    Adherents from the Rape of Hastings and Pevensey Lowey of the Jack Cade Rebellion of 1450 who were pardonned In June 1450 Jack Cade became leader of an originally Kentish rebellion of small property holders penalised by high taxes. The rebellion spread to involve men from neighbouring counties, especially Sussex. Cade assumed the name John Mortimer and demanded the removal of several of the King’s chief ministers and the recall of Richard, Duke of York. The rebel forces defeated a royal army at Sevenoaks, Kent, on 18 June, and went on to London. There the rebels executed the lord treasurer, James Fiennes. A degree of lawlessness followed and Londoners drove the rebels from the city on 5-6 July. The government persuaded many of the rebels to disperse by offering pardons, but Cade continued his activities. He was chased down, wounded and captured at Cade Street near Heathfield, Sussex, on 12 July, and died of his wounds whilst being transported to London. The list below is of those from the Rape of Hastings and Lowey of Pevensey who had taken part in or supported the rebellion and were granted pardons. It gives a good indication of how widespread this rebellion was. It attracted adherents from across the social spectrum and involved whole communities. Undoubtedly there was no way the normal severe capital retributions could be used to punish all those involved or whole communities would have been decimated and made unproductive, but some ringleaders were singled out and executed.     Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years.     eastsussex.gov.uk East Sussex Record Office Report of the County Archivist April 2008 to March 2009 Introduction The year was again dominated by efforts towards achieving The Keep, the new Historical Resource Centre, but the core work of the Record Office continued more busily than ever and there was much of which to be proud. In July 2008 we took in our ten-thousandth accession, something of a milestone in the office’s own history of almost 60 years. An application to the Heritage Lottery Fund (HLF) for £4.9million towards the costs of The Keep was submitted by the Record Office on behalf of the capital partners, East Sussex County Council, Brighton & Hove City Council and the University of Sussex, in September. This represented around 20% of the anticipated costs of the building, since the partners remain committed to find the remainder. In December we learned our fate: that we had been unsuccessful. Feedback from the HLF indicated that ours had been an exemplary application, and one which they would have liked to have supported but, in a year when the effect of diverting HLF money to the Olympics was being felt, it was thought necessary to give precedence to some very high-profile projects. We were, of course, disappointed, but determined not to be deterred, and the partners agreed to pursue ways forward within the existing funding. Because it would further hold up the project, adding to inflation costs, but give no guarantee of success, we decided not to re-apply to the HLF, and by the end of the financial year were beginning to look at options for a less expensive building.
