Expansion of settlements

• Israeli occupation Army (IOA) and personnel of the Israeli “Civil Administration Office,” run by the military in the occupied West Bank, started the construction work to expand the settlement, which was built on Palestinian lands, in the southern West Bank governorate of Hebron. The army started bulldozing and preparing work for expanding Negohot settlement, on lands owned by villagers of Fqeiqis village, west of Doura city, southwest of Hebron. Three months ago, Israel decided to expand the settlement, and issued orders for the annexation of 291 dunams of Palestinian lands. The IOA placed two mobile homes on the lands, before started preparation work for expanding the Settlement. The INPA staff began digging up graves and land in the cemetery around 20 days ago. Officials returned to continue digging, which was noted as being “for the benefit of building a national [Israeli] park on parts of the cemetery’s land.” Last month, Israeli authorities placed metal fences around the parts of the cemetery that it intends on confiscating. The parts of the cemetery subject to confiscation and destruction contain the centuries-old graves of Muslim leaders. • Planning agencies recently approved two decisions that could create an unbroken stretch of Jewish construction from Jerusalem to Bethlehem in the West Bank. The decisions could also isolate the Palestinian village of Al-Walaja from the West Bank by sandwiching it between the settlement of Har Gilo and the fence that separates Israel from the West Bank. In late March, the Gush Etzion Regional Council’s planning committee approved a plan to almost double Har Gilo from its current 400 families. The plan calls for building 330 new homes, as well as public buildings, a gas station, parks and other amenities. The plan is still in its preliminary stages. But if it is ever actually implemented, Har Gilo, which already hems Al-Walaja in from the southeast, would hem it in from the southwest as well. To the north, the village is hemmed in by the separation barrier. The plan would also create territorial contiguity between Jerusalem and the Gush Etzion settlement bloc, which is adjacent to Bethlehem. And just last week, the Jerusalem district planning

committee’s subcommittee for defense facilities made a separate decision that also moves Jerusalem closer to Gush Etzion and helps turn Al-Walaja into an enclave. The subcommittee approved relocating the Ein Yael checkpoint from its current location, near Jerusalem’s southern entrance, to beyond the Ein Haniya spring. The decision is meant to prevent Palestinians from visiting Ein Haniya, which is due to open next week as the main attraction of Jerusalem’s Metropolitan Park. But the new checkpoint will be located not far from the site proposed for Har Gilo’s new homes. “Har Gilo’s expansion and the checkpoint’s relocation give us an opportunity to see the true significance of the greater Jerusalem plan,” said Aviv Tatarsky, a researcher for the group Ir Amim, which promotes Jewish-Arab equality in Jerusalem. “The expansion will create contiguity between Jerusalem and the settlements near Bethlehem, and also strangle Al- Walaja. These are two sides of the same coin,” he added. “The situation in which Israel chooses to expand settlements in a way meant to perpetuate its control over millions of Palestinians without citizenship cannot be sustainable. But when the day we finally understand this arrives, the price of fixing it will be much higher.” The Har Gilo plan still requires approval from Israel’s Civil Administration in the West Bank. Planning officials said it has been forwarded to the administration, but the administration hasn’t yet looked at it. Consequently, they couldn’t predict when, if ever, the plan would advance. But in any case, they said, it won’t advance without a green light from the government. Minutes from the Gush Etzion Regional Council’s planning committee show that at the meeting where the Har Gilo plan was approved, council members warned that the settlement’s infrastructure was insufficient even for its current population. Therefore, they said, no new homes should be built without addressing this problem. In the end, the planning committee approved the plan “subject to coordination” with Har Gilo’s local council. Implementing the plan would require rezoning state lands from agricultural use to residential construction and other uses. In addition, the plan must still be approved by Civil Administration officials, the administration’s Supreme Planning Council and the council’s subcommittee on settlements – a process that takes months at best and usually much

