The airplanc was a civil Constellation type aircraft, designated and clearly marked as 4X-AKC and as belonging to the El Al Israel Airlines. The entire crew and al1 of the passengers were killed and their property destroyed. These passengers were of varying nationalities. Among them were nine Americans on whose behalf six claims were presented in the Application. The claims involve thirteen Amencan claimants, and their claims against Bulgaria have been duly espoused by the United States of America. The total sum claimed from the Bulgarian Government on behalf of these nationals is $257,875 In addition the United States Govemment has other claims which are set forth in the Application and which \vil1 he discussed below.

The Ramon Airport is expected to handle up to 2 million passengers a year upon opening with expansion allowing capacity of up to 4.2 million passengers by the year 2030. All domestic flights to the old Eilat City Airport from Tel Aviv and Haifa have now moved to the new Eilat Ramon Airport, whilst the airport will also begin handling low-cost and charter flights from Europe which previously arrived to Ovda Airport. There are several small airports all over Israel – Rosh Pina, Haifa and Herzelia. Airlines generally allow you to change your return date for a fee; most low-fare tickets, however, are nonrefundable. Flights to Israel tend to be least expensive from November through March, except for the holiday season at the end of December. Prices are higher during the Jewish High Holiday period (usually in September or October) and Passover (usually in April). Flying time from New York to Israel is approximately 11 hours; from Los Angeles or San Francisco, it's about 14 hours nonstop, or 18 to 19 hours with the usual stopover in Europe or New York. "Recovering" - anyone who has received an official and valid recovery certificate from the Ministry of Health, which indicates his/her recovery from the corona virus or with a valid Green Certificate. D. "PCR test" - a laboratory test to detect corona virus. E. "Antigen test" - a quick test to detect a corona virus that is performed at a test site at Ben Gurion Airport. F. "Test compound" - a dedicated compound for performing antigen testing located at Ben Gurion Airport. G. "Trial/Pilot flight" or "flight" - Tel Aviv-New York flight (LY003), on 8 March 2121. H. "Passenger" - whoever purchased a flight ticket for the trial flight. I. "The app" – the website "Safe Flight". 2. EL AL, in cooperation with Global N.T.M Ltd H.P. 513884569 and Sheba Medical Center (hereinafter: "Global / Sheba") will operate the trial flight, in accordance with the provisions of these regulations. 3. EL AL will allow boarding of the trial flight for all passengers who have purchased a flight ticket for the said flight and meet the law requirements, including the requirements of the Ministry of Health, and were tested with an antigen test performed prior to the flight and by appointment. It will be clarified that in accordance with the guidelines of Sheba and the Ministry of Health, if a passenger receives a positive result from the antigen test, s/he and the other passengers accompanying him/her in the same booking (who do not hold a recovering or vaccinated certificate) will not be eligible to board the flight, even if the accompanying passenger(s) receive a negative result in the antigen test.
