MEMORANDUM TO: Geraldine Ferraro FROM: Tom Silver RE: NEW JERSEY Political Briefing October 6, 1984 CAMPAIGN UPDATE A statewide poll conducted for ABC News Sept. 12-17, shows the GOP ticket up by 32 points (61%-29%). The last published poll was one conducted July 30-Aug. 6 for the Newark Star Ledger, which showed a 23 point deficit. Mr. Mondale campaigned in New Brunswick last Monday. See the attached article. This is a targetted state for the Republicans. The New Jersey Reagan/Bush campaign, which is chaired by Cong. Jim Courter, has announced that it intends to spend $1 million here. A New Jersey Democrats-for-Reagan committee was recently announced. It is headed by former Assembly Speaker and one-term Cong. Joseph LeFante, who is from Hudson County (where Carter topped Reagan by just two percentage points). -

Cohen All rights reserved March 2019 ABSTRACT Americans are obsessed with playing the lottery in pursuit of life-changing jackpots. Every year, Americans spend over $80 billion on lottery tickets, more than they spend on books, sports tickets, video games, music, and movie tickets combined. “For a Dollar and a Dream” illustrates the parallels between lottery players and the political actors who facilitated the spread of legalized gambling in the United States. In an era of declining social mobility and rising inequality, millions of bettors turned to lotteries driven by the hopeful, wishful belief that gambling could solve their financial problems. Similarly, between 1963 and 2013, 44 states enacted lotteries because lotteries appeared to offer something for nothing, a painless solution to the pressing political and financial problems that beset state governments in the post-World War II period. Voters and legislators refused to confront the conflict between their demands for tax breaks and their desire for government services, and they turned instead to gambling, hoping for a budgetary miracle. “For a Dollar and a Dream” illustrates that the magical thinking frequently condemned among lottery players represented a fundamental feature of many citizens’ relationship with government in the late twentieth century. Decide on size and structure of the Governor’s Office. 2. Select chief of staff. 3. Decide on all, or at least most, members of the central transition team. 4. Identify cabinet and other positions new governor will fill and start preparation of lists of potential candidates for specific positions. 5. Plan for desired transition-period interaction with the outgoing governor. 6. Develop goals and plans for possible lame duck legislative session. 7. Plan governor-elect’s immediate post-election schedule. 8. Write victory speech (and concession speech). THE TRANSITION: Issues That Must Be Addressed Prior to Inauguration 1. Contact the National Governors Association and party-specific governors association. 2. Consider whether to form subject-area transition committees. 3. Make key appointments. 4. Meet with legislative leaders as a group and individually. 5. Determine priority issues and pending decisions. 6. Determine goals for first 10 days, 100 days and perhaps other calendar markers. 7. Write inauguration speech. 8. Plan inauguration. 9. Decide which, if any, executive orders should be issued, overturned or changed on “Day One” and within first 30 days. 10. The Mandate of Equipopulous Congressional Districting: Karcher v. Daggett' — Article I, section 2 of the United States Constitution requires that members of the House of Representatives be chosen "by the People of the several States."' The Supreme Court has interpreted this requirement to mean not only that Representatives must be elected by popular vote,3 but also that each person's vote must he given equal weight.' Accordingly, states must draw congressional voting districts containing equal numbers of people, and districting plans are subject to judicial review to insure that this constitutional require- ment is met.' In the recent case of Karcher v.