longer. Essentially, therefore, the March decision was no more than a declaration of intent. But in principle, it is feasible because the land in question is state land. Ein Haniya, in contrast, was officially inaugurated about six months ago, though it closed immediately afterward due to a financial dispute between the Israel Nature and Parks Authority and the Jerusalem Development Authority over who would pay for its operation. Recently, however, the two agencies finally agreed to open the site – which contains an ancient pool, gardens and archaeological findings – and split the cost. The police had insisted that before the site opens, the Ein Yael checkpoint should be moved about 1.5 kilometers (0.9 miles) westward, closer to Har Gilo and Al-Walaja. The checkpoint’s current location allows Palestinians from the West Bank to visit Ein Haniya freely, whereas the new location will prevent them from visiting the site. Work began on moving the checkpoint even before the necessary permits had been obtained, but a court order halted it. Last week, however, the subcommittee on defense facilities finally approved the relocation, so the work can now resume and is expected to be finished shortly. The Har Gilo expansion plan and the relocated checkpoint are just the latest moves designed to create territorial contiguity between Jerusalem and Gush Etzion. The most notable was last year’s opening of the Rosemary Junction, which connects Jerusalem’s main artery, the Begin Highway, to Route 60, which is the West Bank’s main north-south artery and the road on which Gush Etzion lies. The new junction has made it significantly easier for residents of Gush Etzion, Efrat and the South Hebron Hills settlements to reach the capital, because it eliminated the traffic jams at Jerusalem’s southern entrance and gave them direct access to Begin Highway. The armed settlers invaded the lands, owned by Ed’eis family in the al-Hamra area, and installed a tent, a mobile home, and a barn for their sheep. The new outpost was installed in twenty Dunams of Palestinian lands, only dozens of meters away from the illegal Bnie Havar settlement, which was also installed on private lands. The Israeli Occupation Army (IOA) invaded the area, and declared it a closed military zone, preventing the Palestinians, not the settlers, from entering it. The settlers are trying to occupy 70 Dunams of Palestinian lands, to build a new settlement on top of a mountain that overlooks many neighborhoods in Hebron city. The outpost, located in the Gush Etzion settlement bloc, now contains a farm and a guesthouse. The profits of these enterprises go to a company established by the former Civil Administration employee, Yossi Levitt. The outpost, Tzurei Ye’elim, was built entirely without permits. A demolition order was issued against one of its buildings but was never executed. The farm consists of several buildings spread out over 250 dunams (62 acres) and surrounded by 17,000 dunams of pastureland. Levitt and his partner, Moshe Ronen, also planted an olive orchard and vineyards, started a herd of sheep and built rooms for hosting workshops. The Civil Administration declared this land state land on November 24, 2013, and the outpost was established in 2014. Aerial photographs obtained

by the group Kerem Navot show that Levitt began building the outpost immediately after he resigned from the Civil Administration. Determining which land in the West Bank can be declared state land is one of the Civil Administration’s main jobs. First, it carries out surveys to find land that isn’t being worked. Then, if it can prove through aerial photography that the land has lain fallow for many years, it can declare the site state land. In the case of Tzurei Ye’elim, Levitt was the Civil Administration inspector responsible for declaring the site state land. He is listed as such in Civil Administration records, and a Civil Administration planning official also confirmed this to Haaretz. The official stressed that Levitt no longer works for the agency. Even though the outpost is illegal, it could potentially be legalized because it’s located on state land, the official noted. Moreover, he said, since the outpost is within the jurisdiction of the Gush Etzion Regional Council, the Civil Administration has no power to demolish it. Only the regional council can do that, and it supports the outpost. It even solicits donations for Tzurei Ye’elim on its website. “Yossi Levitt is a product of the corrupt symbiosis between large portions of the Civil Administration and the settlers,” said Dror Etkes of Kerem Navot. “This symbiosis shows how deep the rot runs in this agency, which pretends to be professional when in fact it’s a violent agency that Israel uses to take control of Palestinian lands in the West Bank.” Levitt declined to comment, as did the Civil Administration. A source familiar with the case said plans to declare the site state land date back from before Levitt joined the Civil Administration. But he confirmed that Levitt actually signed the declaration. • The Israeli Navy has determined any of the proposed solutions for a Gaza sea port were feasible, so long as Israeli forces are authorized to search all cargo entering the strip. Israeli defense officials have been examining ways to improve the dire humanitarian situation in the Gaza Strip in an effort to avoid a violent escalation that could lead to war. One possibility that has been under examination for over a year is the construction of a sea port through which Gazans could bring in merchandise, construction materials and civilian equipment to help the local economy recover. According to a professional opinion prepared by the Navy for the political echelons, all four of the options currently under consideration for the sea port are possible: a local sea

