered PC-II submitted by CDA and asked for a review of PC-I. 3. There are already State Guest Houses in Lahore and Karachi.

*99.Senator Chaudhary Tanvir Khan: Will the Minister for National Health Service, Regulations and Coordination be pleased to state: (a) the names of firms and their owners who have been allotted quota for import of Ephedrine during the last ten year; (b) the criteria laid down for allotment of quota for the import of the said item; and (c) the quantity and value of Ephedrine imported by those firms during the said period with year wise break up indicating also the names of suppliers in each case? (c) The Prime Minister of Pakistan has constituted a committee “Skill Up-gradation and Overseas Employment Promotion” consisted of representatives of Ministries of Overseas Pakistanis & Human Resource Development, Federal Education & Professional Training, Higher Education Commission, National Vocational & Technical Training Commission, Provincial Technical Education & Vocation Training Authorities and Pakistan Overseas Employment Promoters Association, (POEPA) etc. The Committee has already convened its two meetings on 15th May, 2017 and 31-10-2017. The purpose of the committee is to develop an institutional

61 mechanism to assess manpower demand abroad in various sectors on regular basis and to prepare skilled manpower accordingly. Furthermore, Pakistan is also coordinating with UAE under their pilot project on skills upgradation in which following four vocational training institutes of Pakistan have been accredited by the National Qualification Authority of UAE: 1. Applied Technologies Institute, NLC, Mandra, 2. Arfat Group of Tirconium (AGT) Institute of Technical & Professional Education, Rawalpindi, 3. Construction Technology Training Institute, Rawalpindi, 4. Government College of Technology, Rasul, Mandi Bahauddin. (d) The overall manpower export from all manpower exporting countries is at decline because of the oil slump and the Gulfization. In forthcoming years, few mega projects are going to be initiated in GCC countries such as Dubai Expo 2020 and FIFA World Cup 2022 in Qatar. The Higher Education Commission (HEC), Islamabad on 29th June, 2016 has also requested PMDC and Medical Universities in Pakistan for implementation / process / views on item of MoU related to them. Moreover, Ministry of National Health Services and Regulations has informed that the matter regarding recruitment of Medical doctors for Maldives relates to Ministry of Overseas, which is under process. Ministry of National Health Services, Regulations &Coordination after having deliberate discussions with PMDC has identified that there is no SAT-II examination in Maldives and students have to go to Sri Lanka to appear in SAT-II examination. Exemptions have been given to students of Maldives to study in medical colleges of Pakistan. However after having acquired the degree, they will not be entitled to practice in Pakistan. Health Services Academy. an institute for Public Health in Ministry of NHSR&C have offered distant MSc/MSPH and other public health courses for Maldives Public Health and allied institutions with collaboration of WHO and other International organizations. They have also offered curriculum and program development in Public Health disciplines and other relevant disciplines for Maldives universities.

Proposals from Higher Education Commission, National Education Assessment System (NEAS), National Education Foundation (NEF) and National Vocational and Technical Training Commission (NAVTTC) were discussed in the First Session of Pak-Bahrain Joint Ministerial Commission (JMC) held on 5-6 February 2017 at Islamabad. The subsidy on behalf of the Provincial Government has been announced. The subsidy on behalf of the Federal Government has been announced but nobody seems to care about the implementation of that price that has been notified. Now the problem is, who will implement this decision. So I would request you that form a committee which will ensure, half the season is gone, October, November, December has gone away. The sugarcane is drying up in the field of Punjab and in Sindh. There is nobody to speak on behalf of growers so who will ensure the implementation of the price that has been notified at Rs.182 for 40 kg. The Provincial Government says the Federal Government has given subsidy, the Federal Government says that we have already been in a position to announce the subsidy of Rs.10.75. The Provincial government has given a subsidy of Rs.9.50 but the millers are not willing to be in a

86 position to implement it, therefore, the question here is of implementation. Sir, I would request you if you form a small committee to ensure that implementation of the notified price to the sugarcane growers should take place. People go to the courts, it takes months and months. You are very well aware that hearing after hearing takes place, no implementation takes place. Now, where thousands of growers are affected and they has made an announcement that on the 23rd they are going to hold sit-ins, both in the Punjab and in Sindh. So this crisis has to be resolved by somebody, they have to show political will. It’s a huge problem for the agriculture sector, otherwise nobody will grow sugarcane. There are just 48 sugar mills in Sindh alone, Punjab aside. So, why should people grow sugarcane if you are not willing to set a price and implement it? Mr. Chairman: Thank you, honourable Minister.