port (the strip's existing docks are in shallow water, making it impossible for larger vessels to dock); an artificial island off the shores of the strip that would include a port; connecting Gaza to the Ashdod sea port; and building a port in Cyprus through which goods will be transferred to Gaza. While the first two options are expensive and complex to construct—and will therefore take more time—the first two are easier to realize in the near future. The Navy determined, however, that random security checks will not suffice, and therefore all cargo must be screened before going into the strip. "There's no question that the screening must be Israeli. We won't play (Russian) roulette, because there's a destructive potential in naval transport," a Navy officer said. • Prime Minister Benjamin Netanyahu and Transportation Minister Israel Katz agreed this week to begin promoting their “Tracks for Regional Peace” initiative that is intended to create a trade route connecting Europe with the Persian Gulf and Israel, Hadashot news reported Saturday evening. “Tracks for Regional Peace” is based on the planned extension of railway tracks in northern Israel, which would link Haifa’s seaport to Jordan’s rail network, which in turn will be linked with that of Saudi Arabia and other Sunni Arab states. The network is envisioned as creating a regional transportation system to enhance trade relations and promote peaceful coexistence. Introduced in a new PR video from Netanyahu and Katz’s offices, the initiative will see the eastward extension of the Haifa-Beit She’an rail line to the Jordanian border and will also include a stop in Jenin, connecting the Palestinians to the broader plan. Goods would be shipped from Europe to Haifa, allowing them to bypass civil war-torn Syria. “There are two central components at the heart of this initiative,” Katz explained when discussing the plan back in April. “Israel as a land bridge between Europe and the Mediterranean and Jordan; and Jordan as a regional transportation hub, which will be connected to a railroad system to Israel and the Mediterranean in the West; to Saudi Arabia, the Gulf states and in the East and southeast; and to the Red Sea, through Aqaba and Eilat, in the south.” “Beyond its contribution to Israel’s economy, the Jordanian and the Palestinian economies, the initiative will connect Israel economically and politically to the region and will consolidate the pragmatic camp in the region,” he claimed. The existing transportation infrastructure in Israel, Saudi Arabia, and the Gulf will allow for the application of the initiative in a relatively short amount of time, the PR video said. The initiative is said to also offer shorter, cheaper, and safer trade routes in light of regional instability threatening passageways through the Strait of Hormuz in the Persian Gulf and the Bab al-Mandab Strait at the southern end of the Red Sea. In a meeting this week, Katz and Netanyahu reached an agreement regarding the details of the initiative, with the latter instructing his office to begin advancing the plan in consultations with the US, European Union, and various countries in the Middle East and Asia. Israel is expecting the US to play an important role in providing political backing for the plan. Responding to a Times of Israel query on behalf of Greenblatt in April, a White House official said the proposal was “interesting,” but said the US does not yet have an informed position on it. While Katz has said that he has spoken with the leaders of the relevant countries regarding the initiative, there is no indication that any of them have agreed to its application. The transportation

• Defense Minister Avigdor Lieberman has struck an agreement with Cypriot President Nicos Anastasiades to begin plans to build a seaport for Gaza that will operate in Cyprus and will be supervised by Israel, according to a report on Channel 2 News on Monday evening. According to the report, within two weeks work teams will be established and within three months, the blueprint for the construction of the seaport will be presented which will include an Israel supervision apparatus to ensure that the Gaza-ruling Hamas terror group is unable to exploit the new port for smuggling weapons into the strip. In addition, Israel will assist Americans leading the humanitarian relief efforts in Gaza who intend to pump huge sums of money into the economically crippled enclave as part of an effort to dramatically improve the quality of life for its residents. The handing of the benefits package, however, was said to have been made contingent upon Hamas returning slain soldiers held in Hamas captivity and the release of Israeli citizens who are still alive and who are being held by the terror group. “The moment that all the details are settled and everything is locked and loaded, we will directly turn to the public in Gaza, going above the head of Hamas, and we will put the benefits package on the table in the open and tell them—this is possible, this is the price. Take it or leave it,” said one security official on Monday evening. The strategy is intended to corner Hamas by forcing it to provide an explanation to its public and to other Arab countries as to why it is preventing the rehabilitation of the devastated strip by potentially refusing desperately-needed aid. On Friday, the three defense ministers of Cyprus, Israel and Greece agreed that they must forge deeper military ties to bolster security and more effectively counter common threats in a turbulent region. Cypriot Minister Savvas Angelides and his Israeli and Greek counterparts Avigdor Lieberman and Panos Kammenos said they also seek to expand cooperation on cybersecurity, joint military drills and search and rescue operations in the eastern Mediterranean. advance the peace process and regional developments. (YNETNEWS 26 June 2018) • Israel has approved a plan to build a solar field in Israel to pump power into the Gaza Strip and ease the electricity crisis in the Palestinian enclave, an Israeli newspaper reported Tuesday. According to the report in the Yedioth Ahronoth daily, which quoted unnamed diplomatic sources in Jerusalem, the panels would be set up near the Erez crossing between Gaza and Israel as a unilateral measure, without the involvement of the Hamas terror group, which rules the Strip. Its construction would reportedly be funded by private donors in Israel and abroad. The step could change the situation in the power-starved territory, the report said, adding that it was discussed this week with the visiting US envoys Jared Kushner and Jason Greenblatt, who toured the Middle East ahead of the unveiling of US President Donald Trump’s peace plan. Gaza currently gets about 120 megawatts from Israel, after the Strip’s sole power plant shut down earlier this year and Egypt recently stopped providing electricity, claiming that power lines were damaged by the Islamic State terror group. That reportedly allows the Strip’s residents some four hours a day of power. Just doubling that to eight hours could require a solar field some 300 acres in size — 15 times bigger than Israel’s current largest field, at Kibbutz Ketura, which is a mere 20 acres large. According to the report, the original plan was to put the field in the Sinai Peninsula in Egypt, but Cairo rejected the initiative. Another reported plan to ease Gaza economic woes was to allow 6,000 residents to work in Israeli communities near the Strip. But that plan was said to have been shot down by Shin Bet security agency, which regards workers exiting Gaza as a concrete security threat. It said such a measure could provide Hamas with intelligence and be used to smuggle money into the Strip for terror purposes. Officials in Israel and elsewhere have been scrambling to find ways to ease the humanitarian situation in the Strip and possibly fund new infrastructure projects, seen as a key to reducing violence in the beleaguered enclave. On Monday, Hadashot TV reported that Israel has agreed to set up a floating dock in Cyprus to receive goods bound for Gaza as a way to ease the rehabilitation of the ailing Palestinian enclave, conditioning the plan on the return of two Israeli civilians and the bodies of two IDF soldiers held by the Hamas terror group. Israel reportedly intends to put together a working plan in the coming months and then pitch it directly to the public in Gaza, also bypassing Hamas. Defense Minister Avigdor Liberman proposed the idea to Cypriot President Nicos Anastasiades in Cyprus over the weekend, the report said. The plan is to set up a

project team within two weeks, with the goal of putting together a working scheme within three months. The dock would include a system enabling Israeli monitoring to prevent Hamas, which seeks to destroy Israel, from using the opportunity to smuggle weapons and materials for terror attacks into Gaza. Hamas has long made access to a sea port a key strategic goal. Two apparently mentally ill Israeli civilians — Abera Mengistu and Hisham al-Sayed — who entered Gaza of their own volition in 2014 and 2015, respectively, are currently being held Hamas, along with the remains of two IDF soldiers: Hadar Goldin and Oron Shaul. Hamas seized control in 2007 of Gaza from the West Bank-based Palestinian Authority, which is dominated by the rival Fatah party. Several attempts at reconciliation between Hamas and Fatah have failed. Gaza is buckling under severe problems with its infrastructure that have left limited access to drinking water and severe shortages of electric power, as well as an economic slump. Israel and Egypt are imposing a sea blockade on the territory to prevent arms smuggling by Gaza terror group. Goods arrive at Israeli ports, where they are screened for weapons or military-capable material, and then transferred to Gaza on hundreds of trucks a day. Israel says Hamas has diverted hundreds of millions of dollars in international financial aid and materials toward building its military forces and infrastructure. (TOI 26 June 2018)

• The United States has frozen aid funds to the Palestinian Authority. The aid has been suspended under the “Taylor Force Law," which was passed in March of this year, and will prevent the Palestinian Authority from paying monthly stipends to families of killed, wounded and imprisoned Palestinians. The move comes two months after the US Congress passed the Taylor Force Law, which aims to force the Palestinian Authority to stop its policy of paying the stipends of Palestinian prisoners and the families of Palestinians killed after or during attacks they carried out. • The Israeli Knesset's Foreign Affairs and Defense Committee approved a bill to deduct funds transferred to the Palestinian Authority. The deduction will be equal to the amount of funds the authority gives terrorists and their relatives. The bill's original draft, according to which there would not be any flexibility regarding the funds deducted, passed its first reading. The bill was proposed by MK Avi Dichter (Likud) and MK Elazar Stern (Yesh Atid) and is expected to go on second and third readings next Monday. (ynetnews 27 June 2018)

• The Israeli Knesset’s Foreign Affairs and Defense Committee approved a bill to deduct funds transferred to the Palestinian Authority (PA). The deduction would be equal to the amount of funds the PA gives to the families of killed Palestinians. The bill’s original draft, there, which states that there would not be any flexibility regarding funds deducted, passed its first reading. The Knesset members rejected the Israeli government’s objection to the bill, proposed by Knesset members Eliezer Stem, of “There is a Future”, and chairman of the committee Avi Dichter, of the Likud, an extreme right Israeli political party, of which Prime Minister Benjamin Netanyahu is a member. The committee contradicted Netanyahu’s position on the bill and went forward with approval for its final version. Two weeks ago, the committee approved the law, which was introduced under the law of “deduction of financial funds transferred by the Palestinian Authority to the families of ‘terrorist activists’ from the tax allocations that Israel transfers to the PA.” According to the bill’s proposal, the Palestinian Authority transfers 7% of its budget, estimated at 1.1 billion shekels ($300 million), financed largely by US and European aid, to pay salaries and funding for Palestinian prisoners, and to pay stipends to families of killed and wounded Palestinians. Earlier this week, the United States suspended aid funds to the West Bank and Gaza under the “Taylor Force Law”, which was passed in March of this year, and will prevent the PA from paying monthly stipends to the families of killed, wounded and imprisoned Palestinians. • New Israeli regulations stipulate that condoms will not be allowed to enter the Gaza Strip, as they might be used in violent actions. The Times of Israel published, last week, a report with the title “Condoms, kites and birthday balloons: ‘Silly’ Gaza weapons could lead to real war”. The report states, according to Days of Palestine, that Palestinians in Gaza are relentlessly flying a variety of airborne devices attached to flammable materials to be launched, into Israel, near the Israeli-Gaza border, causing hundreds of fires and millions of shekels in damage. Palestinians rely on the gentle Mediterranean coastal breeze to push their new weapons across the border. The report

ignored the fact that the Israeli occupation army had killed 138 Palestinians and injured 14,700, including women, children, medics and journalists in Gaza, since the beginning of the Great Return March, in March of 2018. Given their limited resources, Palestinians rely on such an innovative way to retaliate. No Israeli casualties were reported during the same time period. Palestinians reportedly launched 600 kites from Gaza during the Great Return March, with Israel claiming it had intercepted 400. There was an unconfirmed report that these kites have brought down 10 Israeli drone aircraft. (IMEMC 29 June 2018)
